When Diego checks in with Tilly, asking about the events in Ward 13, she doesn't have much information to give him. Only reporting that the situation appears to have been resolved by Stronghold after a short quarantine of the Ward.
While the Forgotten Ones point Stronghold anywhere but Ward 3, Diego takes Tilly's advice a step further and leads the private security firm on a wild goose chase throughout the city. The trick of it is timing. The Ascendant needs to be at the right place, the right time, and make sure the right people hear his lies. Namely Stronghold, or people that have Stronghold's ear. Telling a random person on the street a story does little good, if any. Between day long excursion Diego withdraws to the base, or perhaps finds some temporary hideout, in order to rest and recharge.
The misinformation Diego has spread leads Stonghold in all the wrong directs. But it also serves to fan the flames of the hysteria and media-hate around Iona, by keeping her in the spotlight. If Diego was hoping to spark some conflict between the Jaguars and Stronghold by leading the mercs to the criminal's territory, he is disappointed. Nothing overt comes from the false lead, though Diego does notice one of Stronghold's plain clothes investigators talking to some of the gangers, no actual conflict comes from the interaction.
In the end Stronghold seems to be looking everywhere but Ward 3 for the people that attacked their patrol. When Diego returns to the base the guard manning the post at the hidden entrance informs Diego that Major Karlsten is awake and asking to speak with the person in charge.
