The Multiverse in My Head
Mutants & Masterminds Settings
Powered by 2nd Edition

Atomic Rampage!
Inspired by Godzilla movies and Marvel monster and superhero comics, Atomic Rampage! is a world of giant monsters, monstrous heroes, and super-science.

Covenant
In the far, far future, the ancient Covenant has overseen the galaxy for thousands of years. But now it is beginning to fall apart. Space opera populated by superhumans, powerful aliens, and elder evils.

Extras
Post-apocalyptic America overrun by mutant superhumans, driven mad by taint and their own powers. What remains of western civilization is protected by an elite band of extranormal agents, each one a ticking time bomb.

Fantastic Victoriana
In the mid-19th century, France is overrun with undead, Germany is involved in a cold war between magical and technological halves, the United States is locked in a bloody civil war, and Britannia all but rules the world, thanks to its superhuman agents, advanced steam-powered technology, and magic.

Foundation
The Earth is a hub of a dimensional network, sought out and fought over by alien creatures from a dozen realities. Extraterrestrial beings from beyond the solar system have been drawn here too, while the Earth itself offers up ancient secrets and forgotten wonders.

Guardians
The Guardians are the world’s premiere team of superhuman defenders, employed by the United States government and dedicated to protecting the world from any and all threats. A standard four color setting.

Hyperborea
Center of the Earth or parallel dimension? The eternal sun shines regardless upon the ancient jungles populated by dinosaurs and other extinct animals. Lost civilizations, including Atlantis and Lemuria, have outposts here, as does a plucky band of adventurers from the surface.

Legends
Magic has returned to the Earth, thanks to an ancient ritual conducted by dilettante cultists, who were not fully prepared for what they unleashed upon the world. Strange things are rising, society is changing, and a gifted few may hold the key to everything. Urban fantasy.

Los Dorados & Empire City
Crime ridden cities where normal people live in abject fear, where masked vigilantes offer the only hope and strange mutants with extraordinary powers try to find their destiny in a world that fears and distrusts them.

Mystery Institute
In the years following the Great War, Eliot Stirling creates a band of investigators and explorers dedicated to cataloguing the strange and wondrous parts of the world. Pulp adventure in a world of foreign masterminds, ancient evils, and domestic criminals.

Mythic Greece
On the oceanic world of Tethys, Jason of the Golden Fleece and his Argonauts defend humanity from the depredations of the Titans. But Jason holds a secret that is too terrible to share with his allies…

Sigil
Two bands of god-like beings conduct and experiment, using a typical American city. What happens when that city suffers devastation, finds itself cut off from the rest of the world, and citizens suddenly begin manifesting extraordinary abilities?

Sverdheim
In the north lies Sverdheim, home to squabbling kingdoms of barbarians. Trolls and giants lurk in the wilderness. Ancient tombs hide untold riches. And an empire from the south seeks to expand into this cold, savage land.

I spend way too much time making settings and characters that I will never actually get to use at a table. But I don't want them to go completely to waste.

I do all original characters (although obvious pastiches are obvious), no conversions. I work with the 2nd edition of the game. And I have no art (well, mostly - the Covenant when I get to it will feature art).

So this is bound to be a popular thread, he wrote sarcastically.

Anyway, I am starting with Atomic Rampage! because of the alphabet, and also I've been working on that setting most recently.

Atomic Rampage!

The detonation of the atomic bomb in 1945 not only ended World War II and ushered in the Cold War, it also unleashed powerful forces that would shortly transform life on Earth. Radiation caused mutation, benevolent and malevolent. First came the monsters: giant insects and arachnids, mutated lizards breathing atomic fire, enormous primates clambering up tall buildings. Gradually, human mutations began to appear. Giant sized humans, men with scales and fur or looking like the living dead – women with moth wings spitting acid, or horns and tails, or metal skin. The superhumans at first seemed to herald a legitimate chance for humanity to deal with the monsters in their midst, but it soon proved apparent that twisted bodies possessed twisted minds. Most superhumans proved as much a threat as the mutant animals.

But a small handful proved heroic. Each generation brings more men and women to the fore, transformed by tragedy, but willing to use their new, frightening bodies and abilities in the service of humanity.

