Black Adam held his own against DC hero teams which included strong members of JL, so PL 16 seemed right. However, he doesn't reach his power caps except in fortitude and will so he is not exactly Superman's peer. He is a better combatant than Captain Marvel, though his hero points would give him a fair chance to win. He can modify his attack and defense values very well and his startle is dangerous in one on one fights.

Few edits have been done. I decided to use Withstand Damage feat (which trades dodge and parry for toughness) and divided it between two ranks: Withstand Damage 1 (+2 Toughness, -2 Dodge/Parry) and Withstand Damage 2 (+5 Toughness, -5 Dodge/Parry). Honestly, +5 toughness/-5 dodge and parry trade-off is too broken to use in game. There are few characters that need or justifies it; I used two ranks only for shield users Wonder Woman and Captain America. Also there is no default toughness/dodge and parry among standart combat options and I think there shouldn't be, so spending one point to have it seems fitting.
I raised Thor's strength from 17 to 18, so he can match the strength of baseline Hulk, Abomination, Captain Atom and Powergirl. I removed his Close Attack 1 feat so he would be still a PL 15. I raised Wolverines claw damage to 10, so he can now damage beings like Thor and Hulk without a critical hit. I lowered his claw attack bonus by 1 naturally.

Not Quite Human: Astartes are 2,5 meter tall muscular brutes with enhanced physiologies. They are much different both in body and mind than people they fight to protect.
Space marines are one of the most iconic super-soldiers in sci-fi and fantasy. Giant super soldiers in power armor are naturally cool. They are stronger, faster and more resilient than normal humans. PL 9 puts them beyond modern day elite soldiers but a standart space marine is not equal of an average superhero. Still, a squad of them means trouble for most superhumans. I considered PL 10 but just two of them giving a PL 12 hero would be too much even for astartes. Of course, this is the standart marine. There are more powerful ones and ones with special equipment.
