COMPLICATIONS:
Holding Back: Even if pushed to the edge of defeat, Alice may remain unwilling to use extra effort, power stunts etc. as she believes doing so would risk showing her hand, so to speak. She’ll use all the things in her standard array, though.
Motivation: The most notable goal of Alice’s research is to develop a truly autonomous doll.
Power Loss: Alice needs to be able to move her hands and fingers to effectively use her dolls in combat. She also needs to have the dolls themselves, obviously, though it seems she can conjure them out of thin air as long as she's crafted them beforehand.
Relationships: Alice has a friendly and working relationship with the other magicians of Gensokyo, mainly Marisa and Patchouli. She also has good relations with the Human Village, where she regularly puts on puppet shows for the people.


Description:
Unlike Patchouli, who was born a youkai magician, Alice is a human who used magic to become one. She specializes in crafting dolls, which she controls through magical strings attached to her fingers. Their movements are extremely lifelike, she can control more than ten at a time and you might not even notice she’s doing it, but it is in fact entirely manual, even if she sometimes enjoys talking to her dolls and acting like they're alive.

Alice isn't very talkative but still friendly towards humans, having only recently become a youkai herself, and will allow them to stay in her house if they get lost in the Forest of Magic. Though not generally violent, she’s surprisingly eager to duel, and has a very tactical approach to combat. Every single doll is crafted by hand, and with various specifications depending on their purpose in combat (giant, explosive, spear, shield etc.). She prefers to never show all her tricks, even if it means losing, because “if she lost at full strength, she’d have nothing more left”.

In the 3rd stage of PCB, Alice is encountered out in the wilderness (for no reason in particular), and seems to know something about the incident but isn't interested in sharing it without a duel. After losing, she points the heroines in the right direction and tells them that the cherry blossoms they've been collecting along the way are the secret to all this.

Build Comments:
Alice is one of those few characters returning from the PC-98 era, where she was a child living in the demon world of Makai, but doesn’t seem to have anything common with her previous incarnation besides her name, appearance and the book she’s often shown with. Fans like to try and connect them somehow, but the only canon hint is a mention that Reimu and Marisa have already met her somewhere before PCB, which is easily explained in other ways.

Doll control itself sounds pretty limited, but decently versatile in combat, allowing her to attack from a variety of directions at once and surprise the enemy with special dolls. The Goliath Doll is a pretty rare technique, but at the top of her array due to being the most expensive. A bit like Patchouli, she's quite a glass cannon, highly reliant on her dolls for defense.

Fanon tends to exaggerate her relationship with Marisa, but they’re definitely on good terms, teaming up in both IN and SA. Their banter features a lot of snark on both sides, but that just makes it even better.

And no, nobody knows how the hell she’s supposed to be “seven-colored”.

COMPLICATIONS:
Puppet: As an advanced marionette rather than an actual living creature, the Goliath Doll lacks senses of its own, depending on Alice's instead. Any penalty on Alice's senses afflicts the Goliath as well.
Weakness: Being made of wood, the Goliath Doll takes an additional degree of failure against fire effects or other attacks especially effective against wood.

The Goliath Doll is Alice's ace-in-the-hole, an experimental giant. Very strong but not very versatile. Also, using it takes a lot of concentration on Alice's part, leaving her unable to do much beyond basic defense with her other dolls.

You may also have noticed that I’m building people’s regular houses as Headquarters, which of course is generally unnecessary. However, relatively few characters actually have established homes, so I personally think it’s worth noting on those who do, especially if it has any worthwhile features.

COMPLICATIONS:
Oblivious: As avatars of nature, fairies have the second-most reliable immortality in Gensokyo, and many of them seem oblivious of any danger to themselves or others.
Reputation: Fairies in general are seen as vacuous, compulsive pranksters, leading many to consider them pesky kids at best and dangerous pests at worst. Lily White herself has a rather good public image, though.


Description:
A friendly fairy embodying the coming of spring. She flies around each year, informing people of the budding signs of the season, rousing animals from their sleep and performing some minor magic like making flowers bloom if asked. She appears as the midboss of the 4th stage of PCB, and whether out of excitement at the approaching spring or frustration at its delay, briefly fights the heroines.

