I focus on the Marvel side of things because it's MUCH easier to find info, but DC seems to have quite the assortment of oddball weirdos, especially in the '60s. It's funny to see how much less popular an act like the Challengers is today, when compared with the '60s. I wonder how popular it really was, during its peak. I know the Fantastic Four was more or less an attempt to mimic its success.
You are right DC jobbers are harder to find. I am surprised it took you so long to comment on Multi-Woman. Or don't you like giantesses with Marge Simpson hair? ;) I do plan on doing more Marvel jobbers though you are really putting a lot out there, even ones I don't know. But I do have a group you haven't posted and if you knew who I was talking about you would have them posted in a day. ;)

I see that you're incorporating PD/ED/rPD/rED into the calculation process. Would this be the character's total values, with any (activated) powers and/or equipment included, or with just inherent values, with no powers/equipment added in?
The values you see are the totals from any powers, advantages and equipment the character has. That being said when I converted the characters I figured out their stats without powers or equipment. Scorpia has Toughness 4, 6 with Defensive Roll, and 8 with her equipment. Gravitar has Toughness 9 without her Force Field (Stamina 6 plus Protection 3), Toughness 22 with it. I hope that answers your question.
It does so. Thanks very much.

Shame! Shame! Shame!

This custom figure makes Man-Bull look Bada$$!

Offense

"Gore!! +6, Damage 10 - 11, Dangerous (19 - 20), Variable Descriptor (Bludgeoning & Piercing)
Unarmed +7, Damage 8 - 9

Defense

Toughness 10 (11), Fortitude 10 (11), Will 4

Power Points
Abilities 42 + Powers 16 + Advantages 6 + Skills 11 + Defenses 11 = Total 86

Complications
Disability: Uncontrolled deterioration causes Man-Bull to be more beast-like and he has a hard time talking.
Enemy: Daredevil.
Prejudice: Man-Bull is an obvious mutated superhuman.
Temper: Man-Bull is easily angered.

Design Notes
This is Man-Bull a Daredevil enemy. Offensively and Defensively he is PL 8.5 due to his Uncontrolled Deterioration. William Taurens, also known as 'Bull Taurus", started his criminal career at a young age. He has been in and out of prison many times for crimes such as manslaughter, grand larceny, assault, and arson to name a few. His reputation was noticed by Mister Klein who employed him. Klein was using criminals to round up subjects to use an experimental serum on. Daredevil foiled Taurens attempt to kidnap someone. Mister Klein decided to use the serum on Taurens instead since he didn't bring any subjects. The serum was based on mutated enzymes from bulls. The serum transformed Taurens into the Man-Bull. Man-Bull has fought Daredevil many times and blames him for his transformation.

Man-Bull is a jobber but a dangerous one. He did beat Daredevil one time and he thought he killed him. He did cause some steers to stampede on one occasion but it could have been the animals' instinct, but I gave him the animal empathy advantage anyway. I got the idea for his horns from Thorp's build. So he can disarm a weapon with his horns as a reaction on a successful defend action. Plus they are dangerous which is just another word for improved critical in M&M terms. Man-Bull is normally a PL 8 character but his 'Uncontrolled Deterioration' makes him PL 8.5. He had this when he went up against the Gray Hulk one time. One comic mentions he is a ladies' man. He normally does not seem very persuasive but I would consider this a complication for the woman. A woman who likes big hairy men with bull-like qualities.

The Owl's description of the Man-Bull's, er, prowess with the ladies is one of the best parts of The Superior Foes of Spider-Man.

And yeah, Multi-Woman's hair is a deal-breaker.

Power Points

Complications
Obsession: Finding the cure for his current condition.
Prejudice: Billy is obviously a mutated superhuman.
Relationship: Billy walked out on his girlfriend but he still cares for her.

Design Notes
This is Bison a character who has fought Luke Cage among others. Offensively he is PL 8.5 when goring people. Defensively he is PL 8.5 due to Parry and Toughness. Billy Kitson was a promising young basketball player. His abilities on the court got him a college scholarship. He got accid3ently tripped on the basketball court during a blowout and broke his leg. This ended his basketball career and his relationship with his longtime girlfriend Shimari Asbery. Somehow he made contact with the Egyptian god Seth who turned him into a Minotaur type creature in exchange for his leg being healed. Seth sent him on a mission to steal Inferno 42 from a S.H.I.E.L.D. convoy. Billy's girlfriend turned to Luke Cage for help. Billy was an old neighborhood friend of Luke's. In the course of this mission, Bison and Seth's other agents battled Thunderstrike, SHIELD agent Alex DePaul, Luke Cage. Eventually Bison turned on his partners due to his guilt and was pushed over the edge when he saw his former girlfriend in Quicksand's grip. Even though he did the right thing that day he still teamed up with the Masters of Evil later desperate to get money to find a cure for his condition.

