I would be very careful about it. I want the game to be heroic but I understand the nature of the style of game I'm working in and I wouldn't say no to the concept outright however I would have to see it fleshed out more. It could be problematic. How active is he in this gang? What does this gang do? In my experience all gangs start out for mutual self-defense but they never stay there. How is he looking to make the community better? Does that involve his gang?
The way I imagine it, the gang is a lot less like real criminal organizations and more like the high school gangs that show up in a lot of anime, or the Jets and the Sharks in West Side Story, or Yancy Street in the Fantastic Four. A bunch of self-proclaimed tough guy teenagers who spend most of their time talking about how tough they are. They're quick to try to protect "their turf" from anything from outside that seems to be threatening it, but they aren't actually very dangerous, and any time they run into something that can't handle (which is a lot of the time) they call on their ace. Who is probably another high schooler or twentysomething, but a metahuman.

This assumes that the West End is a fairly decent place to live already and mostly needs protection, which might not be the case, and a Yancy Street kind of gang might be a bit too light-hearted for the game, too. If this isn't an idea that would fit, it's no problem.

Had an idea involving an immortal character that has spent their numerous lifetimes watching over a particular family bloodline because of an ancient blood debt and that family just happened to move to the West End. Logically, protecting the West End as a whole is more efficient than simply their own house, since they don't necessarily know about him. (On the fence for the last detail, could go either way)

Outside of immortality, I haven't decided on a powerset or the actual nature of the immortality yet, but that was the idea I came with for a character coming to be interested in protecting a particular neighborhood.

Trevor Delman used to be Noah Armitage, a celebrated British* hero in his day - the speedster, Verve, - part of the international scene (working mostly solo but known to take on missions for the Crown with some talk of him joining an established team); he could run anywhere in the world in very little time. His powers were a combination of superspeed and a field that lets nothing impede his momentum (even solid matter!).

* He's mostly lost the accent but it does come out occasionally as a hint of his former life.

It was an ingenious trap that eventually did him in as one villain caught him in a temporal alteration field with boundaries even Verve could not readily penetrate. He went from age 35 to his 70's in an instant. That was 10 years ago. On the advice of several of his contemporaries he decided that it was best he 'retire', change his identity, and move to a low profile neighborhood to protect him from the multitude of enemies that may come for revenge.

As the neighborhood declines Trevor will not be able to stay in retirement, only watching from the sidelines content to avidly follow Cape News, he's both a subscriber and frequent letter writer and poster to Super-Vision - both the magazine and on-line forums, and while he may not have the stamina for international bursts of speed he can still manage a few tricks. His frailty has diminished his powers considerably and his perceives his own pace as a meandering shamble at best, thus he's rebranded himself as Speed Walker.

Complications

Secret - that he used to be the superhero Verve who disappeared from the international scene, presumed dead by really just aged beyond recognition and here in hiding. Verve has a few enemies that may come calling if they realize.

Aging Mind and Body - At any point, the aging hero could fall victim to one of the various maladies of aging - Joint pain could impose penalties to physical skills and his Permeation is tempered as he can't hold his breath for very long, or even mild dementia and forgetfulness could apply other negative outcomes.

Agism - As a man in his 80's, Trevor could suffer from the world's views on the infirmary of and expectations for the elderly.

Attitude: Curmudgeony - Trevor has all the aches of a man in his 80's and none of the wisdom such a long life span could have accumulated. He is generally displeased with the world at large.

On-line trolling - Trevor occasionally writes opinion pieces for Super-Vision, the multi-media conglomerate devoted to Capes. They sometimes pay him for his work and request articles. If he didn't do it for pay he'd do it anyway as letters to the publications. His on-line handle - Octagen - is responsible for a few conspiracy theories on-line as well.

Motivation (Being relevant again) - Trevor has an inclination to do good leftover from his time as a hero, but his main motivation is to feel like he's making a difference and is once again useful.

* COMPLICATIONS *
* Motivation (Responsibility) - Raphael is the guardian of a particular family through a blood debt, having been saved by a distant ancestor. Their protection is of paramount importance, though he is a protector by his very nature, so while his sworn family is of primary importance, Raphael will prioritize protecting innocents.

* Honor - Raphael is a spirit of goodness and ultimately cannot do anything that is ethically or morally questionable or worse. In combat, he will strive not to take an unfair advantage, which may include disengaging from combat if the side of good is overwhelmingly more powerful than the enemy.

* Powerloss - If one of Raphael's wings is destroyed by whatever means, all his wing-based effect ranks are halved. If both wings are destroyed, he cannot use any of his wing-based effects. A destroyed wing can be restored by spending a day on hallowed ground.

