I looked at how other adventures from the publisher and they tend to count total succeses across players not just highest number of successes for a player.

I think that the difference in questions between ToyMaker and Breach is pretty interesting.
ToyMaker asking where they are going as a stop over. Trusting that the group will take care of the longer term needs.
