Enemy (David Jacobs)- Let's just say that David is really bitter about the way Jessica seduced him with promises of publishing, fame, and herself, all to isolate Samantha from him.

Enemy (Samantha West)- Needless to say, Samantha has some...choice words about how Jessica went about implementing Miranda's campaign against Thunder Woman. It may have been Miranda's plan, but Jessica was the one who made it all possible.

Motivation (Power)- Jessica is a personal witness to the kind of power and influence Miranda Iryn wields, and greatly desires to emulate her employer.

Relationship (Martin Clay)- Martin and Jessica first became acquainted during the fallout of Derek Duvall's failed cybernetic supersoldier conspiracy, and in him she saw a person similar to herself. Over the period of their interaction the two have grown quite close, and if they were to truly join together, they would have the makings of a truly formidable power couple.

Relationship (Miranda Iryn)- Ever since she took the young woman under her wing, Jessica has idolized Miranda. While Miranda seeks immortality and even divinity, for now she is grooming her assistant to one day replace her, as she see's a mirror of herself in the young woman. But for now, Miranda is content with trusting Jessica to be the instrument of her will, to carry out all of her plans.

Responsibility (Miranda Iryn)- Jessica is Miranda Iryn's personal assistant. While Miranda is the one who creates all of the plans and makes all of the decisions, because of her health she is very seldom able to attend to making sure these things go according to her will. Thus, she relies on Jessica to do a lot of the footwork for her in these matters.

Rivalry (Apotheos)- Jessica has observed Apotheos work his way into Miranda's favor with a great deal of concern. She fears that Apotheos has found the one blind spot in Miranda's power of perception, and that he is manipulating her into accomplishing his goals, instead of the other way around.

Jessica Sinclair is Miranda Iryn's personal assistant and confidant, and the person who does most of the actual footwork and execution due to her employer's age and declining health. In many ways Jessica is the face behind Iryn's schemes, and a very powerful, intimidating woman in her own right. But beyond her role as frontline manager for Iryn's schemes against Thunder Woman, Jessica has a special role in the demise of Thunder Woman, as she arranges a deal to publish David Jacob's manuscript and promote him. With the resources of Miranda Iryn, she promises David fame and glory, and gradually begins to seduce him and drive a rift between him and Samantha, who is too busy dealing with the unraveling of her life to stop what Jessica is doing. But Sinclair could not care less about David, and is only interested in proving her value to Miranda in the hopes of rising to become a powerful woman like her employer.

Durr... girl pretty...

I'm surprised at her combat skills- I was expecting a Bystander-ish toady, not a high-end martial artist just below the true masters! +11 to Combat! That matches her business acumen!

The "Jessica Seduces David" thing is interesting- a honeypot scheme mixed with a more personal touch. I forgot that Jessica & Miranda must know Samantha's secret ID for this to have worked! THAT must complicate things!

My favorite bit is really the whole "Lady Owen" thing, where she's the loyal subordinate, and does basically whatever is asked. Though rather than being honor-bound by the boss, she just wants that power SO BADLY. I wonder if that can be twisted towards her own power-grab in the future- someone with these connections could be quite deadly.

Eh, she has no real combat advantages apart from interaction based stuff (Set-up, Redirect), but yeah, I definitely intended for her to be a bit more than she might seem. The way I see it, Miranda hired the best fighting instructors money can buy so that Jessica can both defend herself and defend Miranda in a pinch.

It's part of what makes Miranda more dangerous than many otherwise more powerful TW villains, though I think Apotheos' involvement may be the reason why she targets Samantha directly.

I only see Jessica doing that if Miranda's star starts to fall badly. She's otherwise a bit too loyal and smart to consider backstabbing Miranda. And even then, I see Jessica justifying such action on the basis of helping Miranda by preventing worse from happening. Though I do see things progressing to the point where Miranda eventually passes away, leaving everything to Jessica and her new boy toy, Martin Clay (who'll be coming up soon).

