Note to Catsi: Here's a rough draft. It's a character created for a Freedom City 'verse game that (sadly) didn't quite get off the ground. But it shouldn't be too hard to "file off the serial numbers" and make her fit into your universe. If you'd like, I can easily add a bit more "villainy" to her in the recent past. Maybe the succession crisis caused by Edward VIII "broke" the geas and she went a little rogue after the Nazis were defeated... Getting into supervillain hijinks for a decade or two until Elizabeth II brought her to heel. I'm flexible! -- BGIII

COMPLICATIONS
Disability: In her draconian form, the Red Dragon is essentially mute, able to growl out maybe a single intelligible word or extremely short phrase with difficult and deliberate effort. Growls, terrifying roars, and enraged shrieks are her preferred means of communication.
Geas: The Red Dragon cannot refuse the commands of whomever is the rightful sovereign of Britain.
Greedy & Covetous: For the last century or so, the Red Dragon has become more "heroic," spending more time in her human guise, fighting criminals, and so forth. But she's still a dragon: she jealously guards Wales against other supernatural creatures, hoards valuables, and can be more than a bit haughty.
Life is Short, But the Years are Long: The Red Dragon is nigh-immortal and has lived longer than humans have recorded history... But she remembers surprisingly little of it. Her periods of dormancy can span centuries, interrupted by a few months to a few years of activity usually spent dealing with some crisis or another, before returning to her slumber. Even when active, she rarely paid much attention to anything not directly related to herself. George V roused her to action at the outbreak of World War II and she has been more or less continuously active since then. Thus she has more "memory" of the world during this period than any other era of her life.
Luddite: The Red Dragon is nigh-immortal and has little need for human technology. Her understanding of it is fairly limited and oddly skewed due to her life until now mostly keeping her contact with humanity limited to warfare. She can tell the difference between an attack helicopter and a fighter jet, but doesn't quite understand that a computer, a television, and a radio aren't the same device. Anything much more sophisticated than the printed press is disdainfully thought of as "clockwork" (if small) or "steam-powered" (if big).
National Hero: The Red Dragon is literally the national symbol of Wales (that's her on the flag) and by extension a symbolic presence for the rest of the United Kingdom.
Primordial Nightmare: The Red Dragon is the national symbol of Wales, but she's also one of the oldest creatures on the planet and she and her kind are used as a symbol of covetousness, maliciousness, and general evil in many cultures. There is a reason for that.

Legends tell that since time began, the land we now calls Wales was the domain of a fearsome red dragon. Several centuries before the reign of King Arthur, the land was invaded by a white dragon. The red dragon fought against the invader. Their battle raged across the land, burning villages, scattering the animals, and causing planted fields to become barren. Lludd, king of Britain, went to his wise brother Llefelys in France. Llefelys told him to dig a pit in the centre of Britain, fill it with mead, and cover it with cloth. Lludd did this, and the dragons drank the mead and fell asleep. Lludd imprisoned them, still wrapped in their cloth, in Dinas Emrys in Snowdonia... and Lludd's court druid placed a powerful Geas on the red dragon.

Since that day, the red dragon has been magically bound to do the will of the rightful sovereign of Britain. While this was once a forced duty she felt great resentment towards, her opinion has softened with time. Since World War I, the British have come to regard her as a source of patriotic pride. She has come to find she rather enjoys playing the part.

The Red Dragon has always had the ability to assume a human guise, but since the end of the Second World War she has come to see it as truly "herself," and not just a convenient disguise. She adopted a name, Gwyneth Llewellyn, and parlayed some of her amassed wealth into setting up a human household.

The Red Dragon worked with the Homeland Defence Initiative during the Second World War, although never as a formal member. When HDI transitioned into the modern Ministry of Powers in 1969 she was asked by Queen Elizabeth II if she "would consider joining the new national superhero team," seizing upon the still young monarch's exact words, the dragon "considered" it, for a few moments, and declined.

Living more and more of her life in her human form, however, has dulled her anti-social edges. The Terminus Invasion and the debut soon afterward of a new Britannia was enough to shake the dragon out of her complacency of being able to defend her homeland by herself. The Red Dragon doesn't know exactly what or how the mantle of Britannia is passed from bearer to bearer, but she knows that the Light of Albion only appears when there is a crisis on the horizon.

Anne Pennington, the previous Britannia, is one of Gwyneth Llewellyn's few personal friends. When the dragon voiced her worry at the portent of a new Britannia arising so soon after Pennington's time as the heroine, Pennington encouraged her to reconsider working with the Ministry. A week or two latter, Centurion put out his call for an expanded Freedom League.

as the group are attempting to find redemption for the bad stuff they''ve done in their past, Red Dragon is definitely going to need some kind of arc setting up something to make amends for.

Also, if she is bound to the monarchy, how is she a free agent to join the team and why?

Well, the original concept was that, early in her reign, Elizabeth II asked her to consider joining a superhero team. The dragon, being the sort of stubborn "literal genie" you get in these sort of stories, followed the monarch's will and considered it... But then said "No."