* Weakness - Raphael is weakened when within the boundaries of unhallowed ground, taking the Impaired condition. If in such a place for a prolonged period, he becomes Disabled.


* BACKGROUND *
In a time largely forgotten, where recorded history has vast holes where records have been lost or destroyed or were never recorded, to begin with, a man of noble heart came across another who was wounded. The wounds seemed mortal, but the man had faith and rather than leave the wounded to his apparent fate, carried him home and tended his wounds.

Miraculously, over the days and weeks, the wounds did close and the wounded man regained his strength. He called himself Raphael and claimed he had been attacked by a demon. The man humored Raphael's story, presuming the supposed "demon" was simply a wild animal that roamed the area.

When Raphael's wounds had healed to where he could once again stand and walk, he thanked the man and vowed to him a blood oath, that his family and its future bloodline would be watched over, and then left, leaving the man baffled as Raphael seemed to vanish the moment the door closed.

What Raphael is exactly is not totally clear. He is unaware of who created him, but he is clearly ageless and across time he has been heralded as a god, as an angel, and in more recent times, as a superhero, and in each era, his nature seems to shift slightly to reflect these changes. Regardless of all this, he has the soul and spirit of a protector, and among the other good he has done in the world in these roles of god, angel and hero, Raphael has kept his blood oath, safeguarding the progeny of the noble-hearted man through each generation.


* PERSONALITY *
Raphael is of a gentle nature most of the time and prefers non-violent solutions to problems when possible, though it would be a mistake to think he is a pacifist or is incapable of combat. His nature to protect extends to his opponents, wishing to protect them from the error of seeking combat.

Were he to be asked if he could have a single wish, he would wish that humans could settle their differences in ways that do not come to harm or kill their fellow man.


* POWER PROFILE *
IMMORTAL BODY: Raphael is ageless and while technically can be killed, being brought to hallowed ground (That is, any place honored as holy such as a church or graveyard) will revive him after 24 hours. Besides that, he does not require food, drink or even air, though he is succeptable to wounds and environmental conditions, though his healing abilities allow him to quickly recover from the former.

WINGS: Outside of his immortality, all Raphael's powers come from his wings. The base power gives him "combat speed" flight and builds the wings themselves as a pair of 30ft extra limbs. The "Limited Manipulation" prevents him from fine manipulations with his wings, but he can use them in a rudimentary prehensile manner. Also, while the Extra Limbs have the Projection extra, it just means damage to them and damage to his body are separate. The wings are still solid when they are out so can be attacked, damaged, grappled and whatever, keeping in theme with the mechanics of Flight with the Winged extra. If a wing is destroyed, he can visit a hallowed site for it to regenerate. (Basically treating it as his wings having Immortality the same as his own, which makes sense since the wings are still a part of him.

SHIELDING WINGS: Raphael's defensive ability gives him a personal defense where he uses his wings to ward away attacks, and an area defensive ability to deflect attacks targetted anywhere within his close reach, which with the Enlongation on his wings, is 30ft. "Unperceived Attacks" include attacks that use Indirect to attack him from an unexpected angle, or subtle attacks he fails to spot. Basically if the attack itself can't be detected, or comes from somewhere he can't see the attack coming from, he cannot deflect it.

ENERGY WINGS: Raphael's main effect array can attack, heal or increase his flight speed significantly. His wings are solid, but not bound by physics, making his flight only partially physics, but largely supernatural in nature. Even so, its still winged flight, so binding his wings does prevent it, as it does all his other wing-based effects.


* NOTES *
Angel is a defense role hero with good maneuverability for mobile striking, really fulfilling his role as a defender with his wings.

Favored Environment (Airborne) is assumed that the combat is primarily airborne and does not confer the bonus against opponents on the ground.

Angel has Eidetic Memory and quite the ranks in History, making his knowledge of events in history quite extensive. He has been around a long time, so tends to know a lot of people simply by paying attention to what is going on in the world which is the nature of his Well Informed advantage. He's also amassed a modest fortune (Benefit (Wealth 2)) simply in objects considered antiques and relics by the modern age back when they were simply mundane items for the age he obtained them in.

His wings are the crux of his powers though, and while durable, they can be damaged directly. While damaging them doesn't hurt Angel himself, it does impair his powers.

While Grappling is not a central focus of his combat tactics, he does get a +3 bonus (Added to his 2 Strength) between Extra Limbs and Elongation as long as he uses his wings, if he does this however, he can't fly since his wings are occupied.