The stage is further complicated by a host of alien lifeforms interested in what is transpiring on Earth, eager to take advantage of the mutagenic possibilities. Genetic engineering and nanotechnology are proving just as dangerous as atomic energy. Extradimensional entities have penetrated into Earth’s sphere, finding the energies in the atmosphere to their liking. Human ingenuity, pushed too far, has produced robotic servants and robotic vehicles designed to protect humanity.

And yet, somehow life goes on as normal. It is still recognizably Earth, still recognizable the 21st century. Just with more monsters.

Inspiration: The Incredible Hulk, the Fantastic Four (especially the Thing), Hellboy, Giantkiller, Titano the Super-Ape, Monsters vs. Aliens, B-movies of all kinds (THEM!, The Amazing Colossal Man, Attack of the 50 Foot Woman, Beast from 20,000 Fathoms, etc.), King Kong, Godzilla, Kaiju films, Frankenstein, the Cthulhu Mythos

Project Atomic
Security and military personnel quickly realized that the best defense against the monsters, weirdness, and aliens of the Post-Atomic world was a good offense. To that end, they began looking for “enhanced” persons who remained recognizably human in outlook and psychology. The patriotic they recruited, the greedy they lured with huge cash stipends, and the desperate they promised to aid. Custom clothes, durable equipment and living quarters – not every gifted person could afford these things, but Uncle Sam could, in the cause of protecting Western Civilization from the advancing atomic horde.

Despite the best efforts of hordes of scientists, medical staff, psychologists, and intelligence operatives, Project Atomic’s success stories are few and far between. Human beings were simply not designed to handle the stresses of transforming into monstrous forms, wielding terrible powers, and other attendant dangers of superhuman life.

Project Atomic Headquarters

Toughness: +20, Size: Awesome
Features:
Combat Simulator, Communications, Computer, Defense System, Fire Prevention System, Garage, Gym, Hanger, Holding Cells, Infirmary, Isolated, Laboratory, Library, Living Space, Pool, Power System, Security System 3, Workshop

“Atomic City,” as the compound is often called, is a research and training facility located outside of Los Alamos, New Mexico. It is home to over five hundred scientists, psychologists, soldiers, and other personnel, a self-sufficient community whose sole purpose is to feed, house, and monitor the superpowered employees of the United States. It is a sprawling campus, bounded by an electric fence and further protected by three guard stations, one for each of the roads that lead into the compound.

Civilians and most personnel only see the top level of Atomic City, the surface structures, roads, and buildings, but the heart of the organization extends deep into the Earth. Corridor after gleaming corridor extends 14 stories underground. A sizable sub-section of the facility has been constructed to allow oversized agents (such as Mega Woman) or captured kaiju and other monsters to be comfortable within the underground facility.

The Bus
The largest vehicle in the PA hanger is the “Bus,” an enormous jet with VTOL capability, capable of carrying the entire team, including Mega Woman, anywhere in the country at a moment’s notice. The Bus includes a fully stocked infirmary, as well as a number of containment units to incarcerate dangerous creatures or metahumans, and a computer net-linked to the Project Atomic servers in Los Alamos.
STR: 70 (+30), Toughness: +15, Defense: -12, Size: Awesome
Features:
Alarm 1, Communications, Computer, Holding Cells, Infirmary, Navigation System 1
Powers: Flight 7 [1000mph, 8800 ft./rnd]

Jump Jet
When smaller teams are required on an operation, the jump jets are employed. They are basically flying armored personnel carriers, and come equipped with containment units for captured monsters or metahumans. There is also space large enough to carry either one Humvee or SUV.
STR: 45 (+17), Toughness: +12, Defense: -2, Size: Huge
Features: Communications, Computer, Holding Cells, Navigation System 1
Powers: Flight 7 [1000mph, 8800 ft./rnd]

Humvee
The primary ground vehicle when combat is expected, the all-terrain Humvees are equipped with a rotary cannon mount.
STR: 40 (+15), Toughness: +10, Defense: -1, Size: Large
Features: Communications, Jumping Jacks, Off Road Movement, Tire Inflators
Powers: Blast 8 [Autofire 1]
Speed 5 [250 mph, 2200 ft./rnd]

