In the main series, it was first brought up during the Overhaul arc, since part of his plan was to distribute that along with the quirk nullification drug to strengthen the warfare between heroes and villains and allow the yakuza to rise up again by profiteering from it. The chapter where it first showed in the main series came out a few months after the start of Vigilantes, actually, so Horikoshi and Furuhashi were probably communicating and coordinating that, which is pretty cool.

Apparently, it's set to end this year.
Not only that, the last chapter (which was AMAZING, BTW!!!!!) kind of hints at it being the start of the final arc and the lead up to the final big fight and stuff. Really looking forward to seeing what happens from now on.

Oh, and speaking of endings....

Motivation: Death: Ending believes that the only thing humans truly have control over is how they die, and wants to go out on his own terms. He wants Endeavor to take his life and will try all he can to force him to do so.

Obsession: Own Death: Ending’s interest in death borders on insanity, being willing to kidnap and endanger others to try to force Endeavor to take his life. After his arrest, Ending says he spent every moment thinking about his desire to die in the hands of Endeavor, and the first thing he did after leaving prison was to track the hero die and kidnap his son.

About: Ending is a villain that was defeated by Endeavor at some point in the past and got arrested, spending every day obsessing over the idea of dying by the hands of Endeavor. His quirk, Whiteline, allows him to manipulate and control lane lines on roads, using them to bind others and to lift heavy objects and toss them around, and is a quirk that becomes extremely powerful when boosted by Trigger.

During the story, Ending returns after serving his time in prison, having seen the news of Endeavor killing a nomu and having his desire to be killed by the hero ignited more than ever. After being tipped off by Dabi, during the Endeavor Agency Arc, Ending goes to Endeavor's house to try to ambush him and his trainees to try to force the hero to kill him, but ends up running into the opportunity of kidnapping Todoroki Natsuo, Endeavor's second son, and captures him instead.

Later, while Endeavor is driving the UA students back to their dorms, Ending ambushes their car by attacking them with lane lines and standing in the middle of the road, telling Endeavor that he wi9ll kill his son if the pro hero doesn't kill him, even going as far as saying that Endeavor shouldn't worry about the moral repercussions of this, since he sees himself no longer as human, but as the same as the nomu the hero killed.

Powered up by trigger, in an attempt to make Endeavor act fast, Ending starts using his quirk to wrap up various cars on the road, threatening even more people, as the hero starts to fly towards the villain to try to capture him, but ends up freezing when he sees the look of despair in Natsuo's face, remembering the argument he had with his son earlier and the trauma he inflicted on his family, but ends up being saved by his trainees, as Midoriya, Bakugo and Todoroki jump into action, rescuing Natsuo, saving the civilians around them and immobilizing the villain.

As the situation resolves, Endeavor thanks the boys for the help, apologizing for freezing like he did and endangering everyone else, and also apologizing to Natsuo for what had happened, as the two share a hug. While he is being taken away by the cops, Ending cries and protests seeing the situation, saying that Endeavor shouldn't be acting like that, and that he should still be cruel and arrogant like the Endeavor he knew in the past, showcasing Endeavor's desire to grow as a person.

All in all, Ending serves mostly as a way to give Endeavor some character development, being a part of his past that returns to torment him in the present, in this case, someone obsessed with the image of how Endeavor used to act and trying to drag him back to that by having him take a life and stuff. He serves his role pretty well, allowing Endeavor to show some humbleness for the first time, as he admits he couldn't have won and saved everyone without the help of Shoto and his friends, and shows him finally beginning to mends things with Natsuo, who, aside from Toya, is the family member who is the farthest from being able to forgive him.

There's some creative uniqueness I really like about Ending's quirk. It's just such an original and unique idea for a powerset that I can't help but love it. Few other characters in Hero Academia have powers this unique and specific, only really Jiro coming to mind. Him being really efficient and strong with it makes it cooler too.

As for the build, again, did it imagining how his quirk would normally be as opposed to how we see it powered up by Trigger, landing him at PL 8, not seeming to be much resilient or anything and easily one-shot by Todoroki. He feels a bit lacking in skills, in general, due to me deciding to not give him Persuasion or Deception, since he doesn't really seem like a people-person by any stretch of the imagination and not really trying to conceal his intent or anything.

