Oddly, Green Lantern #85 (the issue in question) came out the same month as Teen Titans #34. Speedy had been a steady presence in TT for 17 issues or so, and the book would run for another 9. If you think about it, forgery is easier when only a few people can read what your fake actually says. And in the case of seals, those are more easily duplicated than a signature if you have the right tools.

Is this world mostly a literate or illiterate society? Well the backdrop for your characters can indicate otherwise, but without that I would default to most people being illiterate.
