Dropped Smooth Circulation AE from Hydrokinesis per GM request. Dropped Subtle 1 from Hydrokinesis: I decided that being able to get flashy with narration outweighed the earlier mental image I had.
Specialized Expertise: Magic to Expertise: Elemental Magic.
Added Affects Others to Great Endurance in Bodily Control.
Added Fluid Puppetry AE to Hydrokinesis:
· Fluid Puppetry
·· Summon 8, Controlled, Mental Link, Limited (Requires fluid-filled vessel to animate)
·· Remote Sensing 5 (3: Visual and Magical), Simultaneous, Subtle, Limited (Only for sensing from puppet)
The combat utility will be fairly minimal since it'll drop almost instantly against any serious opposition and ties up the array slot, but it should be very useful outside combat.
E: If Summon is on your "please not" list, I could also rework the Healing to be Energizing Only in some facet, dealing exclusively with fatigue instead of damage.

Speaking of Minions, I hope you make the horse more powerful as we go forward. As it is it's pretty squishy.

The horse would benefit from being a Sidekick more than a raw PL boost. It'd only be an extra PP to convert from Minion to Sidekick at its current PP level, and it also has a PP spare to buy Equipment armor to give it some durability. Maybe a saddle too for a Vehicles boost to whoever rides it?
