Blackrock, and to a lesser extent the Atomic Skull, seem like names that are ripe for reinvention as A-listers. I'm not sure they'd even need reinvention so much as a new look and a push. The basic concepts seem sound. Instead, we get things like Manchester Black and Doomsayer.

Nothing of note that I recall, but from what I can remember whenever four goons are sent after her she'll put one or two of them down before she gets grabbed. PL4 seems fine.

I think you may be selling Lois' combat skills a little short; Sam Lane's girl has shown herself able to stand up to soldiers and thugs on a fairly even basis with her karate skills, and she knows which end of a gun the bang comes from. She's not a superhero, but I'd put her at PL4-5 unarmed.

Except that as an alternate effect of flight, you'd double the rank; it goes from 2 pp/rank to 1 pp/rank. So you fly at 120 mph, but hit the water and break the sound barrier.

Or you could take Swimming as an Alternate Effect of flight. This one never made sense to me.

The Cortex Marvel RPG was even more numbers-light, but Cortex has a very different paradigm for modeling characters. (GURPS, M&M, and Cortex are my go-tos depending on the kind of game I want.)

I ripped out Speed, Flight, etc. entirely in my house rules and substituted forms of Movement. But I also almost never measure distances on a map, just use it for general layout. It's worked okay.

There is to say of the new crew that they're all doing better on the costume front than 3D Man, the Human Robot, or the Uranian. Even if they do look designed for film rather than the comics page.

If I run into him at a family reunion I'll see if I can find out.