SUV
The primary ground vehicle for Project Atomic agents, the SUV is an all-terrain vehicle used in urban and wilderness environments. The SUVs are equipped with sensor and communications packages, but do not come standard with any weapons.
STR: 35 (+12), Toughness: +9, Defense: -2, Size: Huge
Features: Alarm 1, Communications, Computer, Off Road Movement, Tire Inflators
Powers: Speed 5 [250 mph, 2200 ft./rnd]

Director Madalyn Dunajski
The director of Project: Atomic is a political appointee designated by the president of the United States. It is not exactly a cabinet position, nor is Project: Atomic part of the armed forces (although it is closely allied with them). However, due to the ever present danger posed by kaiju and superhumans, the director of Project: Atomic must possess a number of emergency powers and is placed on a rank roughly equivalent to a member of the Joint Chiefs of Staff.

Madalyn Dunajski is a political animal, but a brilliant one who is fiercely dedicated to the protection of the United States and the world. She has served a number of administrations as an advisor, and ambassador, and also served two years as assistant director of the CIA. She inherited Project: Atomic about a year ago and took very little time settling in to the position. But that is the nature of the job. The world and its monsters do not allow a grace period. She splits her time equally between New Mexico and Washington, DC.

Description: A statuesque woman with long, silver hair and piercing blue eyes, Madalyn Dunajski is in her early 60s but shows few signs of slowing down. She wears glasses and usually has a cell phone and a sidearm close by, although she considers the phone her greatest weapon. Equally comfortable in evening wear, military fatigues, or a suit, she adeptly balances her responsibilities as director of Project: Atomic, using her experience and contacts in Washington to ensure plenty of support for what she considers the most vital line of defense in the nation’s arsenal. Unlike past directors, Dunajski has also taken the time to interact with and get to know the superhumans who make Project: Atomic so effective.

General Malcolm Buchanan
Buchanan is a Virginia native who took an ROTC program to help with college, and ended up becoming career military. Hhe has extensive first-hand experience dealing with kaiju – he achieved the rank of major following a field promotion earned while battling a rampaging monster in downtown Dallas fourteen years ago – and was recently appointed the commanding general of the armed forces at Project: Atomic. Buchanan is a no-nonsense, pragmatic, lead-from-the-front sort of person, and his tendency to throw on a jet pack and grab a gun when things get hairy has engendered an equal mix of respect and concern amongst those below him.

Description: Of medium height and build, with his hair just beginning to go gray, Malcolm Buchanan is a middle-aged African American man with gray eyes and is seldom seen out of uniform. He takes his job extremely seriously, and values every man and woman in his command.

Doctor April Yoshida (Psychology Department Head)
April Yoshida has been a psychologist on staff with Project: Atomic for over ten years. Her job used to be fairly routine, looking after a collection of scientists and soldiers, but all that changed when Larry Lennox first transformed. April was the first psychologist to assist the young man, and they have become good friends since. Her facility with the transformed and her pioneering work in the field earned her several promotions. She is now running the department and looking after the mental health of men and women who possess enough raw power to conquer the planet. It’s a daunting task, but one she believes is necessary. Unlike many on base, April never treats the “talent” as anything less than human beings.

Description: April is a Japanese-American woman in her early middle years. She keeps her straight black hair trimmed short and wears glasses. She usually dresses in suits, but knows that being “casual” helps her charges feel more comfortable around her, so she can often be found in jeans. April has struggled with her weight all her life, especially since according to her mother “Japanese girls are supposed to be thin,” but she likes to bake sweets too much to give them up completely.

Under the Hood
If this were a comic book series, these three would form the core of the team's supporting cast. Two characters to give them orders, call them out, make life difficult for them, and back them up, and one character to literally support them. The members of the Project Atomic team all possess a variety of psychoses stemming from their mutations, so Dr. Yoshida would probably be the most used and relevant supporting cast member.

