The Shimura Family

Shigaraki Tomura's family, back when he was still Shimura Tenko, all of whom he tragically killed as his quirk manifested for the first time. The family's dad, Kotaro, is also the son of previous One For All user, Nana Shimura, All Might's mentor and one of All For One's victims, who had to leave her son when he was still very young to fight her enemy, leading to her demise. This traumatized Kotaro, and he would often be very abusive toward his children, forbidding them from playing heroes with their friends or of knowing anything about their grandmother, all of which amounted immense pressure on Tenko, leading to him snapping and awakening his quirk. Aside from Shigaraki and Nana, none of the family members' quirks are known.

Later, after being taken in by All For One, the severed hands of each member of the Shimura family would be placed on Shigaraki as part of his villain costume, so that he'd always remember his hatred for the world and hero society to better manifest his quirk. Those are later destroyed by Shigaraki as he fully awakens his quirk, representing him letting go of the past and being reborn, ready to be a vessel for All For One.

Shimura Kotaro

About: Shigaraki's father who wanted to provide a good life for his family and keep them away from the world of heroics which had taken his mother's life from him when he was still young. When his children starting taking an interest in being heroes, he started to snap at them, eventually even going as far as to slap Tenko when he and his sister went into his room to see a picture of Nana, as he completely lost his temper. Despite admitting to that being a mistake and planning to apologize to his son, it was too late, as Tenko's quirk manifested itself and he lost control of it, killing the family dog and the rest of his family by accident. Kotaro, panicked went to see what was going on, only to see Tenko covered in blood and trembling, as the ground around him started to decay, scaring the father who attacked his son with a gardening tool, which enraged Tenko, who grasped his father face and activating his quirk, decaying his father into dust, the first intentional victim of Shigaraki Tomura.

Shimura Nao

About: Shigaraki and Hana's mother who seems to be more caring and less strict than her husband toward them, despite still understanding his aversion to heroes. In Shigaraki's backstory, she is shown conforting him after his father scolded him for playing heroes with his friends, and is the one to confront Kotaro after he slaps Shigaraki, sternly telling him he's gone to far, to which he agrees. She is one of the first accidental victims of Tenko, as she sprints toward him after he accidentally kills his sister, trying to comfort him, only for his decay to spread through the ground, killing her and his grandparents and furthering his panic.

Chizuo

About: Nao's father who lives with the family, he seems to be a very caring grandfather, offering Tenko some food to comfort him after he was scolded by his dad, being very uncomfortable with the abuse Tenko and Hana suffered at the hands of their dad's hatred of heroes, but not being allowed to intervene by his daughter. He is killed alongside his wife and daughter as Tenko's quirk manifests.

Mako

About: Nao's mother who lives with the family, she is shown consoling Tenko after he was scolded by his dad. Like her husband, she is also uncomfortable with Kotaro's attitude, but is told by her daughter not to intervene. She is accidentally killed by her grandson's quirk alongside Chizuo and Nao.

Shimura Hana

About: Tenko's older sister, Hana was carefree and easygoing and got along well with her brother. Trying to cheer him up after he was yelled at by their father, she snuck with him into Kotaro's room so they could see a picture of Nana, saying that they have a hero in their family and that they should try to be like her, and that they could be a brother and sister duo, which really cheered up her brother. However, later, when their father found out about them entering his room, scared, Hana told him that Tenko was the one who asked to enter the room, trying to pass the blame to him in a panic, which only put even more pressure onto him, worsening his mental state. She later tries to apologize to her brother, but finds him covered in the remains of their dog as his quirk manifested, causing her to instead yell and try to run away, but as Tenko reaches toward her in a panic, she is decayed by his quirk, panicking her brother even more.

Mon the Dog

About: The family's pet, Mon was a corgi with whom Tenko would often play with. After Tenko is slapped by his father, hiding in their backyard, the boy hugs the dog while crying, trying to console himself, only for his quirk to activate, reducing the dog to a pile of dust and blood, initiating Tenko's tragedy.

The Takami Family

Hawks' parents, with whom he lived with in a very precarious situation and abusive homelife before being taken in by the Hero Public Safety Commission. The family had to live in hiding, as the father was a murderer and thief, living in poverty and constantly on the run. Eventually, the father's crimes caught up to him, as he was arrested by Endeavor, and the HPSC, noticing Hawks' promising quirk, took him under their wing while giving his mother a new identity and home, which she agreed to with no objections, abandoning her son.