Outfits: Ending wears a black outfit with white stripes resembling a crosswalk, as well as a dark blue jacket with a similar motif. He also wears a tattered black mask over his face that also resembles lane lines.

Meta Liberation Army

The Meta Liberation Army was a group of villains that firmly and fanatically believed that restricting the use of meta abilities is a grave injury on the freedom and rights of meta-humans, and wished to overthrow the government of Japan in order to institute their leader, Re-Destro, as the ruler of Japan. In order to do so, they acted in a discreet manner, relying on dog-whistles and indirect communication while attempting to attract new members in order to avoid unwanted attention and social stigma. Additionally, all executives of the Meta Liberation Army had positions of power in society, like politicians, company CEOs and directors of media companies, to try to influence different branches of society favorably to their ideology.

The Meta Liberation Army, often abbreviated as MLA, has a long history that dates back to the early days of meta abilities, the age known as the Era of Chaos, when the arrival of meta-humans caused the the general population to protest against them, seeing them as threats to normalcy and dangerous people, causing an atmosphere of discrimination against meta-humans and a growing hatred between both groups. Their founder, Yotsubashi Chikara, being a meta-human that faced great discrimination discrimination throughout his life, with his mother, historically known as "The Mother of Quirk," due to she being the one to create the term "quirk" to describe meta abilities, in an attempt to normalize them, being eventually murdered due to defending her child's powers.

Yotsubashi grew up to be an activist defending meta-human rights, adopting the name of "Destro," in reference to how he would be the one to destroy the status quo, often getting in trouble with the law and forming the group that would one day become the MLA. As his ideology continued to grow and accumulate more members, they started to adopt certain practices and dog-whistles to stay discreet, like doing an "L" sign on their head as a sign that they are members and referring to powers as meta-abilities, despite the growing popularity of the term "quirk," done as a rejection of societal norms and good relations between meta-humans and non-empowered people, wanting instead a society where quirk usage isn't regulated. Eventually, however, Destro and other members of his group were thrown in jail, leading him to write his life story and ideology in a book entitled "Meta Liberation War," before taking his own life.

Many years later, the MLA continued to grow despite Destro's fate, and eventually found out about Destro's only living descendant, Yotsubashi Rikiya, who was taken in by the group and trained since his early childhood to become Destro's successor as the grand commander of the Meta Liberation Army, adopting the name of Re-Destro, and using his skills to grow his influence and resources and increase the number of members on the MLA as much as possible, eventually having over 116,000 "warriors," and having leaders of his group in positions of power in society.

During the aptly named Meta Liberation Army arc, the MLA turns their attention to the League of Villains, annoyed at their growing infamy and influence that made it harder for his group to continue to grow, deciding that the League must be taken down. To do so, they capture Giran, the League's contact, and start torturing him to extract information on Shigaraki and his group. When that fails, they start mutilating Giran and sending his fingers to the League, forcing them to attempt a rescue operation in Deika city, which is populated almost exclusively by members of the MLA, and cutting off access to the city by blocking roads and railways.

However, the MLA's plan ends up failing, as the League of Villains manages to take the lives of many members of Re-Destro's Army, including Curious, one of their executives, and despite having the League severely injured, Shigaraki still manages to get the upper hand on Destro and beat him in battle after having his quirk awakened and the arrival of Gigantomachia at Deika, forcing Re-Desto, who had now lost his legs, to surrender to the League, leading to both groups merging into the Paranormal Liberation Front (more on them on a future post), something that Yotsubashi still saw as a victory due to seeing Shigaraki as a more charismatic and powerful figure than himself, and someone he would be glad to serve and assist.

The MLA is, by far, one of the most interesting villain groups we are introduced to, due to their deeply ideological and political motivation and how fanatical their members are, willing to literally sacrifice themselves in the name of Liberation. Additionally, they are another group that serves primarily as antagonists for the League of Villains, giving each of their members a chance to grow as characters and have the reader cheering for them.

For the builds for these guys, I used the term "Meta Ability" in place of "Quirk," since that is their preferred term for their powers and the ideological implications it has, since I thought that would be more flavorful and cool, and reflect a bit on their character, so I hope that doesn't feel confusing.