Build Comments:
Another total noncombatant. ZUN has learned from his mistakes, though, and Lily at least gets a name and profile, unlike Daiyousei. She also has a couple returning appearances as another wordless midboss. I don’t care if she’s friendly, though, the stage she first appears in is a huge pain in the ass and many people, me included, associate her with war trauma more than anything.

COMPLICATIONS:
Weakness: As primarily spiritual beings, poltergeists are susceptible to certain magic (mostly sealing and exorcism) that might not affect humans. In addition, their Immortality cannot revive them if properly exorcised after death.

Fame: The Prismriver Ensemble is a popular and well-known with listeners of all kinds and species.
Motivation: The sisters don’t have much other purpose in “life” than playing at concerts or rehearsing for the next one.


Description:
The classification of incorporeal spirits is quite convoluted, but poltergeists could be treated as a subset of phantoms (coming up later). They’re also called “noisy spirits”, because, well, they’re spirits that are noisy.

There used to be four Prismriver Sisters, the last being the youngest, Layla. However, when their father Count Prismriver tragically died, all of them went their separate ways. Only Layla stayed at their old mansion, unable to let go of her memories, and used magic to create three poltergeists in the shape of her elder sisters. These poltergeists still remain long after the actual four sisters died, dwelling in their ruined mansion – which passed into Gensokyo – and happily performing wherever they’re invited.

Lunasa has the ability to create powerful melancholy and depression with her violin, and Merlin’s trumpet does the opposite, but together they cancel each other out. Lyrica’s keyboard doesn’t affect emotions directly but can create otherworldly sounds that should be impossible for a keyboard, including percussion. None of the three actually need to physically play their instruments, as they’re part of their spectral form and the music is produced by their own power.

In the 4th stage of PCB, the Prismrivers are found at a massive gate floating high in the sky. They say that they’ve been invited to play at a hanami (cherry blossom blooming) festival on the other side of the gate, and believe the heroines are trying to crash the party, so they try to fight them off.

Build Comments:
The Primsrivers are the first of several “group bosses” in the series. They’re three separate PL 8 characters, but I decided that they’re pretty much identical in stats besides their single unique ability, so it would’ve been a waste of time and space to build them separately. Lyrica technically comes in 10 points cheaper than her sisters due to her power being less expensive.

They have a weirdly intricate backstory (by Touhou standards) for such minor characters, and even got a push as playable characters in PoFV (though said game was breaking formula anyway by having 16 playables). Maybe ZUN wanted to give them more roles, but they just were never that popular, so he gave up on it? At least they’re still getting callbacks and cameos on a regular basis.

Does anyone know if there’s an actual mechanic to represent beings that are incorporeal/invisible by default but can manifest physically if they wish?

COMPLICATIONS:
Half-Phantom: Youmu’s second, phantom body typically follows her closely and isn’t able to manipulate objects or communicate. However, any harm done to the phantom also affects her, and should they be separated somehow, it’d be her top priority to get it back.
Phobia: Curiously for someone in her position, Youmu is actually really scared of ghost stories or the idea of running into ghosts, even if actually meeting them doesn't faze her in the slightest.
Temper: Young and somewhat ill-socialized, Youmu seems to have more power than good sense. Her first response to a difficult situation is to start cutting things up until it figures itself out.
Relationships: Youmu's grandfather and mentor Youki left when she was just a child, but she remembers him and his teachings fondly. Her only other "human" contact is her mistress Yuyuko Saigyouji.
Responsibility: Youmu takes her duties to the Netherworld and her mistress Yuyuko very seriously, even if often frustrated by her antics.


Description:
Unlike true ghosts, which are specifically the spirits of the dead, phantoms are more like embodiment of spirit energy. That energy can come from a corpse, but it doesn’t need to, and multiple phantoms can spawn from a single one. They generally look like shapeless wisps of smoke and are unable to affect the world in any way other than mildly influencing the moods of people around them.