I'm not familiar with the recent history of the Catsiverse, but, this being a superhero comic book setting, would it be possible that at some point in the last 10-20 years someone else became the king? Supervillains making themselves president, prime minister, king, or whatever is sort of a common plot... and because of the geas, if "Dr. Evil-Doer" did seize the crown he would be able to order the dragon to do whatever he wanted. (Especially since in these sort of "do what your told" curse stories, evil people are always much better at farming their orders in a way that leaves no loopholes.)

England has actually stayed fairly consistent in the monarchy in the catsiverse. I tend to use elements of champions and a smidge of the FC stuff as well as a couple of Silver Age Sentinels

Current moncarchy is Now King William and Queen kate with the queen mum having stepped down to enjoy her retirement.

the current English Superhero Team is the New Knights of the Round table. Leader The Clansman (Scot), members: Adamantine (eng), Ghurka (india), Skylark (ire), Wraith (eng), Black Heath (eng), Wolfsbane (scot), Harrier (wales)

Allied heroes and independents in England include Caliburn a vigialnte, Britannia An immortal Superman expy, Union Jack legacy hero, and Lionesse Greea lantern style TK powerhouse.

Also there are the London Watch, and their more mystically inclined counterparts the Night Watch.

the London watch is lead By Doctor Goldwing and they tend to be an adventuresome lot running around the world Johnny Quest style. membership includes Seachange, yeoman, Repulse, Swift Swallow, Roughhouse, and Shining Knight.

the Night Watch, is lead by Aspen, and inclused her husband Earthbrother, Weather Ring, Star Line, and Wintershade. and they almost certainly would have run into our Dragonness at some point

Englands biggest villain group is Project Armour a conspiracy group lead by a man known only as Iron master and concisting of M.A.C.E. major action cadre and executive a superhuman enforcement arm, and C.U.R.I.A.S.S. (Cellualar, Unifed, Intrusion, Recovery, Assault Special Squads its agent arm, and S.M.I.T.H. (Special Munitions and Investigation Technology Heirarchy) --someone loves their acronyms :lol: --Englands also had issues with Eurostar and Gravitar at times.


and of course England is rife with Mystical threat and locals including Lyoness a long lost offshoot of Atlantis that escaped the cataclysm via magic and dimensional travel.

Avalon the resting place of King Arthur and home of Oberon, Ttitania and their children.

and so on and so forth. Also the current Master Mage James Arcane is rumored to be from Scotland.

For the Rogues there are two motivations for the group basically. One is a genuine shot at Redemption This is Morpheus's primary and true goal in bringing them together, a sort of Leverage style family to support each other and do good things that the law cant touch, or a Thuderbolts we can be more then just super villains here.

the second reason is to stop Arachnos which Morpheus has discovered to be a very real threat with some dangerous plan in the works that he has yet to uncover.

as a side note Dragons in the catsiverse are classic Chromatics intelligent speaking shapeshifters able to move and interact as they see fit while gathering hordes of vast wealth. they are under the watch of and members of the various magical orders, and subject to the bans on mystical creatures running amok as well as proscriptions on Magic being used openly as such.

its why most dragons love high finance and or Corporate CEOdom vast wealth big kingdom political intrigue all in one package with out a group of foolhardy adventurers trying to stab you in the eye. :mrgreen:

Okay, consider the Red Dragon withdrawn. I have another more conventional "bad girl gone straight" on the drawing board. I just need to iron out a few more points here and there. Then polish of her biography.

With that in mind, does a violent vigilante have a place on the team?
Yes of course most vigilantes think theyre doing good but vengeance is one of those motives that generally gets the two graves phillsophical treatment for a reason.

Most vigilantes don't have a care for their afterlife, or worse are arrogant or fanatical enough to think they will be absolved when they reach it, they tend to be suprised at their reception some times.

And when you take in that she has a more unique perspective in that she KNOWS whats waiting for her, knows the torments and KNOWs she isn't necessarily guaranteed a happy ending in that regard. And that mind you is just the shadelands, even she doesn't know where shell end up after the shadelands are done playing with her.

So the notion of redemption becomes a possible motivator, what good can I do to balance the lives ive taken?

COMPLICATIONS
Enemies: Izzy's parents were part of the supercriminal underworld for decades and she grew up regarding many supervillains as "aunts" or "uncles." As a result, she got to see many of them "off the clock" and knows things about them most superheroes do not. Now that Izzy had gone over to the side of the angels, it won't be long until some of her "family" decide she's too great a threat.
Relationships: Izzy has had some brief flings, but formed no lasting romances. However, she would move heaven and earth to keep parents from serious harm.
Motivation (Penance): Izzy doesn't feel much guilt over her family's long history of theft, but she feels guilty for all the other evil deeds they enabled and the evil villains they associated with.
Public Identity: Although not necessarily known to the average man-on-the-street, Izzy's identity and those of her parents are known to international law enforcement, most governments, and many superheroes (and villains).

