Sorry for the stupidly awful quality on this image. Couldn't find a high-quality version of his anime reference sheet, only this one that looks like crap. : P

Complications

Motivation: Loyalty: Kurono has been a close friend of Chisaki since they were both young and new at the yakuza, and will do whatever he can to help his friend achieve his goals.

24 Abilities, 82 Powers, 5 Advantages, 16 Skills, 24 Defenses = 152 Character Points

Abbout: The second-in-command of the Shie Hassaikai, Chronostasis is a serious and silent guy and Overhaul's aide and right hand man, always by his side and helping him in running the gang. His quirk, Chronostasis, allows him to paralyze those the arrows from his hair touch, with those hit with the "minute hand" in his front being paralyzed for a minute and those hit by the "hour hand" on his back being paralyzed by an hour, and he cannot move while using this ability.

Chronostasis joined the yakuza when he was still young and was a close friend of Overhaul, being one of the few people he trusted and saw as a comrade. When Overhaul formulated his plan and started explaining it to their boss, Kurono remained by his side and seemed to be fully in support of his plan, becoming Overhaul's right hand when he took control of the yakuza. Interestingly, due to how close he and Overhaul got back when they were new to the yakuza, Kurono is the only Shie Hassaikai member to treat Overhaul more as an equal than a superior, openly criticizing his plans and decisions and speaking in a more casual tone with him, but ultimately continuing to follow and support him due to them being friends.

During the Shie Hassaikai arc, we mostly see Chronostasis hanging around Overhaul, presumably to be able to help him with whatever in a moments notice and to always be ready to assist in defending his boss and friend, like when he and Mimic were standing in the room with OVerhaul when he and Shigaraki met up to play shogi and talk about collaborating, with Kurono pointing his gun at Shigaraki when he spoke badly about the Shie Hassaikai before being ordered to put his gun away by Overhaul.

When the heroes started their raid of the Shie Hassaikai's base, Chronostasis made his way to the underground escape tunnels with Overhaul, Eri, Sakaki and Nemoto while the rest of the gang held the heroes back, so he could continue assisting his boss. When Mirio managed to arrive and take down both Sakaki and Nemoto, who were assigned as bodyguards to the group, he quickly took Chronostasis down with a single punch before the battle could start, making it so he couldn't assist in the fight.

He later is awakened by Overhaul when Eraser Head and Midoriya arrive to help Mirio, and targets Midoriya with a strike with his quirk to try to take him out of the fight, but Eraser intercepts the attack and becomes paralysed instead. As the battle continues, Kurono takes advantage of the situation to take Eraser Head away, hiding in a secret room and continuing to use his quirk on the hero and covering his eyes so he can't use his quirk and attempt an escape. As time goes on and Chronostasis realized that something went badly with OVerhaul's plan and prepared to kill Eraser Head with his knife, but is intercepted just in time by the arrival of the police who then presumably capture and imprison him.

Despite having a powerful quirk, Kurono seems to prefer fighting with his marksmanship skills by firing quirk nullifying bullets from afar, mostly using his quirk in sneak attacks to paralyze his opponents and move them away from the fight so they are no longer a threat Overhaul, like he did with Eraserhead.

Chronostasis is, like, REALLY popular with the fanbase and I have no idea why, guess it's probably his design and silent and aloof personality. I like his quirk and arrow hair design, it's pretty cool and unique and an interesting wacky ability, kind of a shame he didn't get to use it more.

Quick build note, I decided to give him his gun as a device since he seems to prefer using it over his own quirk and stuff, and that ended up being the pricier part of the build since it's another one of those "virtually never fails" effects. I also gave him his knife despite it not really being that integral to his character and he only really using it in one scene against a completely immobilized target, eh, I don't know.

Outfits: Chronostasis' outfit is a large white hooded coat with a red interior that covers most of his body, paired with a pair of black tall boots. His plague doctor mask is stylized with a gold trim and detailing and a pair of goggles. Honestly, aside from Nemoto, he is probably the most plague doctor-like in the whole group.

