Look at some of the other heroes they've assigned. Many of them are space aliens, some are gods... Namor is the friggin' head of state of a foreign nation. One that has gone to war with the United States.

More than once.

Several of these wars were personally led by (and often single-handedly fought by) Namor.

So, yeah. Give us the Canadian.

now i'll defend D-Man a little bit,he's not as bad as Rage.....
Ok,now i know that read's like it's racial Profiling,but let me explain:
D-Man was partially trained by both The Thing(when he was in UCWF)&Captain America and actually is a Trained Professional Wrestler
Rage was trained by Night Thrasher and is mentally only around 12-13? with NO Training whatsoever....
