What are your thoughts on the 3E version of Device where you don't necessarily have to have 5 point increments, but rather get a discount of 1/5 or 2/5 (rounded down) on the total points?

And is device Toughness equal to PL even with Defense or Toughness shifted characters?

Remind me how 1E Photographic Memory works since that's apparently what you'd prefer over Eidetic?

The latter (2e version) just gives access to all Knowledge skills, which even for comic books, strikes me as too generous and steps on JoAT toes (which I also have problems with).
{nods} I suppose I always saw Eidetic Memory as the poorer cousin of the two, especially since Jack of All Trades gives access to all untrained skills rather than just Knowledge ones. It is a useful skill for those with a high intelligence, though, as Intelligence largely adds to Craft and Knowledge checks, so you pretty much have to invest at least one rank in eight different int-skills to justify spending points there.

Really liking your house rules, they seem to be really balanced and well thought out. I haven't played 2e in a while, but I feel like several of them would still work for 3e as well.

I do have one question though: Is there a reason you kept the abilities like 2e instead of 3e? (Strength: 18 (+4) vs Strength: 4) That was one of the changes I liked since most people just ended up buying their abilities to the closest even number anyways to save on points and the numbers themselves only matter based off the modifiers they gave.
