With the tarp extended, and Avian hoping to herd people in, you manage to get everyone under cover. Occasionally, after the thud of a particularly large hailstone, there's the sound of a few stitches popping, particularly as the snow and ice starts accumulating along the fabric, but it is holding. The general hubbub of voices continues as people come to grips with what's happening. There's occasional whimpers of pain from people who got hit by hailstones, but so far it doesn't look like there's any major injuries. Although... if this is happening in other places in the city, there's likely going to be casualties.
As people start huddling closer together to avoid being around the edges, you start to hear the rumbles of discontent, people complaining about pushing. So far, it hasn't erupted into anything more serious, but the combination of the cold and the close quarters seems to be putting people in bad temper.
