I can see where the Argument Lies(i have 1e,the Archtypes Book for 2e & the Hero's Handbook for 3e.I also have the Original 1e Freedom City Book&the First Time of Crisis),but i still tend to use the "-2 on Checks" you mentioned for ALL Check's (of course,i got into Tabletop RPG's by way of D&D 2E,so i'm used to the heavy math)...