Hawks' Dad

About: A petty criminal who had to live on the run due to him murdering someone over some pocket change. He was extremely abusive to his wife and son, often screaming at and berating them, and forbidding his son to leave the house, thinking the brat would rat him out. He is eventually captured by Endeavor while he was trying to steal a car and sent to prison, which greatly inspired his son, as heroes became real to him on that very moment. He seems to have some kind of feathers quirk, having them running across his arms.

Takami Tomie

About: Hawks' mother who suffered a lot of emotional and possibly physical abuse at the hands of her husband, becoming extremely unemotionally broken and exhausted, and becoming emotionally dependent on her husband, having emotional breakdowns and begging him not to leave her, while being completely apathetic to their son. After they are taken in by the Hero Public Safety Commission, she has no qualms whatsoever with handing their son over to them in exchange for a comfortable life, telling her son that his wings were useless if he didn't use them before leaving him forever.

Years later, after the Paranormal Liberation War, Hawks and Best Jeanist go check her house to see if she is OK after the collapse of hero society, only to find a note saying that she had gone into hiding after thugs hired by Dabi invaded her place and forced her to reveal the truth about Hawks and his father. She seems to be more emotionally stable after all these years, noting on her letter that she is very proud of who her son has become and apologizing for all the trouble she caused him. Her quirk grants her a pair of floating eyeballs she can control and see through, allowing her to better monitor her surroundings, a quirk she used to help her husband evade the law.

And with that, we are done with all civilians! Next up, after a short break for me to finish the builds, the hero builds I hadn't done before, mainly the movie heroes, Star and Stripe, Eel Boy, Shishido and Majestic. After that, a few villain builds and we'll officially hit the end of the main series Hero Academia stuff!

Complications

Motivation: America’s Symbol of Peace: Cathleen was inspired by All Might, and has a philosophy similar to his own. She’s trained her whole life to be as powerful as possible and hone her quirk as much as possible, becoming one of the most powerful people in the world. She wants, above all else, to help and save others, and be a symbol of peace similar to what All Might represented.

Only Two Orders: Cathleen’s quirk only allows her to have two separate orders active at a time, including her superhuman form. If she wants to use her Variable ranks to create two separate effects, she first needs to stop sustaining her superhuman physiology, leaving her vulnerable.

Identity-based Quirk: For Star and Stripe’s quirk to work effectively, her target’s sense of identity must match her understanding of her target, and the more accurate that connection is, the bigger the degree she can warp the rules of reality. This is why her quirk is more effective on inanimate objects than on other people, and why she can empower herself with her quirk much more than she can depower others or affect them directly with adverse effects.

Loyalty: All Might: Cathleen was saved from a villain attack by Japan’s Symbol of Peace when she was a child, back when he was still a college student. She modeled her hero persona after him, and was willing to die in order to stall All For One’s master plan, all while having a smile on her face, knowing that her sacrifice was helping her idol.

About: The Unites States of America's number one hero, Star and Stripe was an extremely powerful and capable hero, having devoted her life to becoming like All Might after she was saved by him as a child, and being willing to go all the way to Japan in its time of crisis even if that meant putting the U.S. at risk, all for the sake of helping her "master." Her quirk, New Order, allowed Star to alter the rules of reality in regard to anything or anyone she touches and calls the name of, an immensely powerful quirk she put to great use. She could have up to two rules active at once, one of which is almost always physical enhancements that make her superhuman. However, her power wasn't limitless, as she had a limit to how powerful she could make herself with it. Her quirk was also less effective when being used on others, since her power relied on both her and her target's understanding of what she was targeting, weakening the effect the bigger the dissonance between her understanding and her target's, which made the quirk more powerful when used on inanimate objects that have no sense of self, or on herself.

Back when Cathleen was a young child, she and her family were attacked by the Red and Blue villains in L.A. while they were in their car, and would have been killed if a young All Might, who was there as an exchange student in university, hadn't appeared to take block the attack and take down the villains. After this, Cathleen was inspired to become a hero, seeing All Might as her master and modelling her ideals and hero persona on him.

