Well, in this regard, ‘god’ is a nebulous term. Western theology paints gods as all-powerful, but a great many theologies posit ‘small gods’, gods of individual rivers, gods of specific trees, a god that watches over a specific family (possibly a deified ancestor).

And thoughtforms have no coherent identities, drifting through multiple personas as the centuries fly by. Earth-B’s ‘Thor’, a thoughtform of the storm arising from Norse myths, might slowly become an atheism-spouting incarnation mathematics, seemingly at random. These shifts take time, though, and most thoughtforms have no control over the process.

The rare few thoughtforms that ascend to cosmic entities or higher-order intelligences attain a perfect sense of self, but that’s to be expected when powers of such tier.

A lot of what you mentioned plays into Lucas' animistic beliefs. He doesn't worship the spirit/thoughtful that governs a river, or an "ancestor spirit" that guards over a household. Though he respects them. In a spiritual sense he's a mediator between these things and the material, not a priest or devotee.

....and besides, the Great Imperium might have a problem with you taking a Green Star; it’s literally a tribute to feed a legion of monsters.

A very misguided thoughtform.

Less happy times? Her world ended. Just about everyone who knew and loved is dead. Rustdeity is a hellhole. By hanging out with Imperious she's bouncing around from one horrible ordeal to to another.

She was in an unhappy, static hell then, too. She’s speaking of her own personal life experiences, not Rustdeity in general. It was an ill-chosen choice of words, but I did it deliberately, as a GM.

She was less happy then than she is now though. That says something.

Yes it does. She was a powerless outcaste in a loveless marriage. Now she can make a difference and heal an entire empire. It’s flawed reasoning on her part, but that’s just how she views it.

Alrighty, how would you like to play this out? Some of it can be glossed over, but some can’t. Opinions?

If there is a lengthy span of time where Imperious would more or less be twiddling his thumbs, we can narrate past that to a point where interacting with the world would have a relevant impact. Or if there are only tedious and unimportant things that he'd be doing, that would be another good thing to montage/narrate past.