Complications

Motivation: Liberation
: Yotsubashi, as the descendant of Destro, was raised with the ideals of the Meta Liberation Army to be its grand commander one day. He firmly believes in the ideal of a world where people are free to use their meta abilities as they wish, lead by the strong, and takes his role of grand commander extremely seriously, being concerned about the life and wellbeing of his followers.

Proportional Power: Re-Destro’s meta ability’s effectiveness is dependent on how stressed out he is feeling. Due to this, the boosts to his ability scores and the damage of his Stress Output Burden attack have their ranks lowered if he isn’t at full stress capacity.

Prosthetic Legs: After having to amputate his legs during his fight against Shigaraki, Re-Destro adopted a pair of prosthetic legs specialized for the huge size he becomes when his quirk is at full power. Though they seem to function perfectly and allow him to move at normal speeds, a powerful enough impact can break them and leave Yotsubashi prone and unable to get up.

About: The main antagonist of the Meta Liberation Army arc and one of the most powerful villains seen in the series, Re-Destro was the grand commander of the Meta Liberation Army and one of the lieutenants of the Paranormal Liberation Front, as well as the CEO of Detnerat, one of Japan's biggest producer of lifestyle support items, which granted him access to resources and technology he used to develop powerful support items for himself and his allies. His meta ability, Stress, grants him monstrous strength, speed and durability, proportional to how stressed he is feeling, which, in his case, as acting CEO of a huge company and grand commander of a group with over 100,000 members, means he is usually pretty stressed. Additionally, he is able to convert excess stress he can't directly use as physical enhancements into powerful energy blasts.

Yotsubashi, as his codename suggests, is the descendant of the legendary creator of the MLA and author of the controversial pro-meta-human book "Paranormal Liberation War," Destro, whose descendants were unknown at the time of his death. Because of this, being brought into the Meta Liberation army as a child, Yotsubashi dedicated his life to recruiting more soldiers for the MLA and into achieving a position of power to get the necessary resources for his group, leading him to becoming CEO of Detnerat and a very capable support item developer. All these responsibilities, however, lead Re-Destro to live an extremely stressful life, as his receding hairline indicates, which is beneficial for his quirk, but also extremely taxing on him, as he is prone to snapping at minor provocations, to the point he killed a subordinate of his at Detnerat after he called Destro an insane terrorist with a pretentious worldview.

During the Meta Liberation Army arc, Re-Destro is the one conducting the actions of the MLA, deciding to go after the League of Villains due to their growing popularity hindering his group's ability to conscript new members. To do so, he has Giran, the League's contact and scout, kidnapped and tortured in an attempt to extract information on Shigaraki's group, but when that fails, decides to instead contact the League through one of Giran's phones and tell them of his status, forcing them to move to Deika City to attempt to rescue their ally, which is a city inhabited exclusively by MLA members, with Re-Destro planning on conducting an all out assault against the League there.

However, despite having a difficult time against so many assailants and sustaining heavy damage, the League of Villains manages to power through the onslaught, with one of Twice's duplicates reaching Re-Destro's tower, creating more clones inside and creating a copy of Shigaraki there to confront Re-Destro. Yotsubashi, however, manages to push them back by unleashing his meta-ability, killing several of Twice's creations and sending them flying off the window, something that catches the attention of the real Shigaraki, who wastes no time in using his quirk to topple down the tower.

After falling to the floor, surrounded by the rubble of his building, Re-Destro fully unleashes his meta-ability, turning gigantic, and prepares himself to fight against Shigaraki, easily overpowering him at first with his monstrous strength and with his Stress Output Burden super move, but starts to notice the League's leader's sheer charisma the more the fight goes on, impressed with how he is able to survive his attacks and how his mere presence seems to make Re-Destro calmer and less stressed.

Shigaraki ends up getting a quirk awakening midway through their fight, remembering his past and his accidental killing of his family and how he subconsciously restricted his power afterwards, now able to fully unleash his quirk and cause an enormous crater in Deika City with his Decay, as Re-Destro is forced to summon his support item, the stress-enhancing power armor known as Claustro, in at attempt to withstand the might of Shigaraki's quirk and empower himself enough to take him down, but this ends up failing and the armor is simply destroyed.