6 Abilities, 51 Powers, 3 Advantages, 8 Skills, 7 Defenses = 75 Character Points

About: Mimic is the general manager of the Shie Hassaikai who usually appears as a strange small stuffed toy shaped like a cartoonish depiction of a plague doctor. He does this thanks to his quirk, Mimicry, which allows him to enter and control any object that is up to the size of an average fridge. When he used the illegal quirk enhancer drug, Trigger, he was able to control much bigger objects, like large portions of a building.

Throughout his appearance in the series, Irinaka is shown as extremely hot-headed and prideful about the yakuza, easily being provoked by others who make fun of him or of the yakuza, and constantly trying to act intimidating and speaking loudly, which is usually inefficient due to his plush body. To fight, he is able to manifest parts of his real body from his plush body, attacking with his muscular arms that sprout from the plush when he needs them to, tho he doesn't really seem to excel in combat or anything.

During the Shie Hassaikai arc, Mimic mostly appears assisting Overhaul with the Shie Hassaikai's negotiations and dealing, like with the League of Villains, with him being the one to schedule their meeting and seeming to be pretty competent as a manager and businessman. When the heroes start raiding the Shie Hassaikai base, Mimic is tasked with delaying them while Overhaul attempts his escape, and inje3cts himself with Trigger, an illegal quirk enhancer, so he is able to use his quirk to command larger objects, taking control of portions of the building to try to delay the heroes and crush them to death, while also being able to avoid Aizawa's Erasure quirk due to how deep his real body was hidden in the walls.

During his fight, he manages to successfully delay and stop most of the pro heroes on Nighteye's raid team and to separate the group into various part to reduce their effectiveness. He attempts to kill the heroes many times through moving large heavy parts of the structure at high speeds to crush them, but the heroes manage to counteract this by using their quirk to break parts of the structure away and due to Rock Lock's quirk being able to stop Mimic from moving certain parts of the building.

Eventually, due to Toga and Twice taunting him and making fun of the yakuza, Mimic ends up being distracted from the fight as he focuses on attacking them, leading his real body deep within the walls to be revealed and to Aizawa activating his quirk on him, allowing the heroes to successfully capture and neutralize him.

Mimic is a very funny and interesting character, from his boastful and prideful personality to the strange way he looks like most oof the time, as well as the interesting subversion of expectations of his real body being extremely muscular and big while his fake body looks small and pitiful. His quirk is straight up my favorite one in the entire series, due to how interesting and cool it is. Really wish we could have seen more of him.

I decided to split him into two builds, with his "Real Body" build being included later on the post. Mimic is really weak overall, at around PL 4-5, but his PL is a bit deceptive as it can change depending on what object he takes control of. For his quirk, I used the Possession extra from second edition to represent him entering other objects and stuff. I also took a bit of liberty and gave him a Will-based Affects Objects effects, since by RAW that only works for Fortitude effects normally, since I felt doing it as a feature would overcomplicate the power build too much.

In his plush form, I kept him at the same strength as his real body, since he can manifest body parts from his real body and all that, so he could still hit at his normal strength and carry objects and all that, tho I would still rule him as taking penalties on most Athletics checks.

Outfits: Irinaka usually walks around within a small plush toy that resembles a plague doctor. In his real form, he is seen wearing a pink dress shirt, yellow pinstriped pants, some formal shoes and a set of brown suspenders.

Defense
Dodge 3, Fortitude 5, Parry 5, Toughness 3, Will 2

Complications

Motivation: Loyalty: Irinaka seems to be a very loyal follower of Overhaul and takes his job as general manager of the Shie Hassaikai very seriously.

Mimicry Size Limit: Typically, Mimic’s quirk only allows him to take control of objects that are up to about the size of a common refrigerator. To overcome this limit, Irinaka needs to use quirk enhancement drugs, like Trigger.

Easy to Anger: Irinaka is extremely prideful and hot headed, and will easily fall to taunts and provocations. He takes a -2 penalty on checks made against Tricking attempts.

