They're just too awesome.
Heh- thanks! "Delightfully weird" is kind of what I'm going for with them- some are Jobbier than others, and some can be treated as serious bad guys. Others are just goofy.

Complications:
Motivation (Hunting)- Great White enjoys nothing more than the appeal of stalking and killing his prey.
Hatred (Blacks)- While living in South Africa, Ernest cared little for people of African descent.
Responsibility (Bloodlust)- Great White can be caught up in a "Feeding Frenzy" of uncontrollably-violent anger. Few will team up with him for long.

Total: Abilities: 74 / Skills: 36--18 / Advantages: 17 / Powers: 28 / Defenses: 10 (147)

-Ernest Grobelaar was a famous "Great White Hunter" (an image he deliberately cultivated), a Dutch Afrikaaner who was known to hunt nearly every animal in the world- including some of the Giant Monsters of the deep (which were big prizes in the increasingly-lucrative hunting trade). When knowledge of particularly-large shark specimens circling the Ley Line in the centre of the Pacific Ocean reached him, he went out of his way to hunt and kill these creatures. Looking to make his reputation legendary forever, Ernest managed to harpoon one of the mighty beasts (which had in fact been mutated by the Ley Line), its thrashing about knocked him from his boat, and the creature latched onto him and descended beneath the waves. However, the two dying creatures crossed a burst of magical energy, which combined their forms into one- Grobelaar grew several inches, gained hundreds of pounds of muscle, and became a horrific-looking monster- gills formed on his skin, which turned pallid and grey. His mouth became a maw of vicious, sharp, serrated teeth. His eyes turned jet black, and an enormous fin sprouted from the back of his neck and back.

-As Great White, Grobelaar dropped his real name, and with a warped mind, became obsessed with hunting everything he could see. He struck out at large oceanic creatures with his natural weapons, brought down elephants with his bare hands, and eventually shifted his focus to the biggest game of all- super-humans. Though unpredictable and not very bright, his menacing physical might has made him a big name in the super-circuit, and he commands a lot of respect. Aquarius recruited him for his Agents, but GW's penchant for Alpha Male behavior caused him to nearly take control of the squad, and his bloodlust nearly cost several members their lives.

-Great White is one of the stronger, more dangerous super-villains out there, being able to brawl with any superhero on an even keel, though his temper and thick-headedness often hold him back.

Jab's Notes: Great White is easily the oldest creation of this group- he's a guy I created for a prison-themed story for Something Unique called "The Wall", and was meant to be one of the "old school" Powerhouse villains thrown into a super-prison. I couldn't decide on a "Humanoid Shark" look, or more of a "Street Sharks" (the head is much of the body) look, but I'm sticking with this one for now- the second was meant to be a later mutation after a prison riot resulted in him taking massive damage. For the Agents of Aquarius, he represents the "King Cobra"- an established, "classic" villain recruited to join a bunch of newbies.

Complications:
Prejudice (Monster)
Relationship (Great White)- Mako practically-worships Great White with religious fervor- he hangs around his boss endlessly, and will gladly do anything GW asks, even though he's often mistreated. He correctly sees Great White as his "ticket to the big time", and realizes that hanging around such a serious villain reflects well upon HIM, too.

Total: Abilities: 54 / Skills: 24--12 / Advantages: 10 / Powers: 28 / Defenses: 9 (113)

-Karl Magnussen was a Swedish hunter who wanted to be the best. Unfortunately, he never had what it took- the inborn talent to be good, the work ethic to be the best, nor the stamina or strength to physically keep up at the top of the profession. He did, however, worship the elites of the Pro Hunting world, such as Ernest Grobelaar, the man who became The Great White. Magnussen got himself hired on as one of Ernest's top flunkies, and was sychophantic in his groveling, something the arrogant Grobelaar appreciated. When Grobelaar became Great White, Karl was left alone, and lost a lot of standing in the hunting world. Despondent and nearly-suicidal, he decided to recapture the conditions that gave his former employer his powers.

-Magnussen attempted to harpoon a creature mutated by Ley Line energy along the Earth's Magic Fields, but made a miscalculation- in his eagerness to succeed, he overlooked the exact creature's nature, and merely hooked a normal Mako Shark. Luckily, he WAS mutated, rather than simply drowning like most people in this situation would have been, and he was merged with the creature by magical forces. He was transformed into a stronger creature alright, but the much smaller Mako left him with nowhere near Great White's strength or size. He is still monstrous and strong, but was considered low-tier. As Mako, he decided to "prove himself" by attacking and killing several superhumans... but was unfortunately rather underpowered for such occasions. He was generally always beaten by bigger-name heroes, putting up a bit of a fight, but nothing a high-end individual couldn't take out- he became known as a "Jobber Villain" of sorts.