Lizard King, Lawrence Lennox
Lennox is only eighteen years old, and he is already one of the strongest beings on the planet. Lennox grew up in New Mexico, the oldest child of two physicist parents, who were working at Los Alamos researching the explosion of atomic powered monsters. Lennox was visiting his parents on site when a freak power surge unleashed a wave of potentially lethal telluric radiation throughout the research lab. While his parents and the other researchers were mostly safely protected in radiation suits, Lennox was not. The radiation reacted with his biology, transforming him into a giant, muscle-bound lizard man. Initially frightened and enraged by the transformation, Lennox fought the army and nearly destroyed the base before his parents were able to get him under control.

Since that time, his parents have searched for a cure (and in a larger sense, are searching for a cure to the entire epidemic), while Lennox has joined the employ of the Project: Atomic. Given his enormous physical abilities and durability, and despite his youth, the government has made use of Lennox in battling and containing hostile monsters that threaten civilization. Lennox has adapted fairly well to his new position in life, and has even begun to enjoy all the action and adventure; but he is still a teenager, with all a teenager’s hopes and dreams, and he desperately hopes to become human once again.
  • Harvey “Harvard” Lennox and Kayleen Lennox, Larry’s physicist parents. Harvey is a tall, older African American man going gray at the temples, while Kayleen is a petite Asian American woman in glasses. Both parents are supportive of their son, allowing him to work for the government as a monster fighter and superhero (in no small part due to the subsidies) while also researching a cure. They look on their son with a mixture of pride and concern

Description: “Lizard King” stands about 11 feet tall, broadly built, heavily muscled, with a triangular body, elongated arms and bandy legs. His body is covered in scales of varying sizes, tiny across his head and chest, large and hard across his shoulders, back, and thighs. He is dark green on his back, shading to a light green on his chest. His eyes are large, yellow, and reptilian, but he retains his normal features, albeit blown up a bit. A shock of green hair adorns the crest of his head, although he is otherwise hairless. Lennox moves with a heavy tread, and he is still getting used to his enormous strength, with a tendency towards clumsiness and breaking things. He tends to be tongue-tied around girls, and feels most comfortable when cutting loose and hammering some terrible monster with his scaly fists. He dresses in custom made clothing, t-shirts and jeans, but goes into combat in nothing more than a pair of dark blue biker shorts.

While he is normally superhumanly strong, perhaps one of the strongest individual beings on the planet, and virtually invulnerable to harm, Lennox also possesses the ability to almost instantly evolve defenses against any new environmental threat or even repeated use of esoteric powers.

Under the Hood
The first time I made Lizard King, I started with his powers and ended up not having enough points for skills. So the brilliant scientist I envisioned - in keeping with his obvious role as the Hulk of the setting - instead got relegated to teenage superhero. Eventually I realized that power point caps are for accountants, and rejiggered Lawrence to more accurately reflect the vision I had in my head for him. I kept the teenage persona, though, because I liked the idea of an awkward kid with all that power. That also meant I could include his parents as the brilliant scientists, and the supporting cast started to take shape.

Mega Woman, Denise Swan
During the summer before she entered her junior year at UCLA, Denise Swan took a camping trip into Bryce Canyon National Park in Utah with her boyfriend, Keith Morse. A meteor struck their camp on the third night of their trip, narrowly missing the two of them. A huge purple rock, the meteor radiated a malevolent violet energy that washed over the two campers. Both sickened, and had to cut short their trip, returning to town. In the hospital, the radiation ran its course, transforming the two of them. Denise started to grow and grow and grow, and didn’t stop until she was about sixty feet tall, superhumanly strong and durable. She went around wrapped in sheets for a while, until the government stepped in and took the two of them into Project Atomic. In return for helping to keep the peace, PA has given Denise some semblance of a normal life, with friends and co-workers and a chance to continue her studies. Still, it’s pretty damn weird living in a world of tiny people, and she would just as soon be normal sized again.

Description: Towering at a height of 65 feet, weighing in around 250 thousand pounds, Mega Woman is buxom and pretty, with a shock of purple hair and warm violet blue eyes. Being the size of a billboard has forced her to become more outgoing and less shy than she used to be, although her sense of humor is almost certainly a coping mechanism. Adjusting to life as a permanent giant has not been fun. She wears a pair of tinted goggles to protect her enormous pupils from light, and a form-fitting black and purple jumpsuit with an enormous “MW” across the chest. Instantly recognizable and impossible to miss, Denise is very careful and deliberate with all her movements. She can lift a battleship with ease, and shrug off the attacks of the same with little trouble. Her musculature is dense and largely proof against harm, and she is able to close and fight kaiju hand to hand. That she is more than willing to do such a thing may indicate a death wish of some kind.

