I might have finally found someone for this(Haven't worked it all out yet,but at least this one might work...)

Enemy (The Grue )-Nova's father was killed by a disquised Grue Metmorph in the Senate&he despise's the ground they walk on...
Motivation(Responsibility)-Being stuck on this Planet for the Forseeable Future,No-Va has taken it upon himself to show the world what a Lor Soldier is...
Honor-Due to his strong military Upbringing,Nova follows "SOP"(Standard Operating Procedures)at all times...
Relationship(Sara Grant)-Nova ran across(and saved) the young empathy as she was being "Escorted Home" by some of her Father's Super-Goons.Ever since,she's been "tagging along" on his solo missions,all but Forcing Nova to train her just so she can survive...

Background:
Nova's father&grandfather were both senators(and former Military officers),so he was naturally going to follow in their Footsteps and joined the Lor Military.He was on the Fast-Track to Military Command when Tragedy struck:His father was killed trying to stop a Grue Metamorph that was in the Senate.Giving into his Grief,he quite The Military and,Buyinga Starship he renamed The Rake,he went out and started hunting down The Grue.Shot-down in Earth orbit during his most Recen(and Voilent)Fight's with a Grue Scout Ship,he was forced to make an Emergency landing in Great Bay(In Freedom City).Ounce he got out of his ship,he immediately sought out The Freedom League for help.So,In exchange for Helping him to "Settle In"and repairing his Ship's star-drive,He now works for The League as an Auxillary Member...

Equipment is NOT allowed. We're not using Quick Draw.
Powers:

Autofire is not allowed.

This is too similar to Palooka Joe's concept.

Question for Penny, we've already discussed the Dodge Focus Issue, my solution is to drop 2 ranks of it, and purchase 2 ranks of protection. Giving me a Defense of 8 & a Toughness of 12, still within the +3/-3 trade off range.

However while looking at Power Core, I realized one of my ideas is that his body is changing to be something closer to a fission reactor. I had planned to buy Life Support as his body's biological functions began to cease. However, looking at my Fort Save & the amount of Protection I purchased, for the same points, I could purchase 30 Constitution, and still keep 2 Ranks of Protection. I am *not* looking at Super Strength, just a hardy, durable, body that contains a nuclear reaction within.

Is a tweak like that permissible to you? It still stays within the concept of the character, it actually makes more sense in my opinion.

Updated the build, and I will work on shifting the Dodge Focus to straight Defense with some earned PP. Also, after typing out my thoughts above, I may add a new Complication, something along the lines of "Something more than Human", which will cause any Treatment or Heal effects to take Disadvantage on the roll, as his physiology is changing to something no longer strictly human.

I'm good to go, though Month End, Year End and other Admin stuff have kept the office pretty crazy, so my posting has been sporadic at best.

Things will settle by Thursday though at the latest!

That's a shame, but I can understand. We have been a bit slow with responding to things. Maybe a more strictly mechanical test would work better for your purposes?