Sergeant Oscar "Ozzie" Bell was typical of most New York City police officers in the "bad old days" of the Seventies: a corrupt cop. Not a truly evil man, just willing to take a payoff to turn a blind eye to certain activity, shaking down petty criminals on his beat, selling crime scene photos to the tabloids, and generally being a lazy, greedy, jerk.

While working off-the-books as a security guard for the shady Lantern Labs, he became involved in a running firefight and car chase with lower-end mafioso Doug "Dog Meat" Meazza and his crew when they broke in and made off with a van of stolen laboratory equipment. Sergeant Bell recovered the prototype light-bending camouflage suit... But rather than return it, he used to to launch a career as the invisible Blank-Robber.

As the Blank-Robber has had a long criminal career, he counts most heroes as enemies. However, he holds a special animosity for Astarte. For years after stealing the light-bending suit, Blank-Robber clashed with various heroes and eluded law enforcement every time. A chance encounter with <Insert Name of a Light-Using Hero Here> had a lasting impact on his life. Without meaning to <Hero to Be Named Later> attacked with too much force, the power of energy beams overwhelming the suit's light-bending properties. Oscar Bell was rendered permanently invisible and remained so ever since, although with some conscious effort he can render himself partially opaque, but reverts to his translucent state if distracted.

Blank-Robber really didn't play well with others and only worked with allies when they appeal to his greed or ambition. <Kingpin-Type Villain>, the sponsor of the <Villainous Organization Active in the Eighties>, was able to do just that. Although not a natural born metahuman, Bell conceals this from his patrons and his partners on the team, believing it a way to curry favor with them. During his time with <Evil Group>, Blank-Robber's skills meant he was frequently paired with the femme fatale Slayte. Slayte (Iskra Morozov) was a former soviet agent and a tactile-based shapeshifter, able to assume the form of anyone she made physical skin-to-skin contact with. As a duo, dubbed "Blank Slate" by INTERPOL, they started out hating each other... Neither were "team players" and both were egotistical and loners by nature. But as time went on, their partnership proved quite profitable. They became some of the best thieves on the planet. Even more, they became lovers.

Isidore "Izzy" Bell was born in 1995. An oddity of genetics caused her to inherit her father's natural invisibility and a very limited form of her mother's mimicry. One might not expect an infamous bank robber and a ex-soviet spy to have been very good parents, but the pair absolutely dotted on their only child. Izzy's homelife was an abnormal one by any measure – her "aunts" and "uncles" were equally infamous supervillains; she moved almost annually from city to city to keep ahead of law enforcement and superheroes; when most children looked forward to dolls or video games for presents, Izzy longed for stilettos and sniper rifles. By her teen years, she was joining her parents on jobs and even pulling a few solo heists as Blank-Robber II.

The "moment of clarity" came for Izzy only a year ago. Her parents were contacted by their old associates at <Evil Group>. The contract was a fairly simple one: "Blank Slate" were to break into NASA, plant a virus aboard the soon-to-be-launched next generation GPS satellite, and <Evil Group> could then hold America's maritime industry hostage by making it impossible to navigate... Or so they were told. What really happened was that <Evil Group> took control of the satellite itself, hijacking it's navigational controls, and crashing it into the International Space Station... which in turn nearly crashed into Washington D.C., if not for the efforts of <Any Given Heroic Group>. An act of terrorism on an unprecedented level.

Shocked and horrified by what they had almost done, Oscar and Iskra Bell turned themselves in. They turned state's evidence on <Evil Group>. They were thieves, they weren't mass murderers.

Izzy remained free, but has decided to dedicate herself to undoing what her parents' once did. Both in their memory and as a symbol of her new direction, she's ditched the mask she used to wear and started calling herself Blank-Slate.

Oooh, I really like that angle. Starts on avenging her friend but that starts her off a slippery slope of doing favors for the Dead. Some are easy but it starts slipping more and more until she realizes just how much she's fallen. Maybe something that just happened that scares her enough to wake up. Can she rise up, try to find a happy medium, or is she doomed to Fall?

Macy Hooligans still way over level his strength is 13 and his fighting is 8 with +4 unarmed levels this means his combined level in unarmed combat is 25 or pl 12.5

Defensively hes a flat 22 8 defenses and a +14 toughness from stamina also over limits .
alright,i'll see if i can get it down some...hey,would someone check my numbers for me now that I've done my Corrections?i'm not sure if my math's right anymore...

Remember...
  • None of your offensive attacks may have an accuracy and effect rating more than twice the power level (At PL10 you can have an attack that's +10 to hit, 10 damage. Or you can have +8 to hit 12 damage, etc.)
  • Any attacks that don't require an attack check (area attacks, perception range attacks) cannot be more than the series' power level (so rank 10 in this case).
  • Your dodge and toughness cannot add up to more than twice the series' power level.
  • Your parry and toughness cannot add up to more than twice the series' power level.
  • Your will and fortitude cannot add up to more than twice the series' power level.
  • Your total skill modifier in any single skill cannot be more than the power level +10 (neatly coming out to 20 at Power level 10).