Complications:

Enemies (Heroes)- As one of the most notorious villains in the world, Tsan has had to deal with a staggeringly large number of various heroes from around the world attempting to stop his various plans.

Enemies (Other World Superpowers)- Tsan is following in his father's wishes in reviving the ancient empire of Zahrgiah and transforming it into a world superpower. But to do so, he had to conquer large swaths of Central Asia, some of which included sections of Russia, China, India, and Iran. Needless to say, he has a lot of enemies on a geopolitical level, and if it weren't for his vast power, all of the nations he took land from would immediately invade Zahrgiah and carve it up. In the meantime, they are content with fighting him across the world in various indirect ways.

Enemies/Rivals (Other Megavillains)- As the top megavillain in the world and leader of an organization that is literally a gathering of the world's megavillains, Tsan has many rivals, and while TAROT was formed in the spirit of cooperation and nonaggression, he is well aware that few of the megavillains have agendas that don't overlap with or contradict each other or his own goals. And then there's all of the villains not part of TAROT, like the Immaculate Court, who have positioned themselves as direct rivals to TAROT, or the Crime Masters, created by Captain Winter as an alternative to the elitism of TAROT after he was denied entry into their ranks. Unknown to Tsan are the Overlords, a cabal of unknown megavillains planning on crushing all opposition in their path to bringing the world to heel.

Motivation/Responsibility (Creating the Zahrgian Superstate)- Tsan's father, Malek, had a dream of restoring the great mythical empire that was Zahrgiah. Tsan intends on making this a reality, and so far he is well on his way to doing so.

Motivation (His Father's Legacy)- Malek Khan's legacy is intinsicly tied to his involvement in setting off the Super War and Skarn Invasion, and all the devastation and lives lost as a result of those two events. Furthermore, Malek Khan, despite being one of the most preeminent villains of his time, largely failed in accomplishing his goals. Tsan intends on succeeding where his father failed, and not repeating his mistakes.

Motivation (Power)- Though he is already immensely powerful, for Tsan it is not enough. Not until he is the sole power of Earth, both personally and geopolitically.

Power Loss- Khagan Tsan's power is tied to the land of Zahrgiah. Whenever he steps outside its borders, he loses his connection to the land, resulting in him losing all of his superhuman physical powers that he has while there, as well as his ability to manipulate and control the elements within it. This is why he created the portable "contingency armor."

Responsibility (Ego)- Though Tsan likes to put on the appearance of having a humble attitude, the truth is he is as vain and egotistical as they come.

Responsibility (Honor)- Tsan is a man of his word. He will honor whatever agreement or promise he makes, to the letter.

Responsibility (TAROT)- Khagan Tsan is the founder and leader of TAROT, an organization based in Zahrgiah composed of many of the world's megavillains. With so many powerful and unstable individuals under one roof, he has to ensure that protocol is followed and no shenanigans happen under his watch. For the most part, the members behave themselves, whether it be because they respect Tsan's authority, or because they fear his immense power.

Rivalry (Captain Meteor)- As the most powerful individuals in their respective spheres, Tsan and the Captain have clashed multiple times, and they are dead even in terms of victories and defeats, with Tsan's schemes always being thwarted, but Captain Meteor failing to find a way to bring Tsan to justice. Over the course of their rivalry, they have both come to deeply respect each other and acknowledge the other's strengths and virtues. It's to the point where some people wonder if there's more to it than that, but both have denied having anything more than respect for a worthy opponent.

Khagan Tsan occupies an interesting spot in Thunder Woman's rogues. Strictly speaking, he is not a Thunder Woman villain. In fact, they have only come into conflict once. But much like the Harbinger, this single event is very significant in Thunder Woman's career as a heroine. The same cannot be said the other way around; for Khagan Tsan, it was merely Tuesday.

Khagan Tsan is the ruler of the Zahrgian Khanate, a huge nation encompassing almost all of central Asia, and is the son of its founder, the legendary megavillain Malek Khan. He is widely considered to be the preeminent megavillain in the world, even by other major villains, a villainous counterpart to the legendary Captain Meteor if you will. He is also the founder and chairman of TAROT, a gathering of most of the world's leading megavillains.