22 Abilities, 40 Powers, 3 Advantages, 9 Skills, 9 Defenses = 83 Character Points

About: A build representing Irinaka's real form, outside of the plush body he usually inhabits. He is slightly more tanky while in this form, due to not being a plush toy, and is able to use his Mimicry quirk normally.

Im just going to leave these here because theyre pretty much the most amazing moments in the series

Mirio basically going all out against Overhaul even AFTER losing his quirk

and Midoria going +100 with one for all

And one of the most emotional moments when Overhauls is finally trully defeated 3:32
Dr. Silverback has wryly observed that this is like trying to teach lolcats about Shakespeare

About:`A simple base build representing the low rank thugs from the organized crime underworld and the Shie Hassaikai. We get to see a few of these throughout the Shie Hassaikai arc, most notably a small group of thugs that get captured by Fat Gum and his interns when they were patrolling the streets and a large group of them that was put in the courtyard of the Shie Hassaikai hideout to delay the heroes while Overhaul attempted his escape. There are a few quirks used by these guys that we get to see, and I included builds for those later in the post.

This is your average PL 3 street thug that you would throw in masses against the heroes of a Mutants and Masterminds game. These guys are a slightly modified version of Jab's basic Thug mook build, with a few changed elements to fit better with the way I did Hero Academia builds so far, more notably, a slightly lower Dexterity in favor of an additional rank of Ranged Attack, a small Persuasion boost, and their gear purchased as powers to fit with the whole "Support Item - Whatever" thing I do for these for the sake of aesthetics and flavor. I also added a gun, since we see that some of them carry those.

I considered giving them the Quirk Removing Bullet as a power, since one of the street thugs use those, but I imagine that isn't really "default" equipment for them. I also decided on keeping them as having Expertise (Criminal) instead of Expertise (Yakuza) since not all of them are necessarily part of the yakuza, tho I'd switch it around for the ones that are.

Paper Thug

Powers
Quirk - Paper
Insubstantial 1 (Extras: Precise). [6]
Flight 1 (8 Km/H or 4 MpH). [2]

18 Abilities, 15 Powers, 2 Advantages, 8 Skills, 4 Defenses = 47 Character Points

About: One of the street thugs apprehended by Fat Gum, this nameless thug has a transformation type quirk similar to Edgeshot's, that allows him to fold and unfold his body into paper, which I took the liberty of naming simply as Paper. Unlike Edgeshot, he seems to be able to use this to fly around, but we didn't really see him using it offensively like the ninja hero does. He used his quirk to escape from Fat Gum's grasp, but then gets quickly immobilized by Suneater when he manifested octopus tentacles and captured him.

Image

Blades Thug

Powers
Quirk - Blades
Strength-based Damage 1 (Extras: Improved Critical). [2]

18 Abilities, 9 Powers, 2 Advantages, 8 Skills, 4 Defenses = 41 Character Points

About: Another one of the street thugs captured by Fat Gum and his interns, this unnamed thug is a younger and more insecure member of the group who stayed afar and shot Suneater with a quirk nullifying bullet, leading him to be chased and captured by Kirishima. He is insecure about his weak quirk, which I took the liberty of naming Blades, which allows him to manifest box cutter-sized blades from his forearms. He was easily defeated by Kirishima, and had to take the quirk enhancer drug Trigger, which made him sprout many extremely long blades from all over his body, attacking from a range with them, similarly to the way Moonfish fights with his quirk, and threatening the civilians in the area, but still ultimately being overpowered by Kirishima and his "Unbreakable" super move.

