Maybe,but it depends on if they recognize said Rancher as a member of their Species(they can revoke almost everything in Babylon 5 after all... :D )

Background:
Alfred Bester is a Babylon 5 character played by Walter Koenig. He is a senior Psi Cop and a recurring antagonist in the series. J. Michael Straczynski named the character after the science fiction writer Alfred Bester, since telepathy is a recurring theme in his work (most notably The Demolished Man, which partly may have inspired the Psi corps and the "death of personality" legal punishment in the Babylon 5 universe).

When Bester first appeared in the Babylon 5 series, he was in pursuit of a powerful telepath named Jason Ironheart, who had been the victim of illegal genetic and drug experiments by the Psi Corps in an attempt to create a powerful supertelepath, a P20 or beyond. Bester didn't get along with the command staff, a point which continually occurred throughout the series.

Bester eventually agreed to work with Captain John Sheridan at several points during the Shadow War particularly after the Shadows captured someone very close to Bester. However, after Michael Garibaldi was captured during an attack by the Shadows on the station, Bester was able to secretly recover and capture him in turn. Bester had become aware of an anti-telepath conspiracy, and decided to try to use Garibaldi to expose it. Bester subjected him to subtle reprogramming in order to use him as a sleeper agent. He exploited Garibaldi's inherent traits of paranoia and distrust of authority, correctly believing that the conspiracy would view Garibaldi as a prime recruit once alienated from his friends and work.

The wealthy industrialist William Edgars, the plot's mastermind, believed that a civil war among humanity would be counterproductive no matter how totalitarian the current regime. Edgars insisted that Garibaldi draw out Sheridan before he would bring Garibaldi fully into his confidence. Garibaldi, not suspecting why he was so driven to find out the innermost secrets of the plot, betrayed Sheridan to agents of the corrupt President Clark. Edgars then revealed that his pharmaceutical company, Edgars Industries, had perfected a lethal virus which would attack telepaths' unique genes. Any infected telepath would quickly die without regular doses of the antidote they had also created. This would reduce telepaths to a slave race and avert the war which many normals and telepaths believed loomed on the horizon. After learning this, Garibaldi entered a fugue state, and alerted Bester and the Psi Corps. The Corps murdered William Edgars and captured the only known samples of both the virus and antidote. Bester came to Garibaldi, still locked in his robotic paralysis, and revealed the details of the brainwashing and the deception. Although tempted to kill Garibaldi, Bester instead removed the commands and left Garibaldi to cope with the realization that he had betrayed everyone he knew on all sides.

It was later revealed that, even with the programming removed, Bester had left in place an 'Asimov', a type of mental block - adapted from the first of Isaac Asimov's Three Laws of Robotics (Bester stated that it had been adapted from the first two of Asimov's laws, but his explanation only covered the first law) - knowing that Garibaldi would likely murder him on sight if not prevented from doing so. Lyta Alexander eventually agreed to remove the block from Garibaldi's mind, once he had helped her destroy the Psi Corps.

I was always a big fan of Babylon 5 for....most of it's run(i stopped watching after they moved the focus away from the Station itself) and loved Koeing's character and what he represented in the stories(i have a thing about Noir type stories&settings),so it's nice to see Bester written here,thanks BG! :D

James Bond is an agent in the British Secret Intelligence Service, commonly known as MI-6, and a Royal Naval Reserve Commander. The "double-O" prefix indicates his discretionary license to kill in the performance of his duties.

James Bond actors each had a different version of the character, often differing from the character written by Ian Fleming. An overall discussion of the whole character of Bond is a subject that has entire books dedicated to it.

Build Notes:
The items listed under Equipment for James Bond are merely the most commonly used. Fortunately, in the M&M game, Bond has plenty of options for breaking out the odd or unusual piece of equipment. Bond has considerable wealth and mundane resources, covered by his Wealth Benefit Advantage and not listed. He doesn’t have to worry about getting an ordinary car, plane, vacation home, or common item of electronics, for example, so long as Bond’s credit card handy and his MI-6 expense account will probably reimburse him.

Next, he can use Power Stunts in conjunction with his other equipment to jury-rig or “happen to have” a particular useful item. Like any other power stunt, this piece of equipment is generally good for one scene in the adventure, but the GM is encouraged to be flexible when it comes to Bond’s gear.

Finally, Bond has his Q-Branch Requisitions Power, giving him up to 30 Equipment Points for special gear. My general thinking with Bond is that he is incredibly naturally gifted, supremely skilled and well trained, and utterly outclasses his opposition... But he’s mostly dealing with “normal” soldier, guards, and other PL3-5 types. When he does run into serious physical opposition like “Red” Grant, Jaws, or Onatopp they are generally PL6-8 types and usually more narrowly focused than Bond.

The masterminds he deals with are often PL8+, but it’s all in Skills and Doomsday Weapons. Guys like Ernst Blofeld and Auric Goldfinger aren’t going to win any fist-fights... But they’re schemers on par with Lex Luthor.

The Batman would win any physical confrontation between the two of them, I mean, Bond is a dangerous man but he’s not even the greatest fighter in his own self-contained universe. He’s good, but many are better... The Batman is, well, Batman.

Bruce Wayne’s detective skills and investigative prowess would probably let him unravel Bond’s scheme pretty easily. Despite being a “spy,” Bond doesn’t usually engage in deep cover operations or disguise himself. His missions are covert only in the “keep it discrete and deniable” sense. Within about fifteen minutes of him announcing himself to the hostess at The Iceberg Lounge as “Bond. James Bond.” the Bat-Computer would be spitting out a full dossier on him and Bruce would have been alerted to the presence of a high-level MI-6 Double-0 agent operating in his city. Within twenty-four hours, the Batman would probably have figured out why Bond was in town, who his target was, and tracked him down to whatever penthouse suite he was ravishing his most recent femme fatale in.

Bond would probably try to keep the Batman from interfering with his mission. But quickly shift gears into getting the Batman to cooperate with him once it became clear that Bond had been found out. The Batman would probably stop Bond from murde... er... sanctioning his target. But, the pair would stop whatever doomsday plot the bad guy(s) have been up too.

Then, in the final scene, Bond will say something witty and clever to let the Batman know that Bond has known he was Bruce Wayne all along.