Seeking to improve herself, while still trying to make it as a pro hero, Cathleen joined the military, where she became a really capable fighter and agent, and where she met a lot of her friends who would go on to help her in her endeavors as a hero later on. As she realized the limitation of her quirk, and how there was a limit to how much she was able to empower herself and affect others, and how she was still not on All Might's level, they cheered her on, saying that she was already way more capable than pretty much everyone else, and that they would always be there for her to make up for the things she couldn't do. With their help and her incredible powers, Cathleen quickly climbed through the American hero ranks, becoming the number one hero and the country's symbol of peace, similarly to what All Might embodied in Japan, working with the government, and having the weaknesses of her quirk kept a state secret.

Years later, in the story proper, Star and Stripe appeared after the Tartarus Escapees arc, when she heard of the events happening in Japan and the return of All For One, and, ignoring the U.S. unwillingness to send in their local heroes to assist with the crisis, decided to got here along the military jets being piloted by her friends, wanting to finally have a chance to repay her "master."

After entering Japan, she quickly tracked down the extremely empowered Shigaraki, who was preparing for the incoming fight against the remaining heroes, leading an assault against him. During that fight, Star managed to repeatedly severely hurt the villain with her quirk, only for him to recover each time through his powerful regeneration, as the two combatants managed to keep each other at bay through their incredible powers. As the fight developed, and Star managed to seemingly win, after touching Shigaraki and using the order "Shigaraki Tomura's heart will stop if he moves."

However, her attack didn't work, as Shigaraki's sense of self was altered after being merged with All For One, seeing himself as a merger of both rather than just as "Shigaraki Tomura," causing New Order to fizzle out on him. This ended up giving the new symbol of evil a clue as to how Star's quirk works and thew limitations it has, deciding he wanted to steal the quirk for himself to experiment with it, as their fight continued.

Realizing how futile the exchange of blows was in the face of Shigaraki's regeneration, and how the situation was even more difficult now that her opponent knew her weakness, Cathleen decided that the only way to end this is with a powerful blow that would kill him once and for all, requesting assistance from the United States military, who started to send in specially designed intercontinental missiles named "Tiamat" to her location, Star activated her Fistbump to the Earth super move, creating an air clone 1000 times her size, attacking Shigaraki and keeping him stuck under the sea by having her friend shoot lasers at her giant clone, which she made holdable so to keep destroying Shigaraki's body so he couldn't regenerate properly, stalling him out while Tiamat arrived.

The missiles finally arrive, prompting Star to touch them and deactivate her atmosphere duplicate, sending Tiamat straight toward Shigaraki to blow his body up completely and end him, using an ultimate move called "State-of-the-Art Hypersonic Intercontinental Cruise Punch", as the explosion goes off. However, to her surprise, Cathleen discovered that Shigaraki managed to use his Decay to dig himself into the ocean floor, gaining some time to regenerate and protecting himself slightly from the explosion, jumping off the sea with his body half destroyed and quickly regenerating.

Attempting to protect herself, Star and Stripe uses new order to declare that "Cathleen Bat will not decay," trying to avoid Shigaraki's quirk, but the villain instead used his lunge to steal New Order for himself, telling Cathleen that it was game over. Cathleen, however, smi9led as she had forseen this, having placed an order on New Order itself to fight off against the other quirks held by whoever possessed it, as Shigaraki's body sttarted to destroy himself as he lost quirk after quirk, as New Order fought off against his other quirks in the metaphysical "quirk world" within Shigaraki. As Decay took effect, Cathleen smiled and put her hand on her head in salutation, her last thoughts being about her "master" and how she was glad she managed to delay and weaken All For One's plans a bit, and placing her hopes on the new generation of heroes. Afterwards, eventually, New Order exhausted itself out and was destroyed within Shigaraki, as it was unable to fight off every other quirk within the villain, but managed to take out several others with itself before being fully destroyed and gone for good.

