I should have caught this earlier. It represents a mental attack. That needs Alternate Resistance "Will" (+1 PP per rank). If you're attacking someone's mind, which is the reason I'm allowing this to have Perception Range, you aren't dealing with Toughness. You're dealing with Will.

You need willpower to avoid having your brain shut off? Hm. Well, that makes it even more expensive and... even lower in damage. Urk, let's see...

DC 14 will save then, it seems. Or does it still use DC 15 as a base?

It is a psychic attack. Not a physical one. Right? Willpower is what resists mental and psychic attacks. If it is a physical attack, doing something with the nervous system or electrical input/output going through the brain Fortitude would be the resistance. But then it isn't mind to mind and I'd have you drop Perception and add in Alternate Save "Fortitude" (+1/r)

Damage Effects, which is what this is, have base DC of 15. It would be DC 19 Will.

Of the two options, I'd think I'd prefer the more esoteric Will-save. I was trying to be pseudo-scientific with it originally.

I need some clarification. Is Meat Shield performing a Ready Action, with the condition being that he attacks the first hostile to enter melee range?

Is it OK for me to use the same attack roll I made earlier on the rogue Meat Shield is attacking? I'm guessing there may be a minus for them being in cover though...

No. A new Action/Attack will require a new roll. A reminder, these are Minions. You can take 10 when attacking them. Though I'm not going to say whether your Attack rank is high enough to hit them.

Meat Shield failed 1 of their Toughness checks by 5. That is 2 degrees of failure. Meaning in addition to the -1 to future Damage resistance they are also Dazed until the start of their next turn.

I thought the failure had to be by more than 5 to get 2 degrees of failure. 14 is exactly making the check which I thought was a success.

But if necessary I'll use a Luck point to avoid the second failure.

Just failing the check is 1 degree of failure. Every 5 full points a check result is under the difficulty class adds a degree of failure. As you pointed out, it is spot on 5 points. Go ahead and use that Luck point to reroll the 14.

So does that mean failing by 0 (making it exactly) counts as a success or a failure? If it's a success then -1 to -4 is 1 degree of failure while all the higher degrees of failure are -5 to -9, -10 to -15 etc.

If you roll the DC exactly, that is a success.

That's how the book lists it.