When longtime Thunder Woman villain Helregin was nominated for a seat in the TAROT, several villains protested the nomination on the grounds that Helregin had failed to "beat" his archnemesis. Things almost came to blows after Helregin retorted that many of the gathered villains had done no better than him with their own heroic opponents, until Tsan intervened. He proposed that anyone who doubted Helregin's capability should try their own hand at battling Thunder Woman. This kicked off a string of battles between Thunder Woman and a host of villains and hired assassins looking to take her down. Meanwhile, Tsan instigated his own confrontation with the heroine. Whereas all the other villains had directly attacked her, Tsan instead manipulated Thunder Woman into attacking him within the borders of his own nation. Unfortunately for her, Tsan is literally all-powerful within the borders of Zahrgiah, and he effortlessly defeated her. However, in a show of honor, he made sure to have her taken care of afterwards and let her leave the country of her own volition.

In the end, out of all the villains who had participated in the wager, only Khagan Tsan could claim to have defeated Thunder Woman, effectively admonishing the members of TAROT who had objected to Helregin and allowing Thunder Woman's archenemy to join their ranks. Thunder Woman has not encountered Tsan since these events, but it seems a rematch is inevitable.

So this guy is the "Mega-Villain of Earth"? The top of the heap? Interesting. I like the whole "Doctor Doom, But In Asia" thing, as Marvel tends to over-use Eastern Europe for their "well we want them to be foreign champions, but also still be white" thing.

I'm interested as to the other members of TAROT. Other mega-villains? Some unknowns? Is it populated by a lot of jobbers on the lower tier?

I dig the "Honorable Bad Guy" backstory, his whole thing with shaming the other TAROT members, and how he's so dangerous within his own nation, meaning heroes can't just fly in and beat him up. It also justifies his desire to EXPAND his empire, if need be.

Pretty much. There are a few at his level of power (the Annihilator, Nashvrag, Simon Obermann), but between his personal power, wide range of skills, and the fact that he has a sizeable country that he rules, he definitely qualifies more than any other villain on Earth.

I haven't entirely figured out the membership of TAROT yet, but what is certain is that consists entirely of other mega- or master villains. A number of the villains mentioned in my "Notable Villains" lists are members. As for jobbers, there are none. TAROT is very elitist and will deny membership to villains they believe do not deserve membership; this is why Helregin's nomination caused such a stir. Their rejection of villains they do not consider "good enough" is what led to wannabe master villain Captain Winter to expand the Crime Masters into an international union of medium and lower level villains.

Indeed. It also gives this Nefaria/Graviton-level bad guy some limitations that ensure he can't just simply go anywhere into the world and wreck shit up. There's limitations and consequences to actions on both sides that have to be considered. Plus, I really dislike the way so many heroes at Marvel so easily waltz into Latveria and cause trouble for Dr. Doom. Like, it's a testament to his credibility that that stuff can happen regularly and he'll still be regarded as one of the greatest villains. So yeah, no, you enter Zahrgiah, prepare for an ass-whuppin'.

That huge empire is pretty intimidating- sitting right square in the heart of the world. It's interesting that someone who seems quite Mongolian-themed has an empire that's more "Alexander the Great's Rampage Across Asia" in scope. Why DOES he have such great power within his own nation, anyways?

