I think the choice to have quite a few solo villains at higher PL levels is to make them more of threat to teams of heroes; so a PL 11 villain, along with a few minions and perhaps a couple obstacles/traps, can take on a team of 3-5 PL 10 heroes at the finale of an adventure.
