Background: Stephen Preston was orphaned when his parents were killed in an avalanche in the Himalayan mountains, he survived thanks to his falling into a small ravine where monks from Shambala Vale found him and brought him back to their monastery. Raised by the monks, Stephen never really excelled in the martial training given to him but showed impressive skills in the mental disciplines taught to him. Over the years he watched other students gain accolades and praise from the monks for their martial progress, Stephen became bitter and jealous as he felt his achievements were being minimized and overlooked.

Stephen would eventually decide that he has had enough of the unfair treatment he’d received and snuck into the library, hidden deep within the monastery, where numerous ancient scrolls that were filled with martial secrets were kept. There he learned how to harness his chi in a totally different way than he had been taught – it allowed him to expand his mind and be able to affect the minds of others. Now seeing all of the ways he could use these new abilities; Stephen left the monastery to pursue those goals in New York City where he manages to fabricate the paperwork needed to act as a school counsellor at an exclusive private school where he tricks several of the “problem” students into stealing valuable items for him by disguising their acts as the teens performing acts that were based on their secret fantasies and desires until he was defeated by the vigilante hero Argus. It is during this time that Stephen would begin using the criminal identity of Brother Eye and despite the fact that most of his criminal endeavors end up being interrupted by Argus, Stephen continues to try.

*The Resistible Flaw on his Illusory Defenses represents the fact he is using his mental powers to mess with the perceptions of his opponents to protect himself, but if they can beat the DC then he loses the bonus to his Defenses.

Background: The circumstances of how Ashley Daggett manifested her Alpha abilities or learned the skills of a cat burglar are something she keeps to herself, but she has makes excellent use of them together in her pursuit of the finer things in life as the Alpha thief Nocturne. Her criminal activities have brought her into conflict with the vigilante hero Argus several times and the pair both feel an attraction to one another, but Argus has so far fought against those feelings and tried to capture Nocturne only for her to just manage to make her escape.

Argus suspects that Nocturne donates some of her ill-gotten gains to various charities that try to help downtrodden children and he wonders if that isn’t part of her motivation for her crimes, but he keeps that information to himself until he can uncover definitive proof. It helps a good deal that Nocturne conducts herself as a “professional thief” – never causing intentional harm to bystanders, and even going as far as to protect those she sees that are in harms way. To Argus that means that Nocturne possesses a set of morals, they are just deeply buried.

Motivation ~Greed & Power: Waxworks wants money and power, and is very willing to gain both by any means he thinks is called for.

Scarred: Waxworks body has been scared by the manifestation of his powers.

Time Limits: Waxworks Self Sculpting power can only be used for about an hour and a half straight (90 minutes); he compares the act of shapeshifting into another person’s appearance to that of flexing a muscle and holding it.



Background: Harlan Matthews was a low-ranking member of the Silvestri Family who often found himself dealing with the vigilante hero Janus, although Harlan did manage to retain his freedom (often times by running away when the opportunity presented itself while his criminal companions tried fighting against the hero). However, his luck ran out one dark and stormy night as part of a break-in at a chemical plant that Janus intervened in; during the ensuring scuffle Harlan was knocked unconscious and fell into a vat of chemicals where he floated after Janus defeated Harlan’s cohorts and left them for the police.

At some point before the police arrived Harlan woke up and pulled himself out of the vat then fled the plant, going to one of the safehouses the Family used and collapsed into bed from exhaustion. Ten hours later Harlan woke up a radically changed man; he had grown several inches taller, his hair had turned white while his eyes were now a deep emerald green in color and his skin now looked like a mixture of melted wax and burnt skin. As he stared in the mirror at his new face Harlan wished it was all just a bad dream and that he could wake up and see his old face, to which he watched as his reflection showed that change happen. Realizing that he’d somehow gained superhuman abilities from his chemical bath, Harlan quickly figured out all of the other changes that his body had undergone. Mentally unhinged by the experience and transformation, Harlan fixated on the idea that his situation was the fault of both his crew and Janus.

Calling himself Waxworks because of his new appearance, Harlan embarked on a plot to avenge himself upon those he held responsible for his condition. It did not take long for Harlan to bring himself to the attention of Janus for executing several of his old accomplices. While the vigilante hero managed to save the last two remaining members of the crew, Waxworks managed to escape. He would return months later with a new plan to make himself a central figure in the criminal underworld, using his ability to look like other people to manipulate members of the various criminal factions into going to war with one another which forced Janus to become involved to stop them. Eventually Waxworks was revealed as the one behind it all and again faced off against Janus only for the criminal to flee from the scene to once again retain his freedom.