Man, Star and Stripe is awesome!! Her fight against Shigaraki is one of the best arcs in the entire manga, with how powerful they both are, how amazing the artwork is and how cool she and hew powers is. It's really telling to how good an artist Horikoshi is when he managed to make the reader so emotionally invested in a character who hadn't shown up before that point, with she gaining more development as the fight continues and we learn of her powers and her creative uses for it. It's also worth noting that she was retconned as being the girl All Might saved at the start of the first movie, which I thought was kind of interesting. Otherwise, Star is just a really cool character, with how determined and heroic she is shown being, and how creative and powerful her quirk is, being probably the strongest quirk to ever show up in the series.

Star has three named Super Moves, all of which she uses in her fight against Shigaraki. The first one, named "Fistbump to the Earth," is her using New Order to declare that "The Air Forms Into My Shape, But 1,000 Times Bigger," creating a gigantic and extremely powerful atmosphere duplicate of herself which copies her moves. I did this as a summon effect, with the summoned duplicate being included later in this post. Her second named super move "Keraunos," involves her air clone holding various lasers and striking her enemy with it, a super move I decided not to build as it is a team effort between she and her teammates. Her final one, her ultimate move, the "State-of-the-Art Hypersonic Intercontinental Cruise Punch," is she commanding the special missiles Tiamat toward her target while punching them with her atmosphere copy, delivering an immensely powerful punch and a gigantic explosion. Didn't build this one since she requires Tiamat to use it.

For a couple of build notes, Star is kind of a weaker version of All Might, at PL 14, but with an extremely powerful and dangerous PL 15 variable effect which she can use for various buffs, debuffs and attacks, landing her at a VERY HIGH PL 15. Truly fitting for perhaps the world's most powerful hero, only weaker than All Might himself. I did builds for each of the orders she is seen using, except for the one where she commanded New Order to destroy Shigaraki's quirks, which I considered doing as some kind of Nullify, but, like, considering how weird and metaphysical the whole "quirk inner world" stuff gets, as it seems to be a metaphysical world that actually exists in some way (also demonstrated by every time that Midoriya sees the fragments of the previous One For All users within his, and how Shigaraki was able to talk to Nana Shimura through the quirk world. Seriously, this aspect of the lore is FUCKING CRAZY!), and that New Order was literally fighting off the other quirks, that didn't feel apt. Her atmosphere duplicate ended up as PL 17, the highest one in the series, though that one is kind of limited on what it can do, since it's literally just air being controlled by her and all. Despite it being made of air tho, I decided to not give it Insubstantial ranks, as it seems to be really solid, able to deliver full strength punches that would be absurd for it being just wind, and seeming to be able to be attacked.

All-in-all, pretty satisfied with how this one turned out.

Outfits: Star and Stripe's hero costume is a bodysuit with the colors of the American flag, and decorated with golden bands and stars, also having a pair of golden shoulder pads, large boots and a pair of bracelets. Her cape is striped red and white, similar to the American flag, and she wears a red domino mask on her face.

Complications

Made of Air: Despite being relatively solid, the atmosphere duplicate is air reshaped into Star and Stripe’s form. This makes it vulnerable to certain descriptors, like Vacuum or anything else that can easily displace air, taking a -2 penalty to saves against effects with those descriptors.

Controlled: The atmosphere duplicate has no will of its own and simply mimics Cathleen Bate’s movements. For it to attack or move, Star and Stripe also must spend a Standard or Move action of her own, and as it lacks Awareness, cannot target anything Cathleen herself cannot perceive.

I'm expecting Jab to come in here at any moment and . . . well, "come" in here at any moment. ;)

But yeah, Star and Stripe is a great example of how insane some of the Quirks in MHA are. She can literally impose two changes to REALITY itself, and it's all limited to how well she understands what she's trying to change. When she's creating giant atmosphere Stands of herself to wield several super lasers into this Zeus-like lance of energy to smite her opponent . . . well, it's basically unfortunate that she managed to go up against the one person who had an answer for everything she could throw at him. But by the same token, using her Quirk to cause the Quirks inside All For One to rebel was a genius move and allowed her to contribute to the ultimate victory in some capacity. And she definitely went out like a champ.

Ah, what a cool thing to wake up to! Glad to see you post again, dude!

Very nice job with Star and Stripe! She was an absolute beast, and I think you statted her very well. I agree that her other two Super Moves aren’t necessary since she needs assistance, though I honestly think it’s kind of funny that she considers calling in a missile strike a super move, hahaha
I also agree that it was amazing how much development Horikoshi managed to give her in her single appearance. I was actually crushed when she died, but also loved that she dealt such a huge blow to AFO as she went out. It was also a nice touch making her the little girl from the first film.