I'll just quote from the bio I wrote for him in my list of notable villains:
One of the most powerful and well-known supervillains in the world, Khagan Tsan is the son of Malek Khan, the notorious central Asian sorcerer king who instigated the events that resulted in the Super War. Both father and son are descended from a long line of mystically empowered warriors kings whose strength and power is mystically tied to the legendary land of Zahrgiah, an ancient, mythical kingdom that was said to have been founded by the progeny of angels and men; so long as they remain in its borders, they are seemingly all-powerful. Malek Khan liberated Zahrgiah from the Russian Empire shortly after the events of the Russian Civil War, but it was reintegrated into the Soviet Union after the Super War. Tsan grew up without a country, studying abroad in order to master as many disciplines as he could; he wanted to become a man his father would be proud of, and perhaps even exceed his parent in every way. When he felt he was ready, he returned to his homeland and liberated it from the USSR, successfully defeating all attempts by the Red Army and Valorous Knights to oppose him. Thus he established the Zahrgian Khanate, and declared himself Khagan, the "Khan of Khans." Ever since he has gradually expanded the borders of the Khanate, managing to even reach the Indian Ocean and Caspian Sea. However, he has plans to make Zahrgiah stretch across the whole Earth, and desires revenge upon the heroes who stopped his father, particularly the Vigil Alliance, the Allegiance, and Captain Meteor. He attempted to use a mystically enhanced nuclear device to do this during the Grand Assembly's assault on August Star and the Dark Allegiance, but August Star sacrificed himself to prevent the blast from harming all of the heroes present. Since then Tsan has feuded with Captain Meteor and various other heroes and hero teams, and established TAROT as a way for the world's megavillains to gather together and collude. These activities have resulted in Khagan Tsan becoming the preeminent megavillain on Earth, much in the same way as Captain Meteor is the preeminent hero.
Zahrgiah comes from the Persian epic "Amir Arsalan-e Namdar," which concerns the exploits of the Persian/Iranian epic folk hero, Arsalan.

Complications:

Motivation (World Domination)- Legion basically wants to take over the world, either in the standard sense or by literally making everyone into a clone of himself. A side goal that ties into this is taking revenge upon all the people he perceives to have humiliated or slighted him.

Obsession (Thunder Woman)- Because she was the one to hand him his first defeat, Legion has vowed to not rest until has has utterly defeated Thunder Woman. In his eyes, he sees them as epic archenemies. Samantha...doesn't see it that way, and if not for the possibility that Legion could actually get his act together and become a legit threat if he ever got over his vendetta, Thunder Woman has considered "faking" a defeat a his hands.

Relationship (Captain Winter)- One of the very, very few people who don't treat Legion with contempt and scorn is Captain Winter, founder and leader of the Crime Masters and himself something of a wannabe master villain, albiet more successful than Legion. Winter sees Legion as a kindred spirit, and desires to reform Legion, as he sees the potential for greatness in his friend. If only Legion could just get over himself and his vendetta with Thunder Woman...

Reputation (Loser)- Legion is looked down upon by the villain and hero communities. Almost no one takes him seriously, and the only reason Thunder Woman does is because she knows how much damage even a loser like this can do. It's so far gone that the name "Legion" is practically synonymous with "pathetic loser."

Responsibility (Ego)- Even by the standards of megavillains Legion is unusually vain and narcissistic. He continually surrounds himself with only clones, and he even went as far as genetically alter one dupe into a gender bent version of himself to be his personal companion at one point. He considers the insult "go **** yourself" to be a compliment. One of his more notorious schemes that didn't involve Thunder Woman was an attempt to transform every single person on Earth into a version of himself.

As far as Thunder Woman's rogues gallery goes, Legion barely qualifies as a major villain. The only reason why is because of his mindless persistence in pursuing his vendetta against Thunder Woman, which sometimes exceeds even Hera's own constant schemes and assaults!

Legion's whole deal is that he was an ordinary low-rent criminal who gained the ability to multiply himself, and up until his first encounter with Thunder Woman he was using this ability quite effectively, using "dupes" to go around the world and study various subjects, make connections with numerous individuals, and in general leveraging the ability to be in multiple places at once in order to accomplish plans that even highly trained and coordinated teams could never do.

But ever since his first defeat at the hands of Thunder Woman, Legion has been increasingly obsessed with beating her. Ironically, in the process of pursuing this vendetta to soothe his ego, Legion has created a literal one man army with his own secret base, huge arsenal of high-tech equipment, vehicles, and weaponry. Combined with his own powers, if he could just let go of his obsession with Thunder Woman and his enormous ego, he could easily become a world-class megavillain. But alas, for now he is just simply an unusually well-equipped loser.
