I think you've got it backwards if you're using the standard D&D. Balors and less intelligent and more aggressive when compared to Pit Fiends. Granted, they're both nasty to fight, but Pit Fiends are typically able to beat Balors in single-combat, and are much better at planning out fights and tact...
