Tough Stuff doesn't have the Perception bonus that would be needed to hit 25, but I assume she'd be rushing in?

If you roll a 20 on the die when making a check you’ve scored a critical success. Determine the degree of success normally and then increase it by one degree. This would turn your zero degrees of success into one degree of success.

Which honestly... it feels a bit like the Natural 20 Crit situation where 5% of the time everyone hits, and when they do, it's devastating (which is part of the reason defense shifting can go so badly, with even the best of defenses generally hit on a 20, and then hit with even more damage). 25 is a significant result. *shrug* But, that said, it only happens so often, and I guess it does fit in with a superhero game that 1 in a million odds happen 5% of the time.

Well, a critical success on a skill check only adds one degree of success... if the threshold for the check requires more than that, you’re still borked.

Oh, that is true.