The Konpaku clan, though, consists of half-human half-phantoms who actually have two bodies, one of each. Besides the phantom half following them around at all times, they have increased life spans and, curiously, lower body temperatures (humans are warm, phantoms are cold, a half-phantom’s bodies are both room temperature). Youmu’s grandfather and mentor Youki has left her to follow in his footsteps as the bodyguard and fencing instructor of Yuyuko Saigyouji, mistress of the Netherworld. Unfortunately, since Lady Saigyouji is a.) a ghost and b.) plenty powerful herself, Youmu is relegated to the job of gardener and general household servant instead.

Youmu is young (?), brash, and certainly a little too enthusiastic about hitting things with swords, of which she wields two – Roukanken and Hakurouken. Roukanken is massively oversized and capable of cutting damn near anything, including spirits, whereas the shorter Hakurouken is capable of “cutting confusion” – in living beings this flash of clarity is actually rather disorienting, whereas spirits are instantly freed from their earthly bonds and sent straight to nirvana (this is considered cheating the system, and she’s not supposed to do it). She has ended up getting involved in a few incidents, with or without Yuyuko’s orders. When the heroines pass through the gate in the sky and into the Netherworld in the 5th stage of PCB, they find that she’s been stealing Gensokyo’s spring and bringing it to the great cherry tree Saigyou Ayakashi in order to make it bloom at last.

Build Comments:
Youmu continues, or maybe establishes, the trend of 5th stage bosses becoming mainline playables the same way as Sakuya. She’s a bit of a one-trick pony in a sense, doing swords and that’s it, but at least she’s pretty good at it. She’s quite a “comically serious” character much of the time, seemingly playing straight (wo)man to Yuyuko’s funny (wo)man, but Yuyuko’s just playing around and it’s actually Youmu who needs someone looking after her.

A yojana is about 7.5-10 miles, so literally going “200 yojana in one slash” would mean at least 1500 miles. Forgive me for not actually giving her Speed 19, but it’s still Subtle, moving too fast for the naked eye. She can also move at Speed 6, making her the fastest non-vampire non-time-stopper so far, though only once a turn, representing quick dashes rather than sustained speed.

I considered a few different ways to represent her phantom half, but in the end, it doesn’t actually do anything other than maybe shoot danmaku sometimes, which I’m explicitly ignoring, so there wasn’t much point in giving it any mechanics beyond a potential complication.

Power Loss: Under the highly unlikely circumstance that the seal on the Saigyou Ayakashi is broken, Yuyuko will cease existing as a ghost and pass into the afterlife. Well. A different afterlife.
Relationships: Youmu Konpaku is Yuyuko’s personal servant, and she seems quite fond of the girl. She’s also very close with Yukari Yakumo.
Responsibility: Yuyuko was allowed to remain a ghost in exchange for taking care of the Netherworld, and she is subservient to others in the afterlife bureaucracy, including the Yama.
Secret: Other people on Yuyuko's level generally see her for the schemer she is, but with most others, she goes out of her way to maintain her facade as a gluttonous ditz.


Description:
Ghosts are the spirits of people who have yet to accept to their death or have otherwise managed not to move on. Unlike phantoms, they have physical bodies and normal body temperature, and the untrained eye can’t distinguish them from the living. They can generally be gotten rid of by helping them move on, typically giving their mistreated corpse a proper burial.

Yuyuko, however, is a special case. Back when she was alive over 1000 years ago, she possessed the natural ability to control spirits. However, this power developed to the point that she was able to rip people’s spirits out of their body and kill them on accident, leading her to commit suicide. However, her power made her uniquely suited to managing the Netherworld, and an exception was made for her to exist there as a ghost. The Netherworld is a limbo of sorts where souls who deserved neither Heaven nor Hell wait a certain time for their next reincarnation, and Yuyuko resides in Hakugyokurou – The Tower of White Jade – a great estate in the center of the Netherworld’s endless cherry tree garden.

One of those cherry trees is the Saigyou Ayakashi, a monstrous youkai tree that feeds on those who sleep under it. Unknown to Yuyuko, the tree’s power was sealed by her own body being buried after it, but after finding an old record, she grows curious about the seal on the tree. She sends Youmu to gather all the spring she can to help make the tree bloom. It’s all for the better that she fails, thanks to the heroines in the final stage of PCB, as breaking the seal would’ve meant not only reviving the tree, but releasing Yuyuko’s soul as well, forcing her to move on against her will.

