Chimerae make great "Elite Mooks" for villains, too- toss in a couple of them and you have a really distinct, memorable threat. Shining Force used to do that all the time- one was the boss of one stage, but subsequent fights featured them as Elites, until they finally shifted into Mooks, with Dragons taking over for them.

A lot of really inventive critters in the "C"s. Cloakers are weird, though- were adventurers really that likely to just throw on random cloaks? Seems like a weird "gotcha!" from GMs.

Starting out adventurers aren't supposed to be that smart. So it's possible. Plus, even if they aren't likely to just put things on, they'll likely stow them away in saddlebags or whatnot and at night, when they're asleep with only one body keeping an eye out with his back turned....

Hell, even if they ignore the cloaker on the peg or the skeleton, all it needs is for the character to turn his or her back.