-Magnussen's only saving grace was his sychophantic behavior towards his old boss, who happily took Mako in as a prime Henchman/Minion. Though often openly disrespectful and angry towards Mako, Great White often needed someone to do his dirty work, and the fact that Mako was both very strong and aquatic made him ideal for this role. The boot-licking helped, too. Mako's sycophantic attention to Great White continues, and he's often sent to "soften up" heroes, or merely act as a distraction. Great White's inability to really care about anyone else doesn't even come to Mako's attention, though his constant attempts at proving himself (often by taking on somebody way out of his weight class) can occasionally be a hindrance. Mako does not have a good reputation in the super-hero community, but underestimating him is dangerous- he is vicious, cruel and has a massive inferiority complex, and is a Class 6 Powerhouse, able to bite through metal (or bone) with ease.

Jab's Notes: Also created for "The Wall", Mako is basically a Wannabe Great White- an obvious lesser villain mimicking his superior. Comics doesn't do a whole lot of these types of guys deliberately- usually it's something like The Squid (compared to Dr. Octopus), or just villains who copy each other, and one turns out sucking- few baddies are CREATED to be worse. But I figure things like this would happen quite often- guys would try to copy an origin or something, and you'd have this brand-new guy copying the old one.

I know that Mako is supposed to be "Great White the lesser", but I think it would have been cool to give him a slightly higher speed than the other shark-themed agents (since real Mako sharks have the greatest "sprint" speed of any known species of shark).

Not a big deal really...but it would have been cool to have the "less than" guy have something of his own.

-Bull Shark is a genetically-modified soldier and agent of The Requian Empire, a race of undersea sharklike humanoids. He was altered by magic in order to be able to do battle with humans on land, growing a large pair of horns to use as offensive weapons. Bull Shark made several attempts at assaulting Earth superheroes, but was generally fought-back. He grew to enjoy his time on dry land, feeling an explorer's urge (the food of surface-worlders was a big help, too), and would frequently go AWOL from the Requians in order to fight and explore this new habitat (this would occasionally earn him punishments and reprimands). He grew to be a nuisance Journeyman Villain, just powerful enough to always take seriously, but never picking up any really big wins. He was an early member of The Agents of Aquarius, using the opportunity to establish his name in the super-villain community.

Jab's Notes: I wanted at least one of the guys to be from an actual undersea culture, and I didn't want to just copy Great White & Mako's origins.

Capers:
* Bull Shark is able to win control of The Requian Empire after their disarray following a failed invasion of Mexico- he gathers a band of similarly-altered Shark-Men to slay his enemies.

-Clarence Ware is a sleazy would-be Con Man and Odd-Job Guy, often working for local criminal organizations as an "Free Agent" of sorts. Roughed up by one too many super-heroes looking for information or just by being close to a prominent gangster here or there, Ware heard that someone named "Aquarius" was hiring, and tracked down the villain. Impressed that he'd been discovered and tracked, Aquarius offered him the only thing not taken: the "Sawtooth" uniform. Unimpressed with the look, but liking the Diamond-Filament Chainsaw, Ware leapt at the opportunity to join "A Real Crew" and began joining in on many raids. However, he quickly annoyed many of his teammates by hitting on the women (he remains a sleazeball, despite his half-decent Conning skills) and playing up associations he'd really never made (doing work for Ariel Grandina or Cardia St. Miller hardly makes one an "Associate" of either). And, generally speaking, he was usually one of the first members of the squad trounced by a superhero. Hell, once he was even knocked out by REGULAR GANG MEMBERS, who just happened to come across him while he'd robbed a jewelry store, and beat him up with crowbars.

-Sawtooth is a classic Jobber Villain, one with good enough gear to challenge SOMEBODY if he wasn't so worthless. PL 7 isn't the most-awful thing out there, but it's pretty low if you're challenging real heroes.

Jab's Notes: Sawtooth is the "Boomslang" of this team- a low-rent idiot with a low Power Level. He even keeps the "beaten by regular gang members" Never-Live-It-Down moment of the Serpent Society's Jobbiest member! With his costume, I wanted it to look a bit silly and over-done, but wasn't satisfied with any incarnation. So I kept on adding stuff, like fins, little red marks, spikes, etc. until I had the overly-busy atrocity you see above.

Motivation (Greed)- Emir used to perform in strongman competitions, but now just hurts people for money.