Design Notes
:arrow: First thing I want to ask about is the Benefit. It's essentially a variant on Inventor, allowing her to use different skills but the same rules to procure items from time to time. I've used it in tabeltop and I find it works, but you might not feel the same way. It could be used to acquire a "rank" of Wealth in order get food or other supplies. It could also be used to get temporary equipment or even a temporary HQ. It's not meant to suddenly arm a group of civilians with guns.
:arrow: Her Create power ("Sheathe") is meant to be her wings suddenly expanding. From forming a shield on her arm to the move Falcon pulls in Civil War where his wings provide cover from bullets to forming a bubble around her to protect her and someone close to her... that's the intent here.
:arrow: Two power stunts that appear to come from nowhere as it were, but are part of what I envision the eventual source of her powers. The source of the metal has something to do with the Freedomverse equivalent of Nth metal, and thus the source of most of her powers is part gravitic. I'm iHopping (waffling) on this though. Hence, stunts.
:arrow: I called her main powerset "Rising Star" as homage to Megastar.
:arrow: Her wings are more akin to the X-Man, Archangel than Hawkman (or in this case, the image of Hawkgirl).

Concept Notes
:arrow: Guardian Angel started as a Freedom Eagle legacy, I was going to have her break into O'Connor's home, discover the harness and convince him to let her be the new Freedom Eagle. But I didn't really find that to be a fun angle, and it was really "just" a Hawkgirl homage at that point.
:arrow: Then I thought of the Scarab. A Blue Beetle homage to be sure, but what about a less powerful version? Potential, but not quite what I wanted.
:arrow: Coming back to my original idea, I was hit with the idea of a homeless teen, empowered by someone or something. And I was flipping through 2nd ED and 3rd ED Freedom City and I hit upon Megastar. And Guardian Angel came together as a sort of "offspring" of Megastar.
:arrow: I went with this powerset, a bit of a hodgepodge to start, but I wanted to keep the character grounded as a street hero despite the flight powers.
:arrow: Now, sadly, I realize that I've come up with a concept somewhat similar to EpicEclipse...

Background
Veronica Stein ran away from home at the age of twelve. Her parents weren't abusive. Her parents weren't into drugs or the like. By all accounts, Veronica had it good. Her parents were wealthy and she wanted for nothing. They were sending her to all the best schools - even primary school was an elite private school. Her future was bright. But she felt stifled, she felt alone. She stops short of complaining that money doesn't solve most of the problems of today's world, especially now, but she knows that it doesn't bring happiness. It's cliche perhaps, but its the way she was growing up and she wanted more.

Her parents always leaving her to nannies and tutors and caregivers, Veronica became disinterested. She didn't want to rebel or cause trouble to get her parents' attention; in fact, she probably didn't realize that's what she actually wanted. So, at twelve years old, she ran away from the wealthier areas of Freedom City and found herself homeless in the West End.

It was a stupid thing to do and while she regrets it to some extent, she truly doesn't believe her parents care enough about her to miss her. She figures they can go on their vacations and flit around the world without care now, Veronica a distant memory. And so, she won't even consider going home. She has crafted the identity of Rachel Beck, a more mundane and troubled teen, as her "street identity" and found a few other reasonably good teens with which she has rented a small apartment that they can barely afford with the handouts and odd jobs they manage to hold down from time to time.

Things were tough, and life on the streets - even with shelter - is not easy on anyone. But Rachel and her friends made the best of it, even trying to get tutoring through local after school programs. But questions always came up, and she'd find herself giving up.

One day, about three years later, things took a bizarre turn. This was Freedom City, so supers and capes were nothing new and neither was collateral damage. You just had to watch where you walked and most of the time you'd be okay. But Rachel happened to be in the wrong area when Megastar and others were involved in an altercation with a group of powered villains. Instinctively, Rachel ducked for cover, but then events started happening that changed her life again.

A kid separated from his frantic mother, caught on the other side of a police line... A badly damaged building... A car on fire... Rachel reacted without thinking and slipped through the police line and ran towards the kid, hauling him back to his mother. The explosion and impact of Megastar into the pavement behind her sent her sprawling, the child thrown into the air (and thankfully into the arms - however awkwardly and painful for both of them - of a police officer). Rachel saw stars, and she was sure she saw Megastar's skin melting off him, or at least oozing and moving... She crawled towards him, reaching out before she passed out.

Rachel woke in a hospital room, panicked at the thought of being in custody of any kind and promptly snuck out of the comfort and warmth and back to her friends. Over the course of the next few weeks, she started developing powers and abilities of her own. She decided to keep them on the "downlow" and became a Guardian Angel to her community.