Image

Leafipulation Thug

Powers
Quirk - Leafipulation
Move Object 1 (Extras: Perception Range) (Flaws: Limited 2 - to Leaves and Foliage). [2]

Leaf Needles: Ranged Damage 3 (Extras: Improved Critical, Indirect 4, Multiattack) (Flaws: Source - Foliage, Limited to coming from Bushes and Foliage). [10]

18 Abilities, 19 Powers, 2 Advantages, 8 Skills, 4 Defenses = 51 Character Points

About: The last yakuza thug we see using his quirk in the series, this nameless thug is one of the many yakuza who were at the Shie Hassaikai base to hold the heroes back. His quirk, Leafipulation, allows him to telekinetically control leaves, which he uses to blast many needle-like sharpened leaves at his enemies, and freely control their trajectory. He was able to hold back a group of policemen with his quirk, which is quite impressive, before being incapacitated by Kesagiri Man's extreme speed.

Image

Vacuum Criminal

Powers
Quirk - Vacuum
Move Object 3 (Flaws: Limited to Toward User. [3]

18 Abilities, 10 Powers, 2 Advantages, 8 Skills, 4 Defenses = 42 Character Points

About: Secret post from the fuuuuuuuuuuuture! This guy is such a rando he felt more appropriate here amidst my random thugs build than having his own post. He appears at the end of the Mr. Smiley OVA together with two other robbers, as they attempt to rob the shopping mall, with this guy using his quirk, which allows him to suck stuff toward him with the holes on his palms, to quickly snatch jewelry and other expensive stuff. However, one of the thieves damages Mr. Smiley's artwork, enraging him and prompting him to take the criminals down with his quirk before surrendering himself to the cops, saying he will try to become a legit artist again after paying for his crimes, concluding the episode.

The Eight Bullets

Post by SolarOracle »

Image

The Eight Bullets are Shie Hassaikai's elite eight member group, composed by some of the strongest members of the yakuza, all of whom have lost their will to live normally in some way and have a deep devotion and admiration to Overhaul in some way (tho that is stretched quite a bit in some cases, admittedly, like Rappa's "respect" being him constantly trying to kill Overhaul due to his boss being stronger than him). All members of the Eight Bullets have extremely powerful and unique quirks, which they tend to implement extremely well when working together with one another, and usually acting as Overhaul's bodyguards or elite units on the battlefield.

The group is composed of Rappa Kendo, a battle obsessed lunatic with a quirk that allows him to dislocate his shoulders in order to deliver a great number of powerful punches at extreme speeds; Setsuno Toya, a young man who failed his suicide attempt due to a hero's interference, which made him grow to despise heroes, who has a quirk that allows him to teleport any small object equipped by others he can see to his hand; Katsukame Rikiya, an extremely large and muscular man with a quirk that allows him to drain the vital energy of others to strengthen himself; Hojo Yu, a bald muscular man with a quirk that allows him to generate sharp crystals from his body, a quirk his old employer exploited by having him create crystals to be sold, but who was discarded and left to die in poverty when the crystals turned out to not be worth anything; Tabe Soramitsu, a crazed individual with a quirk that allows him to eat and digest almost anything non-poisonous, but whose quirk mad him extremely hungry and made him be pushed away from society by others; Tengai Hekiji, a devout Buddhist monk with a quirk that allows him to create spherical force fields around himself and others, and who was recruited due to his calm nature so he could be paired with Rappa in an attempt to control his unpredictable and violent nature; Nemoto Shin, a former con artist who is extremely good at reading others and who has a quirk that allows him to force others to answer his questions truthfully, and who joined the Shie Hassaikai due to Overhaul being the only person he ever met who was completely truthful to himself; and Sakaki Deidoro, a scrawny man with a quirk that allows him to make people near him lose their balance whenever he ingests alcohol.

Predictably, these guys, mostly separated in groups, compromise most of the central fights in the Shie Hassaikai arc, and are all really interesting enemies for the cast due to their unique quirks comboing well with each other and how powerful most of them are.