Under the Hood
So Monsters vs. Aliens is an obvious inspiration for Atomic Rampage!, and Mega Woman basically slots into the space occupied by Ginormica. I like giant heroes anyway, but of course she needed the limitation of being permanently huge in order to fit the theme of "monstrous superheroes." She's stuck at that height and will never have a normal life. Thus the psychologist on staff in the supporting cast, to keep Mega Woman from going on an Attack of the 50 Foot Woman style rampage, like so many other kaiju in the world.

It is difficult to come up with names absolutely no one has ever used before, isn't it?

As for this Mega Woman, she's not the only giant hero in the setting. But we'll get to them in a bit. I hope to post 1-2 characters a day after this initial push. We'll see how it goes.

Rock Man, Keith Morse
During the summer before he started his junior year at UCLA, Keith Morse took a camping trip to Utah’s Bryce Canyon National Forest with his girlfriend, Denise Swan. A huge purple meteor, glowing and generating a strange violet light, landed near their camp on the third night of their stay. Both young people sickened, and were forced to return to town. At the hospital, the radiation ran its course, transforming the two of them. Keith’s skin grew hard and darkened, and he transformed into a being made of stone, a living outcrop of volcanic rock. Their plight quickly drew the attention of the United States government, who invited the pair into Project Atomic. In return for helping to protect humanity from monsters, Project Atomic has given Keith a chance at a normal life, with co-workers and friends and college courses. Although getting a business degree doesn’t seem worth it anymore. Always something of a thrillseeker, Keith enjoys running around, jumping out of planes, and pounding on giant monsters. It distracts him from the fact that the woman he loves is sixty feet tall, or that he’s no longer human, strictly speaking, and that he’s never going to have anything resembling a normal life.

Description: Keith was always a big guy, but now he’s almost as wide as he is tall. His physical body has been transformed, and appears to be made out of some kind of volcanic rock; faceted, cracked, and slightly glossy, but predominantly black in color. He grinds and rumbles with every movement, as his rocky hide rubs against itself. Virtually indestructible, he no longer even needs to breathe, although some kind of internal organs have survived his transformation and he still requires nourishment. His eyes have remained human normal as well, a warm hazel that seems to put people more at ease around him than, say Lizard King. Rock Man is superhumanly strong, though not nearly as strong as his teammates, and can secrete lava from the palms of his hands, allowing him to burn through nearly any substance. Rock Man can also slip into the earth’s crust and move through it at incredible speed. He tends to wear a lot of XXXL tank tops and loose shorts, but when going into action he puts on a pair of red pants and black boots,

Under the Hood
I like duos. Mega Woman and Rock Man are a package deal, but their mutations complicate their relationship considerably. How do you date a sixty foot woman ?(very carefully) How do you date a rock? (ask Alicia Masters) Throw in some giant monsters to punch, and you've got yourself some superhero drama!

Rock Man is basically the Thing, but with some extras, and he lacks the blue collar sensibility that makes Ben Grimm so great. But there's no sense in copying everything.

Lizard Queen, Jill Jameson
Jill Jameson was working as a lab assistant for the Lennox family when one of Harvey and Kayleen’s attempts at curing Larry went awry. The machine exploded, stunning Larry, and Harvey and Kayleen would have been killed if not for the quick thinking of Jill. For her troubles, Jill received a lethal dose of telluric radiation, the same that transformed Larry. Luckily for her, her biology reacted similarly, and she was transformed into a muscular reptilian woman. A little older and a little wiser than Larry, Jill did not react well at first – she’s all too aware of what she’s lost. She and Larry fought across the Los Alamos complex until Jill calmed down. The Lennoxes feel awful about the whole thing, and have doubled their attempts to find a cure for both Larry and Jill. Meanwhile, Project Atomic has offered Jill a position on the team, given her a generous stipend, and offered her a home of sorts. Jill remains bitter, and yet she does feel a savage joy whenever she is able to cut loose with her new physicality, and her powers have enabled her to do things she would never have been able to do otherwise. Still, her fiancée did dump her, her family doesn’t know what to do with her, and she’s too big and clumsy to fit into an ordinary lab.