This pattern continued for years – with Waxworks coming up with a scheme to give him a great deal of power within the criminal underworld only for Janus to stop him. Eventually the two men faced off for the final time and Janus was able to deal his longtime opponent a definitive defeat and sent him to prison. Unfortunately, the injuries the hero sustained in that face off resulted in him suffering a heart attack a few hours later that killed him. Waxworks did not take that news particularly well, raging for days in solitary confinement at the injustice of his being denied getting his revenge on his hated enemy.

Within the following year stories of Janus’ former partner, Argus, having come out of “retirement” to take up his mentor’s crusade began to circulate, and Waxworks couldn’t wait to escape from prison and take his revenge out on the young hero. It was another six months before Waxworks escaped from prison and resumed his dual goal of building a criminal enterprise and getting his revenge.

Now, Waxworks is considered to be one of Argus’ most dangerous opponents, just as he was with Janus.

Background: Raised by his uncle after his single mother died giving birth to him, Jared Jenson led a tough life: when he wasn’t at school, he worked at his uncle’s farm, only taking time out to study a bit and grab something to eat before passing out for the night. As Jared grew older he grew into a large build, standing just under 6’5” by the time he was fourteen and solidly built thanks to all his years spent doing the manual labor required for farm work.

A month after Jared had turned seventeen his uncle passed away and the government seized the family farm because of tax penalties he owed. Left without any family or a home Jared packed his few belongings and moved to the city. When you’re as big as Jared was, built with solid muscle and able to outfight small groups of grown men with little effort, certain people are going to notice you. As Jared found out when he was approached by the owner of a bar about being the bouncer after Jared fended off three drunk grown men who had been harassing him. In Jared’s mind, it at least gave him a way to support himself and the small apartment above the bar became his home. Over the next few years Jared learned a great deal about fighting and how to deal with people. At some point a man in a well-made suit approached Jared and offered him a new job collecting debts owed to the man, and if the people were unable to make a decent payment then the younger man was to rough them up to encourage them to do so the next time he came to collect.

It didn't take Jared very long to accept the offer and he became a lesser associate of the Silvestri Family in Capital City. However, that job lasted just over two years as Jared was among those empowered by the Silver Storm, and like so many of those victims he ran amuck forcing C.A.S.T.L.E. and members of the Vanguard to stop them all. Jared was also among those studied by C.A.S.T.L.E. over the next several months, but unlike many of the others he paid attention to what was said around him and learned a great deal about his new powers. During that time he befriended fellow Stormer, Jason Burr, and the pair became close as they bonded over their lives of hardship.

It was months later when members of Black Sun arrived at the holding facility to free their "genetic brothers and sisters", Jared was among those who declined their offer of membership deciding that he would make the choices for his life and his friend, Jason, followed him. Together they decided that they had had enough of trying to just get by in life and would now take a more aggressive stance in taking what they wanted. For the first couple of years Jared and Jason worked for those looking to employ Alpha criminals to accomplish their own goals, and because of Jared’s connection to the Silvestri Family the duo mostly worked for them. Besides being paid very well for their services, they also got the best legal defense money could by the few times they were arrested and rarely went to jail in those instances.

Now, several years later, Jared’s retirement fund has become almost ready and he is trying to figure out how to break the news to Jason (who isn’t going to take it well).

Obsession: Doubletime has to be the fastest there is, no matter what he has to do to prove it. He has never backed down from a challenge to race yet, and often times will try to force such a contest to prove himself.

Relationship: Doubletime is close friends with his partner in crime, Ajax.

Reputation ~Immaturity: While he has a tactical mind, Doubletime has the attitude of a teenager for the most part. This has led to him pulling pranks, smack talking when he really shouldn't and generally acting like a bully when he has the upper hand only to beg for mercy when the tables turn.

Weakness: Doubletime is vulnerable to any effect that alters his metabolism, and suffers a -5 penalty to any resistance check against such effects.


Background: Jason Burr was the guy that pretty much everyone in the neighborhood knew and nobody wanted much to do with him since he was a local trouble maker with a big, smart mouth. Jason was always in trouble for something – fighting at school, cursing out his teachers, bullying other students, stealing cars, underage drinking (just to name a few) but basically if it was something he wasn’t supposed to do then Jason would be doing it.