Again, great job, and I’m looking forward to the next one!

It’s not fair that she only shows up once! Funny how they just went nuts on her powers, with all sorts of outlandish insane stuff, possibly because she wasn’t meant to last longer. This also gives the final villain a “heater” feud, being put over big-time (in wrestling parlance) to set up the final acts.

What were the responses of other characters (or the US, in losing their top hero) to her death?

Making her uber powerful like they did kind of ends up having the effect of showing that the heroes we don't get to see in the series, in other countries, are just as capable as the ones in Japan, while still respecting the power scale of the series, by having Star still be significantly weaker than All Might, who was established as the most powerful person in the universe, which I thought was pretty clever, and kind of gives the series a sense of wonder and possibility in regard to the other heroes, while still not letting that interfere with the main plot through international bureaucracy, and killing her off while still having her do very significant damage to the main bad guy of the series, establishing him as a significant threat, but still avoiding having her come off as unimportant to the plot. Really cool stuff!

As to how people reacted, her squadmates, who were extremely close to her, were very impacted by her sacrifice, as we see them crying after her death and remarking that she had long surpassed All Might, and that she was the greatest hero of all time. They also refused to return back to the U.S. after her death, ignoring their direct orders, and choosing to instead help U.A. fight against All For One, saying that Star died putting their hopes in the next generation, and so they would devote themselves to the same.

All Might, after getting notified of her death, is shown being saddened by it, and remarking that he wish he got to see her, even calling her "Cassie", which implies he was close to her.

Meanwhile tho, the other world governments became even more reluctant to let their heroes help out in Japan, since not even Star and Stripe could take down Shigaraki. The president of the U.S. and thew rest of America seems to have been very shocked by their number one hero dying as well, as the president pretty much surrendered to All For One afterwards, worrying about the harm the villain could pose to his country, and refusing to help Japan out.

Complications

Rivalry: Gang Orca: Shishido and the whale hero Gang Orca seem to often antagonize each other, debating which animal is superior between the killer whale and the lion, seeing it a battle of pride between the king of land animals vs the king of sea life. Due to this, despite their rivalry stemming from some form of mutual respect, disputes between them end up escalating quickly.

About: Japan's 13th ranked pro hero, Shishido is a passionate, hot-blooded man with a short temper and extreme strength. His quirk, Lion, grants him the characteristics of a lion, including great speed, strength and stamina, as well as a set of sharp claws on his hands, and presumably also grants him enhanced animal-like senses, making him an extremely capable combat-oriented hero.

Shishido doesn't really appear in the main series, only being present in backgrounds and groupshots. During the Endeavor Agency arc, U.A students Bakugo, Sato, Ojiro, Shishida and Shoda intern in his agency. His only real onscreen appearance is during the Hero League Baseball anime OVA, where his agency, Gang Orca's agency and the Lurker's agencies compete in a baseball game where they are allowed to use their quirks. In that special, we learn that both he and Gang Orca are not only extremely fanatical about baseball, they are also bitter rivals who constantly clash.

Due to this, the game quickly escalates, as interns and pro heroes get knocked out one after the other due to the mayhem spreading on the baseball field, as by the end only Shishido and Orca remain, as the king of land animals and the kind of sea life finally have a chance to take the other down once and for all. But just as they are about to play, a crime is reported and both spring into action, quickly and effectively working together and immobilizing the villain, before sprinting back to the baseball field to continue their dispute. The episode concludes with both simultaneously knocking each other out, as they simultaneously proclaim that baseball is the best, showing the mutual respect they have for each other despite their rivalry, as well as their insane passion for the game.

I did Shishido as a non-build a long time ago, but after the HLA OVA, I felt like I could stat him out. I kind of had to assume some stuff about his quirk, like the animal senses, but otherwise, pretty starightforward and generic animal powers type stuff. The wiki had him having a "Lion's Roar" as a power, citing a scene where he roars while being attacked by Gang Orca's super sonic waves and claiming the roar was counteracting them or something, but that is some INSANE speculation, as I think he was only grunting to show his willpower and bear through the pain of the attack.

