-Minor Legionnaires are the guys who joined for a single story and died, joined only to betray the team (happened more than once), or stayed on the Trainee squads for their entire heroic careers. A few are worthy of more focus (like Nemesis Kid), but most can be more easily statted-out with a fair PL 7-8-ish Template that gets added to with some limited abilities. PL 8 fits most of them- as the Legionnaires themselves deserve full PL 10 status, while the Trainees weren't just weak throwaways.

-Storm Boy was rejected upon the discovery that his powers came from a machine he'd hidden in his costume (he took the Legion Test as a dare to get into a fraternity). In the "Five years Later" continuity, he eventually turned good and became a scientist, and joined the Legion briefly. Under Geoff Johns, he eventually went mad from the rejection, he got various tech implanted into him to give him the Storm powers NATURALLY, and he joined the Justice League of Earth, a bad-guy group.

-Another "Five Years Later" character, Devlin here comes from Xanthu, and was a journalist. His dormant Metagene (aka "DC doesn't have Mutants but we wanted to rip off the idea because it's an easy way to justify super-humans"), and he was soon able to use the SERIOUSLY cheesy ability to redirect any physical or energy attack. I'm not exactly sure how it worked, but adding the "Reflect" Extra from Deflect onto Protection seems to make sense (since both powers are Defensive and it's a +1 Extra there) seems to work, unless it's more of a Reaction Damage instant effect, requiring no dice roll on the player's part. He hasn't really shown up since, aside from in a minor cameo amongst all the Legions (he wasn't a part of other continuities).

I liked Monstress. I was generally a fan of any of the non-blandly white human teenagers of that version of the Legion (Gates and Jeka, I also liked). Monstress was basically She-Hulk, and I thought that she made for a good addition to the ensemble. I was irritated that she got picked to be killed off in Legion Lost, but I was also a annoyed by what Abnett and Lanning did to Element Boy.

That didn't stop me from reading it, or continuing to buy the rebooted title when the Legion returned to Earth (and fought Ra's al Ghul, natch).

I liked Gates, to a point. Like Monstress, I felt they overdid his niche.

-Kent was part of the team during the "Five Years Later" era, and I think was meant to be a bit of a stand-in for Superboy during past stories, now that Kal-El no longer adventured in his youth. He left the team quickly, and was only a snippet in the Reboot era. He was created by inker Al Gordon (who was invited, along with most of the Legion creative team, to create some 5YL characters), and was meant to be a descendant of Superman & Lois Lane, but that never got brought up in-story. He's tough enough to handle The Persuader in his debut, so he's a bit above most "side" Legionnaires. Since he's a classic good-old-boy character and a Flying Brick, I'm going to assume he's a favourite of Ares :).

-The "Reboot" era saw a Kent Shakespeare as a Legion Academy trainee, but this book was itself rebooted quickly. He is, however, seen briefly in a few Post-Infinite Crisis scenes, battling various Legion foes in the background.