When he graduated high school Jason hadn’t matured very much (as in not at all), and he ended up becoming a conman to support himself. While Jason never progressed very far in his criminal career, he was good enough that he hadn’t been arrested but he could never make that one big score that would set him up for the rest of his life. While Jason was out one day looking for a few new marks to work on he found himself caught in the Silver Storm, transformed and empowered like many other people Jason contributed to the chaos that quickly followed until C.A.S.T.L.E. agents and members of the Vanguard managed to put a stop to it all.

Jason was among those altered by the Silver Storm to be studied by C.A.S.T.L.E. over the next several months, although during that time he befriended fellow Stormer, Jared Jenson, and the pair became close as they bonded over the hardship inflicted upon them.

It was months later when members of Black Sun arrived at the holding facility to free their "genetic brothers and sisters", Jason turned down their offer of membership because Jared did. Me too. The idea of a crook who just wants to steal things is a nice break from all the rule the world types.

Agreed. There's too many villains out there that are murderous 'want to see the world burn' psychos, world conquerors, or similar types. Partially because I think a lot of writers think they have to get really sick or over the top to shock people these days, and partially because I'm sure some writers actually support the concept of theft (way too many unironic 'eat the rich' types).

A really good superhero setting needs villains with lots of different motivations and power levels to stay interesting. Things like:

It Pay the Bills: Villains that are in it solely for the money. Whether they have a professional mercenary attitude, a blue collar ethic or are just really greedy, they're all motivated by a desire for wealth. They don't really have any grand plan for said cash, they just want to have enough money to do what they want.

Crimes and Good Times: These villains are all about having fun. They do what they do for the thrills or because they enjoy using their abilities. These can be fun loving pranksters, bullies who just love throwing their weight around, or guys who love indulging in their particular theme.

I'll Make Them All Pay: These villains are about revenge, pure and simple. They think they've been wronged by a person, by society or by the universe, and they want to pay it back somehow. These villains feel like they've been hurt and they want everyone to hurt just as much.

I Don't Have A Choice: The sympathetic villains who don't want to be doing anything bad, but feel (right or wrong) that they don't have a choice. Usually they have some condition that forces them to behave a certain way, or someone has some kind of leverage over them, forcing the 'villain' to do what they want.

The True Believer: These are the folks who have a cause they believe in and throw themselves into it full force. Whether it's dedication to a religion, an ideology, a government, or a person, they believe in something and are willing to do whatever they need to further that cause.

I'll Show Them All: The villain has an ego that needs satisfying. Whether this is proving how much smarter or better they are than everyone else, making themselves the center of attention via some dramatic performance, or anything similar, they want all eyes on them and they want to prove how superior they are to everyone else around them.

We're All Mad Here: The villain is some flavor of insane. Whether it's genuine mental illness, thought process so alien as to be unrecognizable to humans or something similar, the villain's perception of reality is just fundamentally at odds with everyone else's, to the point that they will harm people for reasons they feel are perfectly justified, and require stopping.

In Love With Your Pain: These are the villains who just enjoy the suffering of others. It isn't specifically revenge against anything, they just enjoy hurting others, pain for pain's sake. They might claim they do it for fun, for money, for the audience, but the truth is, they're sadists.

Mindless Engine of Destruction: The bad guys who are less malicious and more just doing what they do. This can be a robot programmed to do a single thing, a creature with the intelligence and instincts of an animal, or anything similar. Whatever they are, they don't have any greater motivation, they just break stuff because that's what they do.

Unlimited Power: These bad guys want to improve themselves in some way, often at the cost of others. They want to become stronger, faster, smarter, gain more advanced technology or magic, or gain more advanced skill. They want to make themselves the most powerful thing ever, not for any particular goal, but for the sake of being more powerful.

The Corruptors: These are the types who enjoy turning good people bad. They tempt normal people to indulge their worst behavior, adding to the forces of evil by helping people down the wrong path. The most insidious nature of most Corruptors is that the worst ones don't take control away from people and force them into evil: they simply work a person until they choose evil of their own volition.

I Want It All: The classic conqueror types. They want to control everything. They want power to make everyone do what they say. They want to rule the world/universe.

I'll second that. A fun twist on the shapeshifter villain, with some nice revenge motivations thrown in and a clever mastermind as well. Reminds me of an old Spider villain called Munro who frequently used his disguise abilities to have everyone chasing their own tails and caused no end of trouble.

I want you to know that 1) I think similarly about my bad guys. They're people with motivations and goals, not plot devices. And 2) I'm stealing that whole entire list because it's fun to read.

Agreed with all listed. I tried in the Catsiverse to make villains that crossed that broad slate to be more interesting then just ugly brick or raving lunatic
