That's how it worked in 2e as well. Some people used it as a poor man's version of All Out Attack as a result. In 3e, the main benefit is the extra Move action, particularly handy when Dazed.

I remember defeating Amakuza in the first game was most easily done by time out, commonly done by tagging him with Hanzo and then spending the round jumping and teleporting around.

Hope they're doing alright, assuming something's up. They do have 24 hour shifts and a somewhat unpredictable schedule.