Yuyuko is generally a jovial, friendly gentlewoman with a great love for food despite her undeath. However, despite her ditzy demeanor, she's actually quite cunning and intelligent - not on the level of people like Yukari or even Ran, but certainly one of the smartest "human" characters, which she goes out of her way to hide to throw other people off.

Build Comments:
In game, Yuyuko is obviously really good at danmaku, being the final boss and all, but without that, all she really has are two powers, only one of which actually works on people. Of course, killing someone with a glance is both so game-breaking and simply rude that the only person in the series she actually tries it on is someone immune to it. Her bullets have a distinctive butterfly shape to them, but I figure they’re still just danmaku and not a logical extension of her core powers, so I left them out.

She’s more of a mastermind type, anyway, feigning stupidity while actually controlling Youmu or others from behind the scenes. Figures that she’d get along with Yukari. Of course, she also presides over a central part of the entire reincarnation cycle, so she can be plenty important without participating in personal combat.

Yuyuko is one of two final bosses in the series I’ve even beaten, and definitely a great fight. Fucker even has the audacity to come back for one final spell after being seemingly defeated (with a more intense theme song and everything), which of course took me by surprise and made me start over, dammit. Although, she also has the unique and somewhat humorous honor of being a final boss reappearing as the Stage 1 boss years later.

Imperishable Night introduced a running joke about Yuyuko’s gluttony, possibly as a reference to the Buddhist concept of a “hungry ghost”, and though it’s unclear how serious she was to begin with, the fandom kinda ran away with it. Yuyuko eating things – including but not limited to Youmu’s phantom half – is another of those long-running memes of varying levels of annoyance.

Carrying on with PL 16 as my standard for so-called unresistable powers. Yuyuko is the most expensive build so far, but literally a third of that cost is from that one power.

COMPLICATIONS:
Alcohol: Despite their immunity to most poison, alcohol affects youkai normally.
Prejudice: Even weak youkai may inspire not-entirely-undeserved fear in those unaccustomed to dealing with them.
Weakness: As primarily spiritual beings, youkai are susceptible to certain magic (mostly sealing and exorcism) that might not affect humans. In addition, their Immortality cannot revive them if properly exorcised after death.

Hatred: Kitsune and tanuki are said to be mutual enemies.
Quirk: Ran is a big fan of fried tofu. She won’t be terribly distracted by it, but it’s said to be an excellent bartering tool, and it may be possible to draw her attention by leaving some on a plate.
Power Loss: Ran avoids water at all cost, as being doused by it breaks her shikigami spell and reduces her to a regular kitsune. This removes her Shikigami Bond, but she’s plenty powerful on her own. The spell must be manually reapplied by Yukari Yakumo. She also loses the benefits of Shikigami Bond if acting against Yukari’s will.
Responsibility: Ran is the shikigami and servant of Yukari. She’s dependent on her to maintain her shikigami powers, and loyal due to her strength.
Single-Minded: Despite her great intellect, it's said that Ran's genius is focused on analysis rather than creativity. She's no dumber than anyone else, but she also can't extrapolate or conduct plans the same way as others of her caliber should.


Description:
It’s unknown where exactly Yukari Yakumo managed to obtain Ran, but nine-tailed foxes are said to be some of the most powerful youkai around, and being able to have one as a shikigami – one capable of its wielding its own shikigami, no less – just goes to show how powerful Yukari really is. Ran typically acts as her proxy, patrolling Gensokyo and making sure that there are no issues with the barrier.

Not much is known about Ran personally, as she always seems to be either on the job or by Yukari’s side in an undisclosed location. However, she’s extremely intelligent with great mathematical “processing power”, and she has been seen calculating the width of the incalculably-wide Sanzu River as mental training. She has little interest in combat for its own sake, being a gentle soul at heart, but doesn’t hesitate to fight at her master’s command.

After the events of PCB, Yuyuko notes that the boundary between Gensokyo and the Netherworld is weak at the moment, and asks the heroines to visit “her friend” Yukari to tell her to fix it. On the way there, they encounter a strengthened Chen and Ran, but after defeating them, are simply told that Yukari is still asleep and they’ll have to come back later… for an Extra Extra Stage.