As he falls to the floor, with Shigaraki's Decay starting to spread to his body, Yotsubashi is forced to cut off his own legs to survive the deterioration. As Shigaraki approaches the MLA's grand commander, he starts to mock him, taunting him about how many soldiers he lost in this failed attempt and how he was easily bested as Trumpet and other Meta Liberation Army members begin to surround the scene, worried about their leader. Re-Destro, however, surprising both his enemy and his allies, declares that he surrenders, admitting Shigaraki's superiority and how many casualties their side has had in this failed attempt, including Curious, one of the MLA's high ranking executives, and tells Trumpet not to attack Shigaraki.

Turning his attention to the League's leader, Re-Destro admits that Shigaraki has better leadership skills than him, as he is following his own dream and goals compared to himself, who is only repeating the ideals of Destro, who is the one his group truly is devoted to, and offers the MLA's aid to the League of Villains, serving under Shigaraki, thus uniting both groups as the Paranormal Liberation Front, and despite the MLA's soldiers not having admiration towards Shigaraki and his allies, Re-Destro vouching for him and showing himself as completely subservient to his new leader causes them not to object or retaliate.

Afterwards, Re-Destro continues to offer his support to his allies, using his skills with technology and his access to Detnerat's resources to provide them with support items, including a pair of prosthetic legs for himself. The next time he appears in the story proper in during the Paranormal Liberation Front arc, when, after the sudden frontal assault by the heroes to the PLF's base, Re-Destro takes the frontline to try to hold them back, but ends up being hit by Tokoyami's new super move, Ragnarok, which packed so much force it broke his prosthetic legs and sent him flying though the wall, creating an opening for the heroes.

Additionally, a duplicate of Re-Destro created by Twice, who was in charge of running Detnerat was being confronted by the authorities and the Hero Public Safety Commission about his association with the PLF, and this results in him going on a rampage and killing a few of them before dissolving into goo after Twice is killed, spouting about his ideology while he dies.

Eventually, after getting reposition prosthetic legs, the real Re-Destro manages to go outside and inconvenience the heroes a bit, but this is short lived, after the awakening of Gigantomachia, whose presence requires the full attention of pretty much all heroes in the area, leaving Yotsubashi to fight by himself against the Ninja Hero Edgeshot, which, despite being an extremely difficult fight for the hero, he eventually manages to win, seemingly by taking advantage of Re-Destro's prosthetic legs and breaking them away again, allowing for the villain to finally be arrested.

Re-Destro is an interesting character with a very creative power, especially with how absurdly powerful he is shown to be. Horikoshi stated in an omake that Re-Destro was one of the characters he had the most fun drawing due to how easily he can make him do exagerated facial features with how he looks without his appearance warping too much, with him writing in a comment of "Why can't every character look like a middle-aged businaessman," which I found really funny and really stuck with me.

Re-Destro has one named super move, his Stress Output Burden, where he converts additional stress he couldn't turn into physical power into a purple energy, which he can blast with his hands to cause massive destruction. Additionally, he has a support item designed to enhance his stress limit, the power armor known as Claustro, which also provides him with additional defense, but slows him down somewhat.

For the build, I struggled a bit with Re-Destro's PL, but eventually settled on him being PL 12, since I suspect Edgeshot managed to win mostly due to breaking his prosthetic legs. Other than that, this is a simple powerhouse build, with a few additional tricks, like his highly damaging ranged attacks.

Outfits: Yotsubashi wears a teal-ish dress shirt, a green tie and a pinstriped black suit with golden buttons, as well as a simple pais of black formal shoes. As his body grows, most of clothes tear away, leaving only his pants, Hulk style.

Nice job with Re-Destro. I had never heard the quote from Horikoshi about characters being middle-aged businessmen, that’s very funny, haha
I have to say, while I like the dub voice actor for Re-Destro, I read the manga first and always imagined his voice being that of Bob Odenkirk. He just gave me a very Saul Goodman vibe, and while I knew it would never happen, I was disappointed that Odenkirk didn’t provide Re-Destro’s dub voice.

But enough of my insane stories. I’m looking forward to the rest of your MLA builds!

Motivation: Liberation: Kizuki is a firm believer in the Meta Liberation Army’s philosophy and a follower of Re-Destro. She wishes to assist in creating a world where people’s usage of their meta abilities aren’t restricted and outlawed.

Curiosity: Kizuki takes pride in her work as a journalist and reporter, and will always follow every lead and pull on every thread as much as possible, to the point she was willing to question and antagonize a serial killer years after her killing spree just to be able to know the full story.

