Here are the Strength and PL Tiers as I see them. To me, the exact levels of Strength vis-a-vis lifting strength are immaterial- I think most Fat Guys will have a natural Immunity to Slam moves, up to a certain tier.

* This is the basic moveset for a pro wrestler- pretty much everyone will have AT LEAST this. Non-Jobbers will have a Healing option. Afflictions are based off of the wrestler's Strength.

Descriptions of Moves:
Slams: Slams do more damage than unarmed damage, and add Affliction to it, rendering foes Vulnerable & Prone. Slams are Inaccurate. Larger wrestlers have Immunity to Slams from foes of certain Strength.
Strikes: Strikes are standard Strength-Damage. Typically they are Distracting- missing them leaves a wrestler vulnerable to counter-attack.
Pinfall: A low-level Affliction- "4" across the board for every wrestler, no matter what. If you pin an opponent for two consecutive rounds, you win the match. It has an extra Flaw- it is resisted by both the opponent's Strength AND their remaining Toughness! This means you have to pummel them through most of the match to win.
Heelish Cheating: Linked to Damage, this is an Affliction that leaves opponents Dazed & Vulnerable, then Stunned. Its unique flaw is that it's "Illegal"- it must be done out of sight of the referee, or you get warnings or disqualified.
Babyface Comeback: Presence-Dependent Healing, Limited to Self. Only available to babyfaces, or those who don't cheat much during the course of the match.
Second Wind: Vince McMahon would often declare "SEE-SAW match-up; back and forth!". This is because wrestlers will usually heal from damage during the course of a bout- simple Regeneration. Not available to Jobbers.
Attack Downed Foe: Legdrops, elbowdrops and the like- they keep an opponent downed (similar Affliction to the "Slam" moves, but Cumulative), hurt them as well, but carry a Side-Effect- if you miss, you take the damage. Naturally, Limited to Prone Opponents.
Submission Moves: Affliction based off of a foe's remaining Toughness- the third degree is Submitting. Potentially match-ending, but usually rare and at lower levels- you must wear down your opponent first.