Akyuu goes out of her way to note that Ran’s tails are the warmest in Gensokyo. “She’s the strongest beast, after all.”

Build Comments:
It is at this point that I start wondering if I’m horribly overpricing my builds, but hey, she has two expensive arrays. Ran at her base is a much stronger Chen, and just like Chen, she gets a power boost in the vicinity of her master, though her boost is smaller due to being stronger to begin with. If all three are together, both shikigami get their respective boosts. Ran and Chen are often seen acting as Yukari’s “summon attacks” in various games, including PCB itself.

Ran is a summoning specialist with a variety of familiars at her disposal, though Chen is the only true shikigami. She’s the only Continuous Heroic summon while the others are Sustained; whether this means that another can be summoned while Chen is already present is up to you. Unfortunately I can’t really stat them out due to lack of detail, but here’s the long and short of it: the Twelve Heavenly Generals are quite simple warrior mooks despite being named after notable deities, Kokkuri-san is a spectral ghost spirit, Izuna Gongen is a warrior tengu riding a white wolf, Dakini-ten is a woman riding a white fox, and Zenki and Goki are a husband-wife pair of bulky oni.

She can probably do a lot of other sorcery too, but we don’t really see much of it, so your guess is as good as mine. Definitely everything Chen can do, at the very least, and Ran’s also physically stronger than her, though placing less emphasis on it.

Nah, nothing in particular, just in case you or anyone else had happened to catch a mechanical oddity or something similar. :D

Though that outsider perspective could be interesting too. Doing a less well-known series, I kinda wonder if I'm taking a too straight-forward infodump approach instead of the subjective conversation I like in a lot of character threads, or perhaps not informative enough. For instance, without prior knowledge, does it feel like the build and comments create a decently clear image of what each character is like? You obviously can't tell if the image is correct, but... is there an image?

Well, I'll take a look at this last one you posted;

She's obviously very strong AND very skilled, being somewhat, but not entirely balanced, focusing on accuracy over power somewhat.

Her Shikagimi Bond is a peculiar Limit, associated to one person. I assume this is a core function of the anime? Like... Pokemon, but with people? Lots of animal stuff, and some quick-thinking-related things. The sensory powers are interesting (Time Sense?).

The Kitsune Illusions are pretty standard, though it's curious how the Morph, Illusion, Movement Powers, Blast & Concealment are all separate things. Can she really only do one at a time? The Summon is, of course, REMARKABLY powerful, but you pay for the privilege. Anime being what it is, such things often pop up that are very expensive.

300 points IS monstrous for any build (most of my Thor, Iron Man & Captain America-class builds are 220-250), but again... anime.

The Shikigami Bond is unique to shikigami (which is all of two characters), who are stated and shown to be stronger in the presence of their master. The sensory powers are related to the fact that her brain is explicitly compared to a computer in power and function, i.e. specialized in measurements and calculations. Time Sense is pretty rare, but Ran of all people probably could drop microsecond-precise measurements at the drop of a hat.

I seem to have noticed that at just the same time you were writing this, since I went back to make the Morph, Illusion and Concealment Dynamic (Illusion costs 44 points so she can easily spare, say, 10 points for a couple ranks of Morph and 6 for Concealment). The Blast and Movement are still normal AEs, because they're flashier spells that I feel she has to drop her illusions to use. The thing is that we know she has illusory powers based on being a kitsune, but she isn't seen using them (having very limited screentime), so it takes some guesswork.

I will have to nitpick that Touhou is a game series with some spin-offs in other media, but no official anime. :P That being said, I totally get what you mean.
But yeah, high-end characters like Ran are probably a bit inflated in cost thanks to the fact that they're physically and magically powerful, even if they end up mostly using one side. They end up a bit closer to high-end Paragons like Superman in that sense, even if their actual power level is lower. If I were aiming for something actually playable, I'd probably distill a lot of characters to some iconic traits rather than try to represent everything. Ran for instance is much more of a caster than physical type, image-wise.

Weakness: As primarily spiritual beings, youkai are susceptible to certain magic (mostly sealing and exorcism) that might not affect humans. In addition, their Immortality cannot revive them if properly exorcised after death.