About: One of the MLA's executives, Curious was an intelligent and motivated middle aged woman who was a prolific journalist and reporter, and believed that the best way of discovering the facts is to have a face-to-face conversation with the subject to understand their perspective. Her meta ability, Landmine, allowed her to set up explosions to places she touched that she could detonate at will, and despite them not being too powerful, she was able to make up for it with the great amount of mines she was able to set up.

Kizuki was also the executive director of Shoowaysha Publishing (an obvious play with Shueisha, Shonen Jump's publisher), one of Japan's biggest media publishing companies, a position she likely acquired due to a career in journalism or something similar, which gave her great resources to contribute to the MLA, but also enormous societal influence that assisted in the recruiting of new members for their group.

During the Meta Liberation Army arc, Curious antagonizes Toga, saying that she knew about the killings the girl had done in the past and wanted to finally get the full truth about the case by interviewing her during their confrontation. Though Toga tried to get away, Curious had carefully planned for the confrontation, having planted explosions all around the battlefield and unleashing many MLA soldiers towards the girl, making them guide her towards the landmines, making her sustain heavy damage, all while continuing to question her on her crimes.

Toga tries to fight back, even attempting to drink the blood of her opponents to blend with the crowd, but is surprised to discover that Curious had used her meta ability on her soldiers' blood itself, detonating it to damage Toga and prevent her of using her quirk, though killing her allies in the process.

Beaten to a pulp, surrounded and captured by the MLA, Toga, who was being forced to remember her past by Curious' questions, has a quirk awakening, transforming into Uraraka. Curious tries to fight back, striking the villain with her Curious Flattener, but is surprised to discover that Toga's quirk awakening now allows her to use the meta ability of those she transforms into, being sent flying upwards as Zero Gravity takes effect together with many of her followers, who then come falling to their death as the quirk is deactivated, killing Curious and a handful of MLA soldiers.

In all honesty, though I find her an interesting and well developed character and all, Curious is probably the MLA executive I care the least about, since she really only serves to further Toga's character, and doesn't have much in terms of personality aside from her journalism and bravado, unlike the other MLA guys, who feel more interesting. Her quirk is pretty neat, especially with the more tactical use she has of it, drawing her opponent out in a path she set her explosives at, while keeping them off balance with her lackeys. I kind of thought she would have some kind of fight against Bakugo when she was first revealed, due to their similar powers. I still think that would have been kind of interesting, kind of a "quality vs quantity" thing going on with the matchup and stuff.

Curious has a support item developed by Detnerat, known as the Curious Flattener, which is a pair of chain bracelets that transform into large box-shaped black gauntlets, which she uses by detonating various small parts of with her meta ability, granting her a powerful melee weapon to use in direct confrontations.

For this build, I struggled a bit to come up with how to do her landmines, needing to ask for some help on the Echoes Discord server. The way it ended up still feels kind of off to me, in all honestly, but it's close to how official M&M books do landmines (though I added Indirect as an extra, because it makes no sense to me that the official builds don't have that). I gave her a shitton of Triggered ranks to allow her to set up multiple explosions. She also has a relatively high Will, like most other high-ranking MLA guys, since she is an executive director and seems like a very intellectual person in general.

I only really watched the subs, so I can't say for sure, but from the clips I watched of the dubs for the MLA arc, Re-Destro really does feel a bit off, compared to how he comes off in the manga and in Japanese. Not even sure why exactly, he just doesn't have the "psycho middle-aged businessman" thing that makes Re-Destro himself.

Ah, Curious. Yeah, she definitely wasn't given the development that other MLA members had, and I might say she even fell behind Geten a bit. But she was fun while she lasted, being a sort of evil Lois Lane. Though, I agree that a fight between her and Bakugo would have been really cool to see. I also have to say, that for someone who was blue, she sure knew how to...paint the town red?
...I'll see myself out.

Jokes aside, you did well with her build, particularly her Meta Ability. Though I didn't realize that the official M&M stats for landmines didn't have Indirect added to them. That's very odd (Or very...curious?), as I thought that would be a pretty obvious Extra for it. I'm also glad that you're excited about posting these builds, that's always a good feeling!