Like I mentioned in the short non-build blurb, Shishido, like his rival Gang Orca, comes from a previous Horikoshi manga, Omagadoki Zoo, where he was a rebellious and strong-headed lion guy in the zoo or something, I don't know, still haven't read that series and don't have any real intention to, LOL. Interesting how many Hero Academia character came from that series tho.

Outfits: Shishido's hero costume constitutes of a black skin tight shirt, golden fur that resembles a mane around his upper torso as well as sharp white spikes that resemble fangs around his neck. He wear a pair of dark green shorts, a piece of cloth with lion paws wrapped around his waist, a pair of gloves resembling lion paws and a pair of tall black boots with furred ends.

I just recently, finally saw the baseball episode of the show, and I think you nailed Shishido’s stats perfectly. The episode was fun and hilarious, and I got a kick out of Shishido and Gang Orca’s rivalry.

About: Eel Boy was a brave and seemingly well-liked pro hero who died during the Paranormal Liberation War. His unnamed quirk, which I took the liberty of naming Eel Arms, Allows him to manifest a pair of eel like creatures from the back of his hands, and he was able to control them, a power he used to capture and immobilize others, swallowing them up to take them out of combat.

Eel Boy first showed up in the Meta Liberation Front arc, when he ambushed Toga and Mr. Compress, capturing them with his quirk, but was backstabbed and killed by one of the last of Dabi's duplicate, who had run over to say his goodbyes to his friend and teammates.

He also makes another minor appearance, in a flashback to Uraraka's childhood, where she remembers seeing him in action back when she was a child. He is shown being cheered on by the crowd after a difficult fight, as he smiles back at them, a scene that motivated Uraraka to pursue heroism and paralleled her desire to get the people to cheer for Midoriya in his time of need.

So, considering he showed up in a flashback of when Uraraka was a child and was presumably in his mid-30's at the least in his time of death, why is he still going around with a hero name with "Boy" in it? Maybe he just git a start really young and got stuck with that, since rebranding would be difficult, LOL. Jokes aside, I like this guy's quirk, pretty imaginative. Seemed to be very effective against some of the most agile members of the League, in Toga and Compress, so I ended up giving it quite a few ranks, with his capturing ending up at PL 10, while his other features are at PL 8.

Outfits: Eel Boy's hero costume is a yellow bodysuit decorated with black lines. He also wears pouches around his waist, and has a torn hole around his mouth, making it seem like fangs.

About: Majestic was a pro hero who seemed to especialize in rescue operations and general support to other pro heroes, and who ended up dying in the fight against the Paranormal Liberation Front. His quirk, Magic, allowed him to create and control energy rings with his hands, and was able to levitate anything through them, being only limited by the size of the objects, a quirk that could be very useful for rescue situations and the like.

Majestic first appeared in the Endeavor Agency arc, where he took Tokage and Yaoyorozu as interns for their work studies, as both have very support oriented quirks. He later appears in the Paranormal Liberation Front arc, where he assisted the hero students in their fight against Gigantomachia, using his quirk to assist them, but ended up being crushed by the titanic villain while he was heading back to the city, meeting his end.

Majestic has a really cool design and concept, and it's a huge shame he died without getting to have a lot of screentime, as I would love to have gotten to know him better as a character. His quirk is pretty unique too, especially how non-combat oriented it is, since it's made a big deal that not all heroes are combat focused, but the cast we see is composed pretty much only of those.

This is a simple low-power build, with his only decently powerful thing being his telekinesis, which ended up at PL 9. Otherwise, Majestic is a PL 7 without a lot going on.

Outfits: As a civilian, Kannagi seems to favor cool, trendy and exotic looking clothes, like a light jacket with rolled up sleeves, big hats, a pair of baggy pants, social shoes and shades. In his hero outfit, Majestic wears exotic scarves and sashes of multiple colors and a large robe, as well as a pointy hat, dark pants and a pair of boots, a look that resembles a wizard.

It really is a shame that we didn’t get to see Majestic do more, since he was apparently very good. Midnight stated that not only was she confident that he would make it to the Top 10, but that he was possibly one of the heroes who could defeat Gigantomachia! What the hell could he do that we didn’t get to see?!?!
Anyway, nice job as alway! With Eel Boy as well as Majestic.