Hibernation: Yukari is said to hibernate through winter and sleep during the day, only being active at night, but since no one knows where she lives, this is hard to confirm. Whatever the case, she tends to be out of contact a lot of the time.
Motivation: Yukari’s main goal beyond just enjoying herself is to maintain the existence of Gensokyo, which typically also includes its status quo. Threats to the Great Hakurei Barrier or Hakurei Shrine will be answered in force, unless she can ensure someone else is doing it for her.
Relationships: Yukari knows most people in Gensokyo, whether or not they know her, but some she actually calls friends include Yuyuko Saigyouji and Suika Ibuki. She has a complicated relationship with the other sages, such as Kasen Ibaraki and Okina Matara. No matter how it annoys Reimu, Yukari is effectively her boss, albeit a benevolent one who helps her behind the scenes and has taught her a lot.
Reputation: Those who don’t outright fear Yukari mostly consider her a bad omen of trouble to come.


Description:
The enigmatic Yukari Yakumo is one of the oldest and certainly most powerful entities in Gensokyo. She’s a youkai with the power to manipulate boundaries of all kinds; Akyuu theorizes that this also includes things such as life and death, earth and sky, dream and reality, or existence and inexistence, though it’s good to note that “manipulation” likely doesn’t mean “perfect and effortless control”. The most typical application seen is the creation of “gaps” connecting two locations, allowing her trivial access inside and outside Gensokyo, which she often uses to pop in unannounced.

Yukari is one of the sages responsible for the Great Hakurei Barrier disconnecting Gensokyo from the world, often cited as its main architect, as befits her ability. She’s also the only sage (that we know of) still active in its administration, keeping a close eye on the barrier and occasionally interfering in trouble within Gensokyo. That being said, she often sends Ran to take care of routine maintenance in her stead and instead spends her time sleeping or relaxing.

Her friendly though vaguely threatening behavior hides a side that humans can scarcely understand: since the balance of Gensokyo demands that youkai stop feeding upon its inhabitants, yet some youkai still require human sustenance, she regularly “spirits away” people from the Outside World for them to eat - people who, in the youkai's words, "won't be missed", such as homeless people and those about to commit suicide in the woods. This is an acknowledged but gruesome fact that most people would rather sweep under the carpet. She certainly has no trouble doing so.

In the Phantasm Stage of PCB, Yukari has finally woken up after the events of the Extra Stage and the heroines come back, demanding that she fix the issues with the barrier. However, before she goes off to do that (which she would've done anyway), they end up having a playful match. Mostly because she just got out of bed and doesn't feel like getting to work quite yet.

Build Comments:
The head honcho herself. Managed to get more expensive than Ran by virtue of, well, being able to summon Ran. Just roll with it. She’s the only character in the series to get a stage beyond Extra, the Phantasm Stage. Stage placement being a rough measure of power, this places her ahead of everyone else in most people’s minds. If her mere familiar is enough to count as an Extra Boss, then what about her?

For a while I wondered if I should actually pump her up another PL, but… nah. She’s already the strongest in Gensokyo, and the sheer utility of her powers widens that gap (heh) further; I think people should have a fighting chance against her if she deigns not to cheat her way out. If it’s actually serious, she can summon Ran at any time to get a full PL 12 as backup, or just teleport you away and deal with you later. She’s of course massively overpowered, but pretty much a plot device NPC when she feels like it, so a direct confrontation with her is about what you should expect from a reality warper.

Whether or not Akyuu’s theories of omnipotence are true, Yukari is at least capable of manipulating things like “the boundary of night and day” to make the night last as long as she pleases, and her Variable can probably do just about any effect you can phrase correctly. In the context of the danmaku rules, of course, she’s a lot more fallible. She can lose to a good enough opponent, even if it’s questionable how serious she’s usually being, and has even been stumped scheming-wise once or twice. Still, she’s one of the main examples people point at when they say Touhou’s power levels are ridiculous, though this is mostly the case in the earlier games and kinda evens out over time.

Fun fact: Chen, Ran and Yukari are named after colors in rising order of frequency on the spectrum of light (orange, indigo, violet). The surname Yakumo (meaning “eightfold rising clouds” in this case) is a reference to the oldest known Japanese poem attributed to the god Susanoo himself, describing the great estate he built for him and his wife to live in peace, a nice parallel with Gensokyo.