Also of note, each of these guys is meant as a distortion of each of the Eight Buddhist Precepts ("Shie Hassaikai" being Japanese for "The Eight Precepts of Death"). Here's a small breakdown of how each of these guys connects to each Buddhist Precept:
1. "To refrain from intentionally taking the life of any living creature" - Rappa Kendo is a bloodthirsty maniac who only cares about fair fights to the death with others.
2. "To refrain from taking what is not given" - Setsuno Toya's quirk allows him to steal the possessions of other people for himself.
3. "To refrain from any sexual activity: no physical contact or intimacy with the opposite sex" - This one is the most stretched out one in my opinion, but Katsukame Rikiya's quirk allows him to drain others' vital energy through touch.
4. "To refrain from dishonest speech" - Nemoto Shin is a con man who made a living by tricking and lying to others, and has a quirk that allows him to be the only person in the room capable of lying.
5. "To refrain from using alcohol or non-medicinal drugs" - Sakaki Deidoro's quirk works through him drinking alcohol and makes others experience symptoms similar to intoxication.
6. "To refrain from eating after noon" - Tabe Soramitsu's quirk drives him to be obsessed with eating and allows him to eat almost anything he wants.
7. "To refrain from dancing, singing, playing music, and wearing cosmetics, perfume, and jewellery" - Hojo Yu's quirk allows him to create crystals similar to jewelry. Yeah, this one's also a bit of a stretch.
8. "To refrain from taking shelter on luxurious housing or resting on luxurious beds and seats" - Tengai Hekiji's quirk allows him to create shelters around himself whenever he wants.

I really like the Eight Bullets, especially Rappa. I'm looking forward to your builds of them.
One thing that I noticed about the Buddhist precept of which Katsukame is a distortion, is that it has implications due to the effect of his Quirk and also that he fought Ryukyu and her all-female team. Still a bit of a stretch though, since it relies on that specific situation.

One thing that always made me laugh was Nemoto's sense of self-importance, claiming that he was the most important member of the Hassaikai to Overhaul.
Nemoto: "I am Overhaul's most important subordinate!"
Chronostasis: *laughs in best friend and righthand man*

Complications

Motivation: Loyalty: Katsukame seems to be loyal to Overhaul and the Shie Hassaikai, and follows his orders.

26 Abilities, 46 Powers, 8 Advantages, 9 Skills, 20 Defenses = 109 Character Points

About: The first of the Eight Bullets to appear, Katsukame is a gigantic muscular guy with monstrous strength and resistance who was the first in line to hold off the heroes when Overhaul was attempting his escape. His quirk, Vitality Stealing, allows him to drain the stamina and energy of others, in order to increase his own strength, by touching them, though when empowered by the quirk enhancer Trigger, he is able to use that ability from afar instead, making him even more of a threat.

Like the rest of the Eight Bullets, Katsukame gets quite a bit of screentime during the Shie Hassaikai arc, him being the first line of defense in the hideout as one of the most powerful members of the Shie Hassaikai. As the raid on their base was starting, with the police knocking on their doors to announce they had a warrant to search the place, Katsukame managed to ambush the Raid Team by breaking through the wall of the hideout (OH YEAH!) and attacking the team, taking out a few people by doing so, but ultimately, gets held back by the pro hero Ryukyu and her interns as the rest of the team made their way inside, and ends up in police restraints.

However, as Katsukame had injected himself with Trigger a bit earlier, the enhancement to his quirks kicks in a bit later, and allows him to drain the vitality of the heroes and police who had stayed behind in order to become powerful enough to break his restraints, forcing forcing Ryukyu and her now exhausted interns to fight him off again, now even stronger than before. Ryukyu, however, with the help of Uraraka, Asui and Hado, however, manages to get the upper hand, and uses her dragon form to fly him away from the group, and, due to Toga's influence, who took the form of Midoriya to tell the group that they were fighting Overhaul underground, crashed his body through the floor of the streets right over where the team was fighting Overhaul.

After he was knocked out, Overhaul used his quirk to fuse with Katsukame, becoming a gigantic building size monster due to Katsukame's enormous body, and had his final battle with Midoriya. As Overhaul lost, he took advantage of Eri's Rewind quirk one final time to unfuse Katsukame from himself, allowing his subordinate to live on and be captured by the police.

