I've been having trouble setting myself an avatar, when I try it sends me to a Error 403 forbidden. Do I need a certain number of posts before I can set an avatar?

There shouldn't be an issue with your having an avatar. There's no post limits or anything. phpBB boards seems to occasionally give some people issues, and here's some quick fixes some have noted:

1) Try logging out and back in.
2) Make sure JavaScrip is on.
3) Hit CTRL and F5 if you use Google Chrome.
4) Clear your cookies