Last but not least, Yukari summoning an actual train in the fighting games is one of the most iconic attacks in the series for a reason. She later steps up her game by making the train explode as well. Giving a whole new meaning to “bullet train”, eh? Eh?

A strange mist is seen during these events, leading people to investigate what exactly is going on to cause this unending celebration not even the hosts can explain.”

The first fighting game spinoff, developed together with Twilight Frontier. It was technically released a few months later than TH08, but in development at the same time and taking place before it. It has your typical fighting game excuse plot, though to be frank so do most of the games, and is nonetheless completely canon. There are ten fighters returning from the previous two games and one new character.

Drunk: Thanks to her Ibuki Gourd, Suika is pretty much permanently wasted. She may be a relatively high-functioning drunk, but this still impairs her judgment to a degree. This just makes her childish behavior even worse than it otherwise would be. It’s unknown what she’d even be like when sober.
Honest: Oni never lie. This is a matter of principle rather than an actual disability, but people nonetheless seem to place faith in it. They also dislike liars.
Relationships: Suika is personal friends with Yukari Yakumo (and possibly other equally old youkai), and formerly part of the Four Devas of the Mountain with Yuugi Hoshiguma and Kasen Ibaraki. She also lived at Hakurei Shrine for a while and is decent friends with Reimu.
Reputation: Suika is one of the only oni in Gensokyo, and one of the Four Devas, some of the most famed youkai of all. Those who learn this tend to react with fear or awe at first (and confusion, given how she looks). As former subordinates of the oni, tengu and kappa tend to be particularly deferential to her.
Weakness: Like other oni, Suika (allegedly) won’t approach a sardine head or a broken holly branch, and roasted soy beans burn her skin. When in Imp Swarm form, she suffers an extra degree of failure against any area effects.


Description:
The oni are some of the most iconic and powerful youkai, and oni extermination one of the most acclaimed arts of heroism. They used to rule over Gensokyo’s great Youkai Mountain and the tengu that still dwell there. However, they eventually moved away from the mountain and into Former Hell in the Underworld.

Suika Ibuki, also known as Shuten-douji, was one of the Four Devas of the Mountain, the de facto leaders of the oni. Despite her childish appearance, she possesses some of the greatest strength in Gensokyo, as well as the ability to manipulate the density of things, including both physical objects and more abstract ones like souls and minds. Everyone’s in luck that she’s a rather jolly and easygoing personality with no interest in serious fighting (play-fighting is another matter entirely).

After a whole lot of beating the crap out of each other (business as usual), the events of IaMP lead people to discover that Suika has returned overground for the time being and caused these endless parties by using her power to “gather” people together.

Build Comments:
Most characters in Touhou are more of the Defense-shifted, blasting-focused type – even people like vampires and beast youkai tend not to use their muscles that much – but the oni are the greatest exception. The upper limits of their sheer physical strength are only alluded to, but clearly quite ridiculous. As such, Suika here is a relatively clumsy Powerhouse, yet the hardest hitter so far – though not for long, with who we’ve got coming up – without forgetting a few extra tricks.

I built her weaponized shackles as Elongation instead of Reach so that they’d stack and scale correctly when she grows to Giant Form. Similarly, her Giant Form doesn’t actually use Growth because she’s not gaining more mass or strength, but sheer size still has its pros and cons.

Suika’s ability has some pretty abstract applications (wonder what else you could do with “population density manipulation”?), but those are best treated as plot devices or power stunts if truly necessary, leaving the core of her power set rather simple: used on herself, it allows pretty free variation of her density (turning into a giant, a fog, or a swarm of mini-Suikas), while used on others, it tends to be more destructive: either literally dispersing things into particles, or superheating air to create great fireballs. The former was a bit too brutal to ever actually use, so I slapped Reversible on top, which makes sense anyway. Her greatest power feat - done simply as a show of force - was shattering the reflection of the Moon in the sky.

Two more of the Four Devas have since been introduced, but quite far apart chronologically. Suika’s the only new build in IaMP anyway, so I’m doing another little Flash Forward for them.
