Since both Moonlight and Nightbird have Uncanny Dodge, neither will be Vulnerable.

Moonlight needs an illumination effect to counter the darkness. A damage effect isn't strong enough.

You can only stunt Rank 12.

Power stunts, according to the rules, can exceed PL or the rank of the power it is stunted from. Unless you have a house rule where they can't exceed PL that I'm forgetting. Environment is one of the powers not capped by PL. And her power descriptors say Nature, not just the 4 elements, and Fire generates light which is what she is described as using to generate the light.

Dang, either it was something Steve Kenson said on the old forums and is lost to time now or I'm misremembering that part of how Power Stunts works. Sorry about that, looking through all the books the Basic Heroes Handbook spelled it out clearly that the rank remains the same and you can just add extras and/or cons to keep the same cost and such when Power Stunting.

I know several GMs allowed something like this in 2e, so it may have been there. PL gets tricky. A power could be PL-capped and not PL-capped.

I spoke with Ysariel, and we will let the power stunt stand, limited to PL.

Nightbird didn't encounter anybody in her move, so she made two Move actions according to your post. That means there isn't an action left to attack anyone.

I wonder if Nightbird would have justification to stunt sonar. It sounds like the kind of thing someone with super-singing would come up with in the moment.

Sonar is a common stunt used by sound controllers.
