Anyone familiar with rstehwien's HR?

I was a little confused after reading through the old thread and the PDF about the "Hits" idea. Particularly the way affliction and damage both cause "hits" He states that he wouldn't allow culmative/progressive on afflictions with his "damaging" extra, if using these house rules and attacking with a culmative affliction without the damaging extra, would it still count as a "hit" and give the -1 to further resistance checks?
I noticed the topic had a fair bit of interest and I know it may be a long shot, but I notice a lot of the people here were/are members of that board.