Katsukame is a pretty fun first obstacle for the team, and does a great job as the big brute of his group, tho he can seem a bit redundant with Rappa on the team if I'm being honest. Still, his unique quirk and abilities do make him stand out quite a bit, and allows Uraraka to FINALLY BE USEFUL IN COMBAT FOR ONCE!

I also find it kind of interesting how inconsistent his size is, him being just slightly bigger than the rest of his group in some shots and the same size as the entrance for the Shie Hassaikai building in another. Even when compared to Ryukyu's dragon form his size doesn't seem to be consistent, she completely dwarfing him at times and then them being of similar size in other shots. I found that pretty funny, and it seems to be intentional, tho I'm not sure why.

For the build, due to his size being inconsistent, I just settled on a sort of mid-term compromise, making him big enough to not be completely dwarfed by Ryukyu, but not big in the same proportions he was shown as being in some shots. A lot of stuff online (the Wiki included, tho misinformation over there is pretty common, LOL) claims that his size varying comes from his quirk with him growing the more vitality he drains from others, but I genuinely don't know where they got that info from, since that isn't said anywhere in the series or databooks as far as I know, so I decided not to build him that way. I also decided to do his build without the Trigger enhancements, to be a more "the way he would usually be" kind of thing. His power with Trigger would probably gain Selective and a 30 ft. Burst Area or something.

Outfits: In his villain outfit, Katsukame wears a black tank-top with a print that resembles a power button, a set of metal straps that go around his shoulders, a stylized metal belt, a pair of green pants and a pair of red sneakers, as well as a pair of thorn black gloves with metal plates and knuckledusters on it. His Shie Hassaikai plague doctor mask is a strange black mask with red detailing and lines that resembles those worn by Mexican luchadores and stuff, playing on the whole big buff strong man thing he has going for him.

Still a bit of a stretch though, since it relies on that specific situation.
Oh yeah, I guess that situation does helps solidify him as representing that Precept, tho I agree it still feels like a bit of a stretch.

Nice job with Katsukame. He has an interesting Quirk, his fight against the Ryukyu squad was pretty cool, and I also noticed the size inconsistency.
Unfortunately, that's about all I can about him. I think he's the only one of the Eight Bullets whose reason for following Overhaul is never given.

Trauma: Attempted Suicide: Setsuno’s hatred of heroes comes in part due to a hero rescuing him during an attempted suicide. He joined the Eight Bullets after being offered that opportunity by Chisaki as he was desperate and hopeless after his failed suicide attempt.

Larceny Size Limit: Setsuno's quirk only works on objects up to a certain size, and cannot be used to steal away objects that are too large. He must also have direct line of sight to what he is trying to steal away.

22 Abilities, 10 Powers, 5 Advantages, 18 Skills, 15 Defenses = 70 Character Points

About: Another one of the Eight Bullets, Setsuno is a taunting, abrasive and very traumatized seemingly young man who worked together with Hojo and Tabe to hold off the heroes during Overhaul's attempted escape. His quirk, Larceny, allows him to instantly bring any object up to a certain size wielded or worn by others to himself, tho it is unclear if he can do the same to unattended objects. He not only uses his quirk to have great advantage against weapon users, but also to steal away manifestations of others' quirks, like how he was able to steal away the animal parts Suneater was able to create with his manifest, due to Setsuno's quirk considering those as worn or wielded.

Before joining the yakuza, Setsuno was cheated on and abandoned by a lover, who left him with an absurd amount of debt to shoulder by himself. This ended up pushing Setsuno to despair, and led to him eventually attempting to suicide by jumping off a cliff, but his attempt ended up failing due to a pro hero interfering, leaving him with no choice but to shoulder the debt by himself and driving him even more into depression, rage and despair. He was eventually found and hired by Overhaul, becoming one of the Eight Bullets.