It's kind of wild that the MLA more or less act as villains TO the villains; effectively taking advantage of the popularity of the last bunch of guys and turning these dudes into a combined force. It's interesting how Re-Destro has all this backup and so much power... yet just becomes a minion of the other top villain, "putting him over" in the process. Hell, it's such a dramatic thing that Shigaraki gets the "Shonen Hero Mid-Fight Power Upgrade"! How often to VILLAINS get that?

Honestly, some of the MLA arc kind of felt like Horikoshi giving the opportunity for the League guys to catch up with the heroes a bit, since three of them gain major power ups for their quirks and each member of their group has some sort of character arc during the MLA fight to renew their motivations.

...Well, except for Dabi I guess, since they were probably trying to not give him internal monologue or character stuff before his past was revealed, since that could give the twist away and all.

About: Trumpet was another of the MLA executives, a charismatic and inspirational commander to his troops, and a politician who lead the Hearts and Minds Party. His meta ability, Incite, allows him to add an electromagnetic pulse to his voice, which grants a boost to the morale and physical capability of any ally who can hear it and considers the user a worthy leader, a power he uses to empower his many subordinates while staying a safe distance away and doing inspirational speeches.

During the Meta Liberation army Arc, Trumpet mostly fights against Spinner and Shigaraki, staying on top of his campaign van and being driven around by one of his followers, providing inspirational speeches to his subordinates to empower them through his meta ability, and has them swarm and attack the villains.

As the fight develops, Spinner tries to get to Trumpet's van while dodging the MLA soldiers, using his quirk to climb on walls and bridge the distance, taunting Trumpet that a commander like him should be on the front-lines and not hiding like a coward, to which the politician simply replies by saying that Spinner's meta ability matches his personality, calling it pathetic, as Spinner continues to be swarmed and attacked.

Eventually, while Spinner is heavily injured, the tower Re-Destro was on collapses due to Shigaraki's quirk, and Gigantomachia arrives at Deika City shortly after, forcing Trumpet to command his troops to go towards the fallen tower to help their leader, and as he leaves, Spinner comments on how they are the same, people who are incapable on their own but who devote themselves and their ability to helping the cause of someone they admire.

As Trumpet arrives at the scene, he sees Re-Destro fallen to the ground inside of a great crater, missing his legs, with Shigaraki calmly smiling in front of him. As the politician begins commanding his troops to attack, Re-Destro stops him, saying that they have already lost enough lives and that Shigaraki is an admirable and capable leader he is willing to trust the lives of his men upon in order to achieve their dream of a liberated world, surrendering the MLA troops to him and merging them and the League into the Paranormal Liberation Front.

During the Paranormal Liberation Front arc, Trumpet doesn't really do much, mostly assisting the PLF in the fight offscreen. By the time Shigaraki makes his escape with Gigantomachia and the other villains, Trumpet is among the ones left behind, and is apprehended by the police along with several of the PLF soldiers, with the Hearts and Minds Party being disbanded shortly thereafter.

Trumpet is an interesting guy, mostly because of how tactical he is with his power and his parallels with Spinner, since he is shown to be very devoted to the MLA's cause. Him being a politician that makes inspiring speeches to boost his allies is also weirdly comical to me. His codename always felt a bit out of place for me, since the other two executives of the MLA are named "Curious" and "Skeptic," like they were doing some kind of pattern and gave up on the last guy.

Trumpet has one support item, the Seven's Loud, developed by Detnerat, which is a metal mask with seven powerful speakers that amplify his voice considerably, allowing his meta ability to have even greater range.

For the build itself, Trumpet is the second weakest MLA executive in a direct fight, only having a higher PL than Skeptinc, since he mostly needs to stay behind a massive wall of soldiers to survive. I gave him a few support advantages, like Leadership and 4 ranks of Inspire, since he is a politician and all, and inspiring speeches are his main thing. He also has a looooot of Persuasion and Deception ranks, due to that same reason. His meta ability should make a pretty fun encounter, all things considered, buffing a large group of weak mooks into a bigger threat that reverts back to their weaker form only after he is taken down. Truly the Mutants and Masterminds equivalent of a bard, LOL.

Outfits: Trumpet wears a black suit and tie with a white shirt underneath, and wears a decorated black trenchcoat over it, as well as a pair of black social shoes and his signature blue-tinted sunglasses. Man, dude must be melting wearing that all the time.
