Placing it on the guy at distance shouldn't be a problem with the power stunt. It's mainly just swapping the Variable Descriptor extra in his Explosive power for Triggered. That having been said, an explosive vest on himself is a thing he could do, but he's not set up to hand over his armament constructs. Vincent has improved Aim, so as long as he takes an Aim action before shooting, he gets +5, so with the -2, he's at a net +3 on the attack if he needs to make it.