Yup, seems we both submitted angel themed characters. Though, frankly, they are quite different. You liken yours to Hawkgirl while mine is actually themed on the power set of Orihime from Bleach (just given a very different coat of paint... but essentially we have a shield, a heal and a strike). Raphael's background is more inspired by Hancock (the Will Smith superhero film).

I think it's fairly safe to say they are viably different. Their only true similarities are in naming and having wings. The nature of thier wings and how they use them is pretty different.

Also, your picture doesn't work. You linked the wrong URL I think.

Doctor Ivan Romanof

Ivan was always the problem kid. His parents had established in an area of russian immigrants on the westernmost quadrant of West End, which also segregated from other kids of his age at school. He didn't learn english until he was 10! Of course that had a negative impact in his early years, he was not socializing with the other kids, spending his time confined and tinkering with whatever he could get his hands on. His obsession became his profession, and he took his studies with the same obsessive nature he had taken everything before. To pay his studies he made repairs in the neighbourhood, offering his services for some dollars. He quickly became a legend among the old russian immigrants, as he repaired the treasures of old they have brought with them years ago. Even without noticing it, he had obtained degree after degree, achievement after achievement.
But time is a cruel mistress.
It came the time that his parents needed him and he wasn't there. And he lost them, the only people in the world he related to.
Ivan was devastated, and unlike most people, he took the bitterness of life and focused it into his work. It was perhaps that fact that turned him into a deranged mad scientist when the national research council rejected his project of robot assisted care for the elderly on moral grounds. Outraged, he went so far as to threaten the councilmen and got himself fired from his university position. He started to lose it all, his house, his things, each thing drawing him closer to the edge.
Eventually he moved to his parent's house in the old neighbour. Things have, naturally, changed in West End, crime had overrun certain areas, and it was not the quiet neighbourhood of the outskirts it used to be when he was young. After the death of his parents, he had neglected the upkeep of the house, not renting it, just kept it close. It was to painful. But now he had to, there was nowhere else for him to go. Nowhere to plot his revenge and build the robots he had proposed, but not without some significant improvements. He chuckled and outright laughed thinking on the faces of those fools from the council. He had managed to salvage most of laboratory equipment and quickly set to work, improving the the old house and turning it into a concealed high tech workshop. However, he soon realized he would need food and more money to coast the costs of the robot army. He didn't have an army of combat droids to do his bidding and break in a bank yet, so he had to do what he did for money when he was a kid. Repair stuff. There was still some old people from the time he was young around, and so he found it not to hard to get some money quick. Surprisingly enough, he found that he now had made friends with these people. Mr Brown had offered him to care for the house garden in exchange for the repair Ivan had done to his kitchen. Mrs Sven was delighted that her grandmother's sewing machine was working again, so she offered Ivan a month of free bread from her bakery. Even the younger generation was crazy about Ivan, he could fix their phones and their gaming consoles in minutes! He saved the parents fortunes, and found he was dedicating more time dealing with West End's needs than with building his robot army. In fact he had to redesign the prototypes as servants and maids rather than killer automatons, as his odd jobs had him outside the house most of the time, and the daily chores started to pile up.
But time is a cruel mistress.
And criminals are even crueller. The bag of bread fell from his hand, as he was stopped in his tracks in shock. Mr Brown was laying in the street, his lifeless eyes staring at the sky, before a policeman covered him with a white blanket. The other details didn't matter much to Ivan. He had another purpose in mind. To protect these people that had offered him their kindness.

Complications
Neighbours : Ivan cares deeply for his neighbours, and any of them might have problems that need solving, or be targeted to get to him by shady organizations
Too smart : Olev tends to think he is the smartest person in the room and is prone to offend people thinking that way
A few loose screws : His traumatic past has left Ivan a not very levelled person.
Ex-Mad scientist : Prone to ethic-breaking experimentation

Thanks! I'm remembering my psychology of aging courses in college... way back when. It'd be interesting to explore that as it may apply to a superhero game.

Trevor is an atheist. Raphael would just be a delusional meta or alien choosing to deceive us for some reason; any claims should be suspect... :)

Raphael isn't technically an angel. Not even he is certain what he is aside from "purpose manifest". And he hasn't always appeared human. His physical form has changed over the silly long lifespan he has with each era. He used to have the feathered bird wings but even those simply grew one day and then more recently became a sort of energy rather than feathers.

Of course, even without claiming he was heralded as an angel only a few centuries ago, just saying he's been around "since the beginning" is skeptic-worthy for sure.