Description: Ten feet tall, covered in fine green scales, and athletically muscled, Lizard Queen is an impressive sight. She has a mane of green hair, as well as normal human female curves, slightly exaggerated by her height and increased body mass. Her eyes are a reptilian yellow with slitted pupils. When going into combat, she wears an orange and black form-fitting jumpsuit, custom made like all her clothes. In every day life, she dresses stylishly, even flamboyantly. Her personality has become more outgoing as well since her transformation, even a bit reckless. She’s great at smacktalk and rushes into the fray at breakneck speed.

Lizard Queen is superhumanly strong and durable, her body proof against most harm. The telluric radiation suffusing her body also allows her to quickly evolve new defenses against sudden threats, increasing her durability. She can leap vast distances or burst into superhuman speed, allowing her to cover a lot of ground very quickly.

Under the Hood
They're not all completely obvious pastiches, honest. But I did want to play with certain archetypes within the monster-hero paradigm. She-Hulk, She-Thing, Monstress - the oddly colored curvy lady who kicks ass had to fit on to the team somewhere. Lizard Queen is not as powerful as her male counterpart, but she's got more skills to round her out a bit, and a higher Charisma to let her be more of the "face" of the team.

Doc Atomic, Dr. Julius Eisenberg
Eisenberg was one of the many scientists working on the Manhattan Project in the 1940’s. His exposure to radioactive elements during the research phase of the project triggered his metagene. He fell into a deep coma, as cancers exploded throughout his body and encased him in a thick cocoon.

Eisenberg tore his way free from the cocoon only five years ago, awakening in a holding cell at the Los Alamos Project Atomic facility. Once he was checked out and okayed, he was given the option of staying on with the Project or . . . the alternative was left rather vague. A man out of time, further distanced from his fellow humans by his transformation, Eisenberg decided to remain with the Project. He is the nominal field leader for the team, mostly by dint of education level and age. Some of the others have greater experience with the world’s weirdness than he does, but he’s not afraid to ask his fellow freaks for help and advice.

Drawbacks & Complications: Radiation Field [Uncommon, Minor]
Description: Before his transformation, Julius was an athletic, broad shouldered and good looking young man. His physicality has been turned up to 11; he’s well over six feet tall, broad shouldered, square jawed, heroically proportioned. He can survive small arms fire and crushing blows from giant monsters. He can fly at subsonic speeds. Further, his eyes generate a stream of superheated radioactive particles that can burn nearly anything. He can disintegrate matter with a touch, or completely scrub an area of dangerous radiation, or use low levels of radioactivity to stimulate bodily recuperation in others. He can, with concentration, create objects of solid energy for a variety of uses.

Still, he looks alien and inhuman. His skin is bright blue and his eyes glow slightly, while his hair turned light blue. He also generates a low level of radiation at all times, and although he is completely immune to it, he has to be careful about exposing other people to it. He spends a lot of time in a hyperbaric chamber doing research. Other than that, he didn’t age at all while in the cocoon, although now that he’s out, he appears to be aging normally.

In the field, Doc Atomic wears a black and green form-fitting RAD suit, but he still dresses like a 1940s academic most of the time. The RAD suit is designed to absorb the low level radiation he generates, but it fills up quickly and can only be worn for about six hours at a time, after which the suit must be emptied, a process which takes another six hours. The low levels of radiation that Doc generates is not immediately harmful, but prolonged exposure could have long lasting and potentially lethal effects. Doc is always conscientious about this and tries not to spend too much time around people who might be affected.

Under the Hood
I started with a Doc Savage/Superman kind of thing and it evolved into some kind of mini-Green Lantern. I decided that the team of monsters did need a nuclear physicist to help them out on occasion, and even if Lizard King was the "main character," he was too young and inexperienced to be the leader. Thus Doc Atomic. Who can conveniently be hard to reach thanks to his radiation field and the things he has to do to mitigate its effects.