Total: Abilities: 40 / Skills: 18--9 / Advantages: 2 / Powers: 28 / Defenses: 11 (90)

-Emir Burkal was a Turkish strongman (Middle Easterners are the only people generally capable of matching Northern Europeans in the upper tiers of strength competitions) whose career was on the downswing after a back injury had halted his upward progression. Turning to crime, he became a bodyguard and leg-breaker for Middle Eastern organized crime, until he ran afoul of the wrong people and moved to the United States, where he became a general goon-for-hire. He was quickly discovered and recruited by a band of the Agents of Aquarius, who had Dr. Nautilus give him super-powers. The Doctor transformed an old portal he'd used to hold Mega City hostage, changing it from a large portal (that only worked once) into a more-reliable, smaller version. Emir was one of the few people strong enough to regularly hold up the Battlesuit's powerful "Vortex", fixing the issue Nautilus was having in making the thing portable.

-As Megamouth, Emir was adequate enough, but the wide area of his Vortex meant that it was difficult to use in team battles. The teleportation matrix also had to be manually re-set by Nautilus outside of battle, and could only get to one of a few different dimensions. Generally, it was set to send victims to a harmless dimension where they could be later gathered, just in case any allies were trapped there- as this is precisely what happened in Megamouth's first battle, this was proven to be a good idea. Megamouth was later seen only a handful of other times, appearing only off-and-on with the group. He still attempts to regain his back strength, and tends to not get along with his colleagues, so he's not a permanent member of the Agents.

-Megamouth is strong and quite durable, though lacks the raw power of a major super-villain. In battle, he's known for being rather one-note- nearly trapping on or a group of super-heroes in his vortex, but this is Distracting and thus leaves him vulnerable. The Cone Area means he's a liability to his teammates as well, and it became cliche for heroes to knock him into his partners, trapping them in another dimension.

Jab's Notes: Megamouth is just an extra guy- the name of the creature implies some form of vortex/swallowing thing, and this gave me the idea for a Teleportation Attack of some kind. Since a mouth-hole that fits on a person won't fit giant objects, some high-tech stuff was necessary. Since he had to be pretty big, I stuck him with a "strongman" gimmick, which led me to his origin. He kind of fits those "late Serpent Society" guys, who don't appear as often, and writers often forget about (compare Fer-de-Lance and Black Racer to Asp & Bushmaster).

Complications:
Motivation (Power & Respect)- For every defeat, Dr. Nautilus once changed his identity and starts anew. He craves respect from others, and can be easily swayed by praise.
Responsibility (Mad)- Dr. Nautilus has a violent temper, and can lash out if he feels disrespected- particularly intellectually.
Obsession ("SCIENCE!")- Nautilus enjoys experimenting and using old inventions.

Total: Abilities: 40 / Skills: 42--21 / Advantages: 11 / Powers: 70 / Defenses: 13 (155)

-The early days of many established superheroes' careers were full of very similar battles- rookie supervillains on their first missions and Mad Scientists. It seems like every hero out there had to fight some ugly-looking, bald-headed madman with delusions of grandeur and some invention of great wonder that for some reason was never used again. Their names and characters were rather forgettable, and soon this type of villain faded away, replaced permanently by the rosters of supervillains and aliens making up the modern-day Rogues Galleries of most heroes.

-Little did most heroes know that the reason most of these Mad Scientists were so similar is because they were the same man. Dr. Archibald Vencer, a brilliant professor of multiple disciplines, was nonetheless a chaotic madman with grandiose schemes and a staggering lack of ethics. His plans had him excommunicated from most schools and scientific organizations, leading him to proclaim a desire to "SHOW THEM ALL!" And so he would use some invention, draw the attention of some superhero, and then lose dramatically, being arrested. However, the clever Doctor would soon find a way to escape prison, give himself a new identity (among his many talents was biology; he could easily change his appearance), and try again. And he would be defeated- repeatedly, in fact.

-Vencer's career went on like this- using names like Dr. Slyme, Dr. Mortis, Dr. Mortar, Dr. Elbert Ville, Dr. Mortimer, and more, he would befuddle the heroes for a moment, before losing and disappearing. He was good at faking his death, and he rarely looked the same, so most heroes thought nothing of these cookie-cutter sorts, and soon barely remembered most of them- Vencer had largely become recluse, with his never-ending failures having left him a fearful, emotional wreck. It was only the research of the man called Aquarius that revealed the ruse- looking for a super-scientist, he researched the numerous ones out there, and came to the conclusion that many must have been the same man. And so he was able to recruit Vencer, convincing him to try his schemes anew, but with a new organization.

-And so Vencer became Doctor Nautilus- hiding his frail physique within a suit of power armor, he also committed to building power-sets for the Agents of Aquarius, modifying injured people into Killer Cyborgs, changing appearances, and more. Initially dependent upon Aquarius for reassurance, he was soon convinced of his own greatness once more, and was able to last on the team following Aquarius's ousting- the rest of the team figured they needed him, as the only scientist on board. He asks little of the others aside from more money to further his experiments. The rest of the team do not much care for the hissing, crazed lunatic in their midst, but fear his wrath and know they need him- much to his joy.

