It's funny that there really isn't any difference between hill and stone (mountain) anything. The only difference is skin tone, where they live and what weapon they favor.

I used the Variable 10 (50 pts Traits, Mystical Descriptor, Flaw: Affects Others only) to simulate that type of thing coming from someone like Loki. That gives you control over what happens and limits the effect to a degree. But doing the Quirk probably works as well.

I like your higher powered fantasy creatures, Kirinke. They could easily be shifted into a superheroic setting, whereas mine would need some adjustment since I tried to stick closer to the PL guidelines laid out in the MnM fantasy themed supplements.

For most monsters, I tend to try to go by the Defense PL. It seems to be a fairly good guide. Mostly, I try to go for the flavor of the critter, getting it as close as I can to the D&D equivalent.

Spells and spell like abilities can be a challenge to recreate.
