Not using a full skill?

Hey guys,
Quick question -

Can you use part of a skill?
For instance, if your Stealth skill was say +10, could
you use it as say +7, or whatever plus before the +10 instead?

I can imagine one scenario, and I'm curious if it's the same one.

I'm not sure. My player asked but didn't say why. It's actually Persuasion so I'm guessing he wants to ease into an encounter where he doesn't want to make a big impression.. maybe?

Okay, that's sort of what I imagined. I would then agree with FuzzyBoots that the character can use less than their full skill bonus.

And there is some genre precedent for this, classically Clark Kent used a lot less charisma than Superman, and so it was with other secret identities.
