How can I create my own superhero rpg home brew system?

There's really only two ways.
1) Create an entirely new system from scratch
or
2) Find an existing system you like, figure out what it is about it you want to change, determine how those changes will affect the rest of the system, then fine tune those changes until they work within the system as flawlessly as possible.
That's really the only two options.
The latter is easier since you're making changes to an already established system.
The former requires much more time and investment, as you have to determine everything from the core resolution mechanic, character creation, etc. If that sounds vague and unhelpful, it's because there really is no simple solution to it. The best thing to do is figure out exactly what you want the RP to be, look at other systems that do something similar to what you want, figure out what you like and don't like, and use them as guides while you put your own spin on things.
There's a few online resources you can use for step-by-step guides, and likely some books you can purchase as well.

Really, the first thing you need to decide is what is important to you (mechanics, fluff, role-playing, etc) and how to make it different from what is already there.