Bison is very similar to Man-Bull. I gave him the takedown advantage since he ran through a bunch of S.H.I.E.L.D. agents pretty easily. I think many characters like him would have that advantage. I think he is slightly stronger than Man-Bull and used a common brick trick like the thunderclap which dispersed Quicksand's form. I would say his Basketball skill would be a floating skill such as he would use dexterity to shoot a basket and agility to make moves around opponents with the basketball. You can definitely build an adventure around him where the heroes try to help him return to normal and eventually battle Seth.

Yeah, Bison's pretty humorous, as far as basically being Man-Bull by another name- a world as big as Marvel's is bound to double-up on a lot of Jobber concepts.

The only villain brave enough to rob a Farmer's Market!

Bonehead
PL 6

Abilities
Strength 2, Stamina 3, Agility 1, Dexterity 1, Fighting 5, Intellect 0, Awareness 0, Presence 0

Powers
Master Teacher of the School of Hard Knocks:
Super Tough Skull: Protection 3 [Partial Impervious (Blunt Force Only); Limited 3(Head Only)], Strike 2

Advantages
Close Attack 1
Defensive Roll 1

Skills
Athletics 4 (+6), Deception 2 (+2), Expertise: Criminal 4 (+4), Expertise: Streetwise 5 (+5), Insight (+0), Intimidation 5 (+5), Perception (+0), Persuasion (+0), Ranged Combat: Pistols 3 (+4), Stealth 5 (+6)

Offense
Initiative +1
Headbutt +6, Damage 4
Unarmed +6, Damage 2

Defense
Dodge 5, Parry 5
Toughness 4 (Def Roll 1, 7 for Head-shots), Fortitude 6, Will 3

Power Points
Abilities 24 + Powers 3 + Advantages 2 + Skills 14 + Defenses 10 = Total 53

Complications
Enemy: Speedball.
Motivation: Greed.

Design Notes
This is Bonehead a Speedball enemy. Offensively he is PL 5 using his headbutt. Defensively he is PL 6 due to Dodge/Parry and the toughness of his head. Bonehead has been to jail many times but he always seems to escape. He ran into two members of his gang who tried to rob him since they didn't recognize him. He headbutted them both and then they realized who he was. Bonehead had a plan to rob a charity fundraiser. While Bonehead and his crew were escaping with the stolen money Speedball was able to stop them. Bonehead went to prison again. He escaped again and joined the 'Speedball Revenge Squad'.

Not too much is known about Bonehead. He easily shrugged off a punch from Squirrel Girl to his super tough skull. And he has a devastating headbutt. But other than that he isn't much better than your average thug. So some of his skills I speculated on like streetwise and being decent with a gun. He always escapes Springdale prison so the guards there can't be very smart.

Defensive Roll 1, Equipment 1 [Hard Balls]

Power Points

Complications
Enemy: Speedball and Springdale cops.
Hatred: The Basher really hates cops.

Design Notes
This is The Basher a Speedball enemy. Offensively he is PL 5 using his hard balls. Defensively he is PL 4 due to Toughness and Dodge / Parry. The Basher was a rookie cop who couldn't hack it. He then worked at a diner which police officers frequented. He built up a hatred for cops perhaps due to him not making it as one or perhaps they were bad customers. He became The Basher and put several cops in the hospital using his heavy balls. Speedball came upon him when he was about to attack some cops. He ran from Speedball and was caught by the cops he was about to attack. He later joined the Speedball Revenge Squad.

Complications
Enemy: Speedball.

Design Notes
This is Leaper Logan a Speedball enemy. Offensively he is PL 4 using his powerful kick. Defensively he is PL 6 due to Toughness and Dodge/Parry. In prison for being a thief, Logan used parts from the prison's machine shop to craft a pogo-platform to leap over the walls of the prison. When he got to his hideout he created a suit and went on a crime spree. He robbed places in the order of his villain name (Leaper) to prove what fools Springdale has. But Speedball was able to figure this out and stopped the crime spree. Leaper Logan eventually joined the Speedball Revenge Squad.
