COMPLICATIONS
Disability: In her draconian form, the Red Dragon is essentially mute, able to growl out maybe a single intelligible word or extremely short phrase with difficult and deliberate effort. Growls, terrifying roars, and enraged shrieks are her preferred means of communication.
Geas: The Red Dragon cannot refuse the commands of whomever is the rightful sovereign of Britain.
Greedy & Covetous: For the last century or so, the Red Dragon has become more "heroic," spending more time in her human guise, fighting criminals, and so forth. But she's still a dragon: she jealously guards Wales against other supernatural creatures, hoards valuables, and can be more than a bit haughty.
Life is Short, But the Years are Long: The Red Dragon is nigh-immortal and has lived longer than humans have recorded history... But she remembers surprisingly little of it. Her periods of dormancy can span centuries, interrupted by a few months to a few years of activity usually spent dealing with some crisis or another, before returning to her slumber. Even when active, she rarely paid much attention to anything not directly related to herself. George V roused her to action at the outbreak of World War II and she has been more or less continuously active since then. Thus she has more "memory" of the world during this period than any other era of her life.
Luddite: The Red Dragon is nigh-immortal and has little need for human technology. Her understanding of it is fairly limited and oddly skewed due to her life until now mostly keeping her contact with humanity limited to warfare. She can tell the difference between an attack helicopter and a fighter jet, but doesn't quite understand that a computer, a television, and a radio aren't the same device. Anything much more sophisticated than the printed press is disdainfully thought of as "clockwork" (if small) or "steam-powered" (if big).
National Hero: The Red Dragon is literally the national symbol of Wales (that's her on the flag) and by extension a symbolic presence for the rest of the United Kingdom.
Primordial Nightmare: The Red Dragon is the national symbol of Wales, but she's also one of the oldest creatures on the planet and she and her kind are used as a symbol of covetousness, maliciousness, and general evil in many cultures. There is a reason for that.

Legends tell that since time began, the land we now calls Wales was the domain of a fearsome red dragon. Several centuries before the reign of King Arthur, the land was invaded by a white dragon. The red dragon fought against the invader. Their battle raged across the land, burning villages, scattering the animals, and causing planted fields to become barren. Lludd, king of Britain, went to his wise brother Llefelys in France. Llefelys told him to dig a pit in the centre of Britain, fill it with mead, and cover it with cloth. Lludd did this, and the dragons drank the mead and fell asleep. Lludd imprisoned them, still wrapped in their cloth, in Dinas Emrys in Snowdonia... and Lludd's court druid placed a powerful Geas on the red dragon.
Since that day, the red dragon has been magically bound to do the will of the rightful sovereign of Britain. While this was once a forced duty she felt great resentment towards, her opinion has softened with time. Since World War I, the British have come to regard her as a source of patriotic pride. She has come to find she rather enjoys playing the part.
The Red Dragon has always had the ability to assume a human guise, but since the end of the Second World War she has come to see it as truly "herself," and not just a convenient disguise. She adopted a name, Gwyneth Llewellyn, and parlayed some of her amassed wealth into setting up a human household.
The Red Dragon worked with the Homeland Defence Initiative during the Second World War, although never as a formal member. When HDI transitioned into the modern Ministry of Powers in 1969 she was asked by Queen Elizabeth II if she "would consider joining the new national superhero team," seizing upon the still young monarch's exact words, the dragon "considered" it, for a few moments, and declined.
Living more and more of her life in her human form, however, has dulled her anti-social edges. The Terminus Invasion and the debut soon afterward of a new Britannia was enough to shake the dragon out of her complacency of being able to defend her homeland by herself. The Red Dragon doesn't know exactly what or how the mantle of Britannia is passed from bearer to bearer, but she knows that the Light of Albion only appears when there is a crisis on the horizon.
Anne Pennington, the previous Britannia, is one of Gwyneth Llewellyn's few personal friends. When the dragon voiced her worry at the portent of a new Britannia arising so soon after Pennington's time as the heroine, Pennington encouraged her to reconsider working with the Ministry. A week or two latter, Centurion put out his call for an expanded Freedom League.
