Stealth and Invisibility are independent of each other. Blending means that the Concealment can't adapt to the background if you move at full speed.

The issue here is that Scout is using both Stealth and his Concealment. Or am I misinterpreting your inclusion of a Stealth check in your post? I am inclined to treat Stealth's -1 movement speed and Blending's -1 movement speed as a cumulative -2 penalty to Scout's overall speed, since I haven't found anything to suggest they don't stack.

He is using Stealth because he isn't relying entirely on Invisibility.

The movement limitations on Stealth is one of being careful. You are purposely moving slower to be quiet.

The movement limitation on Concealment is because the power can only adapt so fast to changing backgrounds. It is still a Free action to maintain Concealment. If someone was to carry Scout faster than 1/2 speed, the Concealment would fail.

At least that is how I interpreted it.

Now that you explained it, I see your view on the topic. Still, unless you find something in the book that says otherwise, my ruling will stand.

Since you brought it up, I'd be inclined to allow Concealment to remain active if someone were carrying him faster than 1/2 his speed as long as that person or object has enough surface area for him to blend into.

Doctor Malsyn, what is the Mind looking for, specifically? You are in a forest, and while there are resources for you to work with, there is not going to be a premade trap for you to lead your enemies into.

Sinkholes, rotted trees that could be knocked loose, natural dips in the land that might be hidden by foliage. He's not expecting to find a predug pit-trap complete with sticks, but something that might trip up the creatures would be welcomed.

Those are things that the Mind could find with a 20 on their Perception check. If you want some kind of ideal find, such as a hilly slope with a bunch of logs poised to roll down it, you could spend 1 HP to edit the scene.