During the Shie Hassaikai arc, Setsuno is grouped with Hojo and Tabe and positioned to in the entrance of the first underground corridor after Mimic uses his quirk to bring the invading heroes and police there so the trio could ambush them, Setsuno taunting the group and using his quirk to diisarm a policeman who tried to threaten the trio. However, before the situation escalated, Amajiki says that they only seem to be there to buy time for Overhaul, and that he could deal with the trio by himself while the resto of the group continued the raid.

As the fight progresses, Setsuno uses his great trickery and sleight of hand to attack Amajiki with a knife he had hidden under his mask, and takes full advantage of how the quirks of the group compliment each other, with Tabe using his quirk to eat away parts of Amajiki's quirk so they could become small enough for Setsuno's Larceny, taking Amajiki's defenses away so he wasn't able to protect himself from Hojo's immense physical strength and hardened crystals, slowly harming Suneater more and more.

However, eventually Amajiki is able to take the upper hand, eating some of the crystals from Hojo's quirk to be able to manifest them himself, using that to throw Hojo towards Setsuno and Tabe, making all three fall down and become destabilized while Suneater delivers a powerful finishing blow against the three by smashing them against the wall, knocking them out until they are apprehended by the police later.

By himself, like the other two guys he grouped up with, Setsuno is kind of a meh character, with not much going on for him, but as a group of underdogs who brilliantly coordinate their quirks on a fight against a much stronger opponent to gain an upper hand and turn the tide of battle, they work really well. I think his quirk is pretty interesting, especially how he is able to steal stuff created through other people's quirks. I always thought a fight between him and Yaoyorozu would be pretty cool because of that.

Despite all I said tho, Setsuno is another of those characters who have a sizable fandom I don't really get. I don't know, maybe it's the whole half-formal clothes thing he has going on paired with his taunting and threatening personality and "emo" hairstyle, since I remember people on Tumblr being crazy for that kind of shit back in the day. His failed attempted suicide backstory (wasn't that a plot point in The Incredibles, by the way?) might also be a factor in his popularity, since it humanizes him a bit and grants him a bit of sympathy, I guess. I still don't really get his popularity tho.

As for the build, I like the way I managed to do his quirk, tho by RAW it not really allowing him to remove quirk manifestations of others. I guess it's just one of those things that falls for the descriptors to deal with, eh. His PL ended up pretty low, but I feel like it is fitting, since he wasn't able to withstand many attacks or seemed to be extremely proficient at dodging or anything, mostly staying in the back and using his quirk from a safe distance while his teammates dealt with Suneater.

Outfits: Setsuno's villain outfit is a dress shirt with a light colored tie, with his shirt tucked under his brown leather belt and black social pants. He also wears a pair of brown formal shoes. His Shie Hassaikai mask is a downwards pointing dark brown beak-shaped mask that covers the lower half of his face, with him using his mask to hide his knife inside for surprise attacks and the like.

Nice job with Setsuno.
Personally, I tried his Quirk as both very low rank Move Object and very low rank Teleport, but neither really seemed to fit. I think your build of it simply being a 5-rank Feature is far more accurate. I also like that you didn't give him any Strength ranks and not many ranks for using his katana, because it always seemed to me like it was something he carried with him to seem tough and intimidating, not because he could actually use it well. I could very well be wrong about that, though, given how little we saw Setsuno do outside of use his Quirk, but it doesn't seem likely.
One thing I might suggest is to add Multiattack to his Quirk. Didn't he use it to steal the guns of all of the police officers who confronted him and his allies? I'm honestly asking, because it's been a while since I've watched that episode; so please correct me if I'm wrong.
I also agree that he's pretty "meh" as a character, but he does indeed have his teamwork with Hojo and Tabe going for him. As for his inexplicable popularity (Which once again, I was not aware of.), I guess it's because of his emo/scene bad boy thing, since the niche popularity for that has persisted to this day, to my great annoyance. But hey, if some fans can find something that makes Setsuno their favorite character without being creepy about it, then I'm happy for them.
Looking forward to the next one!