Jab's Notes: Nautiluses are incredibly cool-looking animals, with awesome names (Captain Nemo named his ship after one, too), so I figured I had to have one. Though I was like "oh, duh" when I compared Doctor Nautilus to Doctor Octopus, I went a different route, making him a bit more like Tarantulus from Transformers: Beast Wars- a hissing madman with schemes upon schemes. I hit on another thing when I thought of all those generic mad scientists that made up the early opponents of most Silver Age heroes- I coalesced them all into one man.

Many of the origins of the Agents of Aquarius are tied to Dr. Nautilus in some way:
Thresher Shark: His "thresher" is derived from the same technology as his Whip-O-Bot.
Blue Shark: The super-steroids that gave her power are a company's modified version of the "Muscle-X" formula that he created years ago- its bonuses wore off quickly, however.
Whale Shark: Nautilus was able to locate the Monster Stone following a deep-sea excavation.
Sawfish: His costume and sawblade are original designs, though the saw was once used on the Saw-Bot.
Triggerfish: Her entire appearance is Nautilus's creation.
Knifefish: Her gimmicked knives are entirely from his lab.
Megamouth: The "Vortex Wave" teleporter is the miniaturization of a device Nautilus once used to hold Mega City for ransom.

I found my Agents of Aquarius pic in one of my image piles, and figured out that I could just take a bunch of close-ups on the characters and e-mail them to myself, then translate them to SmugMug. So now I have a series of close-ups instead of just alternating who gets a copy of the "Big Pic".

Complications:
Reputation (Ridiculous)- The Dog Pack and Dogmaster are generally seen as jokes and relics to modern-day individuals. That Retriever has renamed himself "Dogfish" and his gear consists of SCUBA equipment has not changed this fact.

Total: Abilities: 48 / Skills: 22--11 / Advantages: 10 / Powers: 7 / Defenses: 8 (84)

-Retriever was created by an insane scientist who believed that canines, morally-superior to and more loyal than humanity, would inherit the Earth. Calling himself Dogmaster, he created a system that enhanced the minds of dogs to human-level intellect and made them bipedal. Dognapping a bunch of animals from the pound, he created his "Dog Pack"- Retriever, Dogbull, Terror Terrier, Pincher and Greatest Dane. Despite his grandios concept, his plans largely consisted of kidnapping politicians and trying to brainwash them into creating more dog-friendly rules. He was quickly defeated by Osprey, but would return a few other times, eventually facing off against several different heroes- a "Journeyman Villain".

-The Pack split up following Dogmaster's death during one of those great "Every Costumed Character Alive" crossovers (which also saw Terror Terrier's demise). The other three vanished, but Retriever attempted to become an independent criminal in order to make ends meet. Failing at this, he nonetheless tracked the Agents of Aquarius back to their home-base and pleaded for membership. Lacking a role for a canine super-villain, they simply scrambled some equipment together and named him "Dogfish", theorizing that his sensory powers and enhanced strength would come in handy. They did not- Dogfish ended up giving them an even worse reputation as super-villains, and he was rarely seen with the group after that- only on rare occasions when they needed his sense of smell (or they are swayed by his desperate pleas- he is rather convincing when he needs to be) do they recruit him once more.

-Dogfish is a largely-incompetent sort, but is still PL 7 and quite strong- dangerous to underestimate, despite how ridiculous he is.

Jab's Notes: I can't remember the exact impetus for this ridiculous loser, but I think it was a combination of the infamous Dog Boys from "Rifts" (I knew of a guy whose character specifically hunted them down, merely because they looked dumb), and a desire for a guy like Slither from the Serpent Society- a weird-looking animal man in a group of somewhat-serious goons. I then added Slither-ish stuff (membership in a past group that's more Silver Age-y), and made him EVEN DUMBER, then casually tossed in the "they figured they'd add a new guy, so they threw some SCUBA gear on him!" story of him joining the group. And yes, Dogfish are real animals- a family of small-ish sharks, though one is known to have venomous spines on its dorsal fin- a true rarity for sharks.

Dogfish/Retriever is pretty hillarious, though I kinda feel bad for the guy. I actually kind of want to know more about the Dog Pack now, even though it's clearly just a one-off joke. But that's just because animal-themed baddies are fun. I really like your own takes on the Serpent Society with the Dino Crew and Agents of Aquarius, too.

heh- the "Dog Pound" were literally just made up in the moment, as I was aiming for a High Evolutionary Rip-Off concept as to why this dog-person was running around, but decided on a silly dog-group, more like the Super-Apes in concept. I'll have to flesh that out later, though they're a bit more "deliberately goofy" that I want my setting to be in the long run. They're more like deliberate relics of an older time.