Love Setsuno's power. I had an antagonist in a game with the silly name 'Miss Take' because she could 'take' things via teleportation up to about 50 lbs, allowing her to steal guns, bullet-proof vests, etc. from people at range, and also 're-gift' them by teleporting anything in her hands to anywhere she could see, allowing her to 'gift' someone a grenade or something that she just 'took' from one of their allies...

I never came up with a suitable power for that in M&M (she was for a Villains & Vigilantes game, where you kinda just wing the powers), so the 5 pt. 'Ranged Steal' benefit is a neat workaround.

Thanks. : D

I played around with the idea of doing it as a Teleport effect as well, but quickly ended up giving up on that. Like I said, I'm pretty proud of the workaround of doing it as a Feature, LOL. As for it having Multiattack, I don't think that's the case. I decided to reread the chapter after you brought that up, since I vaguely remembered Setsuno targeting various cops, but he only seems to have targeted the police squad leader (who, now that I think about it, I don't think has a name despite being a recurring character. Huh, weird) before being stopped by Aizawa's quirk.

Heh, that's a neat character concept. I could easily see this power being pretty fun to work with in an actual Mutants and Masterminds game, both as a player and on an enemy, especially in combat against weaponry-focused characters and stuff.

Complications

Motivation: Loyalty: Hojo is extremely loyal to Overhaul due to him offering a position as one of the Eight Bullets after Hojo lost everything he had. He will blindly obey Chisaki and fight for him due to this devotion.

28 Abilities, 20 Powers, 7 Advantages, 12 Skills, 15 Defenses = 82 Character Points

About: Another of the Eight Bullets, Hojo is a muscular and serious guy who fought against Suneater together with Setsuno and Tabe during the heroes' raid of the Shie Hassaikai base. His quirk, Crystallize, allows him to rapidly grow crystals from his skin, using them both as a way to protect himself and as a weapon, striking with great force after covering his arm with large masses of crystals.

Before becoming one of the Eight Bullets, Hojo was made to use his quirk to create pieces of crystal so his employer could sell them, but it turned out the crystals his quirk could produced were completely worthless, so his employer cast him aside, leading to Hojo start living on the streets completely broke and desperate. Eventually, him, Setsuno and Tabe ended up being hired by Overhaul and joined the yakuza, which Hojo was extremely thankful for and made him a very loyal subordinate.

During the Shie Hassaikai arc, Hojo and his partners are among the first of the Eight Bullets to get in the way of the heroes as Overhaul tried to make his escape, but seeing through their plan of stalling them, Amajiki volunteers to fight the trio by himself as the other heroes continued navigating through the base. During the battle, Hojo acts as the brute force of the group, delivering powerful attacks to Suneater while Tabe and Setsuno took away his defenses and means of attack.

When the hero is almost down, however, he takes the upper hand by manifesting crystals from Hojo's quirk, which he had eaten a piece of earlier, taking down the trio against the wall and incapacitating them, allowing the police to capture them later.

Like I mentioned in the Setsuno build, I don't particularly find any of the guys in the trio very interesting, since their personality is kind of one note and boring, Hojo included. One thing I find neat about him tho is that it was mentioned that he shaves his head to maximize the efficiency of his quirk, which is a cool character detail for the author to think about. Hojo is also the most "yakuza" looking of the Eight Bullets, with the shaved head and thuggish appearance and all.

In a way, his quirk is the first one I ever did for villains in general, since my Suneater build includes manifesting Hojo's crystals, heh. I also included his gun, since he attempted to use it against the heroes before being disarmed by Amajiki, tho he excels more at physical combat, so I gave him a not-so-great bonus with his gun, but higher damage than the generic thugs since I imagine he'd be better to use it more efficiently thaan them and all.

Outfits: Hojo wears simple clothes than mostly get thorn away while he is using his quirk, like a black dress shirt he leaves with the top buttons unbuttoned, a light colored pair of pants and a pair of brown dress shoes. His Shie Hassaikai mask is a simple white medical mask.
